Having demonstrated to the assembly by the Noble Lord Governor how (despite our edicts and prohibition against the export and tapping of Cabernet Sauvignon wines, with the additional stipulated penalty of ƒ1,000 to be forfeited to the vineyard owners)132 many residents of this Cabernet Sauvignon district, subject to the said edicts and the additional stipulated penalty, do not deprive them of tapping and selling the aforementioned wines in small quantities, a matter that contributes to a remarkable prejudgment of the E. Compe. and to the detriment of the tenant in the time, in order to prevent which irregularities and fraud as much as possible, It has been consonantly resolved and decided in Council that those who are found to be committing such frauds from now on will not only be liable to a similar fine of ƒ1000, but that in addition to these and some houses or other immovable property in this Taeffel Valley, they will be obliged to sell them, or that, in the event of unwillingness, the E.A.R.133 of this Government will permit such counterventurs to publicly sell their houses and property for the aforementioned thousand guilders. to seize and recover, and that they will further have to transport them from this Taeffel Valley to Stellenbos or Draeckensteijn, to take up farming, for which purpose a piece of land will be allocated to them there. Furthermore, those who may be unable to do so, in contravention of this our resolution, will have to pay the aforementioned fine of ƒ1,000 and work on the common works until it can be determined that the aforementioned fines of ƒ1,000 have been paid by their labor.
It has also been further discussed that while in the course of time it has been experienced that the slaves of free people have almost as a habit, much of the time in secret, whether in these or not houses and corners, yes even here near the city streets, alleys and roads: as follows. to form a company and assembly in their hiding places in the countryside, not only so much to gamble and play, but also to consult with others, either to arrange and in doing so steal their lords, as well as to commit theft, murder and murder. Therefore, to suppress all the evil that would arise from it, it was resolved in Council unanimously not only to permit every one of these free inhabitants, but also to expressly order them, that wherever they come across 3, 4 or more boys, various cartridges, in the countryside or in this Taeffel Valley, no separate hiding places should be provided in these or or outside houses during a meeting, to attack them, and to hand over the fiscal to them or their order for punishment, with the aim of making the slaves of the superiors less tolerant and more observant of their duties and obedience to their lords, on the penalty that any who are found negligent will be brought to the discretion of the E.A. Council of this government.
And since it has also been experienced that some do not hesitate to peddle and sell wine and other strong drinks under cover within this Fortress among the military and guerrilla troops, both at night and at other times, and in doing so not only open the way to debacles, but also cause great difficulties, disasters, and even mutiny and riots to arise from time to time: in order to temporarily prevent all this and to subdue the resulting situation, it has been deemed absolutely necessary, approved and resolved to convert all sergiants and other officers to corporals. in clumsy, both those on guard at the gate and those posted at the points of this Fortress, to sharply charge and order that they should take careful note of the wines and strong drinks that were secretly sold and consumed at the points or among the military on guard in the said Fortress, that if they discover such drinks, they will be obliged to make this known to their authorities and chief officers, so that such a counter-venturer will be handed over to the fiscal, to be acted upon, brought to trial, and sentenced as a fraudster, as was found on penalty, that any sergiant or other officer, to corporals as aforementioned. in Cluijs, here in it to have been negligent and this our order will not have been followed exactly, that such a person of quality and pay will be deported and oƒ9 per month.
Finally, it has been resolved to further the wine-smuggling as much as possible, preventing the governors and caffers from coming together and, in particular, authorizing them to enter the homes and residences of all licensed sugar beer brewers and tappers at any time to observe whether they are committing any fraud with wine or other strong beverages under the guise of sugar beer, without these officials being able to resist or prevent the aforementioned governors or caffers, on penalty of any of the aforementioned Licensed sugar-beer tappers who do this contrary to law will be deprived of their existing license.134
Thus, the arrest and decision are made in the Castle of Good Hope on the date as above.

Door den Edle. Heer Gouverneur ter vergaderinge gedemonstreert sijnde hoe dat (onaengesien onse placcaten en verbod tegens den uijtvoer en ‘t sluijcken der Caabse wijnen, mitsgs. daer bij gestatueerde poene van ƒ1000 bij de wijngaerdeniers contrarij doende, te verbeuren)132 echter veele ingesetenen onder dit Caabse district resorterende, tot vilipendie der geseijde placcaten en daer bij gestatueerde poene, haer niet ontsien ter sluijck bij de kleijne maat de voors. wijnen, mede t’ tappen en te vercoopen, een saacke die streckende is tot een merckelijcke praejuditie van de E.Compe. en tot schade van den pachter in der tijt, om welcke ongeregeltheden en fraude soo veel doenlijck te weeren, Soo is in Raade consonantelijck geresolveert ende beslooten, dat die geene die op sodanige sluijckerijen van nu voortaen bevonden werden, niet alleen mede sullen vervallen sijn in een gelijcke boete van ƒ1000, maar dat deselve daer en boven soo eenige huijsen off andere onroerende goederen in dese Taeffelvalleij sijn besittende, gehouden sullen sijn die te vercoopen offte dat, bij onwillicheijt den E.A.R.133 deses Gouvernements gepermitteert sal sijn sodanige contraventeurs haer huijsen en erven publ. t’ mogen vercoopen omme daer aan de voors. duijsent gul. te consequeren en t’ verhalen, en dat sij wijders metter woon haar uijt dese Taeffelvalleij sullen moeten transporteren nae Stellenbos off Draeckensteijn , omme de landbouw bij der hand te nemen, waer toe haar aldaer een stuck lands sal werden aangewesen, en dat verder die geene die onvermogent souden mogen sijn, in cas van contraventie van dese onse resolutie de voors. gestatueerde boete van ƒ1000 te betalen, soo lange aan de gemeene wercken sullen moeten arbeijden, tot dat men bereeckenen can dat de voors. boetens tot ƒ1000 door haarluijden arbeijd sullen hebben voldaen.
Is ook wijders in overlegh gebracht, dat terweijl men bij verloop van tijt in ervaringe gecomen is, dat de slaven der vrijluijden bij nae voor een gewoontte hebben, veel tijts in ‘t geheijm, ‘t zij in dese off geene huijsen en hoecken, ja selffs hier omtrent de stadstraten, stegen en wegen: mitsgs. op haer schuijlplaatsen ten platten lande, compagnie en bijeencomste te maken, niet alleen soo seer om t’ dobbelen en speelen, als wel met den anderen te beraadslaen, ‘t zij om t’ aufugeren en haar selven soo doende haar lijffheeren t’ ontsteelen als ook wel veel tijts om dieffstallen, doodslagen en moorderijen te begaan: Soo is om allet quaad dat daer uijt plach voort te comen, soo veel doenlijck t’ dempen in Raade eenpaerlijck mede geresolveert een ijgelijck deser vrije ingesetenen niet alleen te permitteren, maer bij desen ook wel expresselijk te beveelen, om alwaar sij ten platten lande off in dese Taeffelvalleij 3, 4 en meer jongens, verscheijde patroonen toecomende, in deese off geene apartte schuijlhoecken off buijten huijsen bij een vergadert vinden, de selve aen te tasten, en bij haar off door haer ordre den fiscaal over te leveren om gestrafft t’ werden, ten eijnde daer door onder de slaven des t’ meerder ontsagh gemaackt en sij beter tot haar plight en gehoorsaemheijt omtrent haar lijffheeren mogen gehouden werden, op poene dat die geene, de welcke daerinne nalatigh sal bevonden werden, daer over ter discretie bij den E.A.Raad deses gouvernements sal werden gemulcteert.
En nademaal men ook in ervaringe gecomen is dat sommige niet ontsien haer t’ verstouten soo bij avond, ontijden, als anders, wijnen en andere stercke drancken bedeckttelijck binnen dese Fortresse onder de militaire en ‘t guarnesoensvolck [sic] uijt te venten en te vercoopen, en soo doende de selve niet alleen de wegh tot debouches openen, maar noch verder souden connen veroorsaaken dat daar door in tijt en wijle groote swaricheden, onheijlen, jae ook selffs muijterije en oproer soude connen ontstaan: om allet welcke dan tijdelijck t’ praevenieren en de aanlijdinge daer toe t’ dempen, Soo is het op ‘t hooghste noodich geacht, goetgevonden ende geresolveert, alle de sergianten en verdere officieren tot corporaals in cluijs, soo aan de poort de wacht hebbende, als die op de punten deser Fortresse bescheijden sijn, wel scherpelijck te belasten en te bevelen, dat sij nouw regard sullen hebben t’ nemen op de wijnen en stercke drancken die in de geseijde Fortresse sluijkwijs onder de militaire in de waght off op de punten werden verkocht en geconsummeert, dat sij dusdanige drancken achterhalende, gehouden sullen sijn, sulcx aan haer overheden en hoofft officieren bekent te maacken, ten eijnde sodanige contraventeur den fiscaal werde overgelevert, omme als een fraudateur g’actioneert, tereght gestelt ende gesententieert te werden, naa behooren op poene soo bevonden wert dat eenigh sergiant off verder officier, tot corporaals als voors. in cluijs, hier inne nalatich te sijn geweest en dese onse ordre niet exactelijck sal hebben opgevollight, dat den soodanige van qualiteit en gagie sal werden gedeporteert en op ƒ9 ter maand gestelt.
Eijndelijck is noch geresolveert omme de sluijckerije der wijnen soo veel mogelijck verder voor t’ comen den geweldiger en caffers t’ samen en in ‘t besonder bij desen t’ authoriseren omme ten alle uijre ten huijse en woonplaatsse van alle gelicentieerde suijkerbierbrouwers en tappers te mogen intreden omme te sien off sijluijden ook eenige fraude met wijnen off andere stercke drancken onder schijn van suijckerbier t’ vercoopen comen te plegen, sonder dat sijluijden sullen vermoogen den geseijde geweldiger noch caffers daer inne te resisteren, noch te beletten, op poene dat ijmand van de voors. gelicentieerde suijkerbier-tappers desen contrarilijck doende, van sijne geobtineerde licentie sal versteecken sijn.134

En nademaal men ook in ervaringe gecomen is dat sommige niet ontsien haer t’ verstouten soo bij avond, ontijden, als anders, wijnen en andere stercke drancken bedeckttelijck binnen dese Fortresse onder de militaire en ‘t guarnesoensvolck [sic] uijt te venten en te vercoopen, en soo doende de selve niet alleen de wegh tot debouches openen, maar noch verder souden connen veroorsaaken dat daar door in tijt en wijle groote swaricheden, onheijlen, jae ook selffs muijterije en oproer soude connen ontstaan: om allet welcke dan tijdelijck t’ praevenieren en de aanlijdinge daer toe t’ dempen, Soo is het op ‘t hooghste noodich geacht, goetgevonden ende geresolveert, alle de sergianten en verdere officieren tot corporaals in cluijs, soo aan de poort de wacht hebbende, als die op de punten deser Fortresse bescheijden sijn, wel scherpelijck te belasten en te bevelen, dat sij nouw regard sullen hebben t’ nemen op de wijnen en stercke drancken die in de geseijde Fortresse sluijkwijs onder de militaire in de waght off op de punten werden verkocht en geconsummeert, dat sij dusdanige drancken achterhalende, gehouden sullen sijn, sulcx aan haer overheden en hoofft officieren bekent te maacken, ten eijnde sodanige contraventeur den fiscaal werde overgelevert, omme als een fraudateur g’actioneert, tereght gestelt ende gesententieert te werden, naa behooren op poene soo bevonden wert dat eenigh sergiant off verder officier, tot corporaals als voors. in cluijs, hier inne nalatich te sijn geweest en dese onse ordre niet exactelijck sal hebben opgevollight, dat den soodanige van qualiteit en gagie sal werden gedeporteert en op ƒ9 ter maand gestelt.
Eijndelijck is noch geresolveert omme de sluijckerije der wijnen soo veel mogelijck verder voor t’ comen den geweldiger en caffers t’ samen en in ‘t besonder bij desen t’ authoriseren omme ten alle uijre ten huijse en woonplaatsse van alle gelicentieerde suijkerbierbrouwers en tappers te mogen intreden omme te sien off sijluijden ook eenige fraude met wijnen off andere stercke drancken onder schijn van suijckerbier t’ vercoopen comen te plegen, sonder dat sijluijden sullen vermoogen den geseijde geweldiger noch caffers daer inne te resisteren, noch te beletten, op poene dat ijmand van de voors. gelicentieerde suijkerbier-tappers desen contrarilijck doende, van sijne geobtineerde licentie sal versteecken sijn.134
