The war frigate Swarte Leeuw, which has been anchored here for several years now,[155] serving the Dutch East Indies Company, and has until now been used exclusively as a shelter for Dutch sailors. It occasionally landed here with the Dutch ships, and due to its disability, was unable to depart on its respective ships. However, having recovered, it left the hospital to serve as the aforementioned so long were placed there, until the same, having been filled with other ships, were sent back to India in the same manner: And while it has no longer been possible to repair it due to its age, nevertheless we had also made mention of its viciousness and decay in our general156 humble letters of 3 June 1694157 and 4 April 1695158 thereafter, without that up to that date Your Ede. High Eighth order had been received, it having further happened in the meantime that the multi-seated frigate (the wind between the 18th and 19th of this night and the 19th at the latest blew very strongly from the northwest almost the entire day, and as a result a completely hollow water with high surf had arisen in this bay)159 seemed about to go aground, because of which threat of disaster and great damage it was absolutely necessary to lower the guns to 28 pieces by provision and to stow them ashore, in order to keep this bottom above water the more easily and by continuously pumping and baling: on which further the Ede. The Lord Governor of the next day, the 20th, temporarily (the weather having calmed) had the skippers, chief skippers and chief ship's carpenters of the present Dutch ships Vosmaer and 't Huijs te Duijnen, assisted by the master of the crew and a chief ship's carpenter here on land, commissioned to inspect and survey the aforementioned frigate, by which written declaration, mentioned on the 20th of this day,160 his Ede. and this E.A. Political Councilor had discovered that the commissioners, after a thorough inspection and an ocular examination, had found the frigate to be generally rotten inside and out, except for the large holes behind the knees under the water, which were impossible to access, and through which not only a great deal of seawater penetrated, but even the rough surface itself was washed away. Consequently, the aforementioned commissioners (as can be seen more fully in their statement) also judged that the frigate in question was by no means fit to remain at this port any longer, nor to withstand an oncoming storm or thunderstorm, but would have to perish because of it. All of which the Ede. Lord Governor and this E.A. Political Council being well noted and proposed, for the prevention of all further difficulties, misfortunes and damage that might arise in an unexpectedly arising storm: So it was consonantly resolved and decided the aforementioned. to strip the frigate of everything, and to let it sink to the point where it would be possible to fill it with stones and other ballast, and to use it as a fort, not only so that the boats and barges could moor safely behind it during storms, thunderstorms, and heavy surf, but also especially in dangerous times of war and need, to plant some heavy pieces there for greater defense of this castle, and with which one also thinks one can shoot very well level, and thereby better the beaches both above and below this castle, the corner of the Duijtjens 162 as well as the South River. and to command the beach, shooting across it, provided that all the masts, ropes, and anything else related to it would be brought and placed on the beached frigate Standvasticheijt, and that it would be anchored on the beach to the same end as the two-seater frigate Swarte Leeuw has been anchored there to date.

Het oorlogs-fregat de Swarte Leeuw nu eenige jaaren herwaarts155 ten dienste van de E.Compagnie alhier ter rhede voor ancker hebbende gelegen ende tot noch toe sonderlinge mede g’emploijeert geweest tot een verblijffplaatse voor Comps. matrosen van tijt tot tijt met de vaderlandsse-schepen alhier sieckelijck aangeland en overmits der selver debiliteit met haarlieder respective bescheijde bodems niet weder hebbende connen vertrecken, maer nae dato gereconvalesseert sijnde, uijt het hospitael om dienst te doen als voors. soo lange aldaar sijn geplaast geweest, tot dat de selven met andere volck benodicht hebbende scheepen op gelijke wijse weder nae India sijn versonden geworden: En terwijl men het selve niet langer door sijn ouderdom heeft connen repareeren, te min alsoo wij ook van desselffs swacheijt en verval in ons generael156 nedrigh schrijvens van den 3 Junij 1694157 en 4 April 1695158 daer aanvolgende noch laastelijck hadden mentie gemaeckt, sonder dat tot dato U Ede. Heer Gouverneur des anderen daeghs den 20e do tijdelijck (het weer bedaard zijnde) de schippers, opperstierluijden ende opperscheepstimmerluijden van de present leggende vaderlandse-scheepen Vosmaer en ‘t Huijs te Duijnen geassisteert sijnde met den equipagie-meester en noch een opperscheeps-timmerman alhier aan land bescheijden, tot visitatie ende opneminge van ‘t voors. fregat heeft gecommitteert gehad, bij welcker schrifftelicke verclaringe, in dato den 20e deser vermelt,160 zijn Ede. en desen E.A.Politijcquen Raade was gebleecken hoe dat sij gecommitteerdens, nae een exacte gedaene visitatie ende genomen oculaire inspectie, het meergeseijde fregat van binnen en buijten doorgaens bevonden hebben verrot te sijn, behalven de groote gaten achter de knies onder ‘t water, die niet te becomen waren, en waer door niet alleen veel zee-water indrongh, maer ook selfs de ruijghte quam door te spoelen, oversulcx de genoemde gecommitteerdens (als breeder bij haarluijder verclaringe is te sien) ook hebben geoordeelt dat het meergemelte fregat geensints bequaem was om langer op dese rhede te connen blijven leggen, nochte tegens een opcomende storm off onweer meer bestant te sijn, maer daer door te gronde te sullen moeten gaen: Allet welcke bij den Ede. Heer Gouverneur en desen E.A.Politijcquen Raade wel aengemerckt ende gepondereert sijnde, tot voorcominge dan van alle verdere swaricheden, ongelucken en schade, die bij een onverwachte opcomende storm daerinne mochten gelegen sijn: Soo is consonantelijck geresolveert ende beslooten het voors. oorlogsfregat van alles vorder te ontblooten, en het selve t’ eijnde voor aan het hoofft alhier immers soo deun het mogelijk sal connen wesen t’ laten sincken, omme met steenen en verdere ballast opgevult zijnde, aldaer voor een moulie gebruijckt te werden, niet alleen op dat de aanlande161 schuijten en boots bij storm, onweder en sware brandingen daer achter veijlich mochten leggen, maer ook insonderheijt in gevaerlijcke tijden van oorlogh en nood, om eenige sware stucken tot meerder defentie van desen Casteele daer opt’ planten, en waer mede men ook vermeijnd seer bequamelijck waterpas te sullen connen schieten en daer door des t’ beter de stranden soo boven als beneden desen Castele de hoeck van de Duijtjens 162 als ook de Soute rivier ende de strant dwars daer voor bij schietende te commanderen, mitsgs. ook dat alle de masten, touwercken en wat wijders daer aan dependeert, souden werden gebraght en geplaast op het gestrande fregat de Standvasticheijt en dat het selve sal werden geanckert op de rhede tot sodanigen eijnde als het meergeseijde fregat de Swarte Leeuw tot dato aldaer geanckert heeft gelegen.
