Whereas the married wives of the gardener and sargeant of this place have been allowed, by consent of our Lord Principals, to keep an inn for the wages and accommodation of the outgoing and incoming men of passing ships, and that by the same the strong drink of the incoming ships is bought very expensively, namely an anchor of brandy worth well over 20, and sometimes even up to 30 rixdollars, with which the money is each time dragged away from the Cape and the E. Compe. as it would generally be expected that this place would continue to provide considerable sums every year, so to prevent both of these and other significant ones, it has been deemed appropriate to state and ordain, in accordance with our long-issued and posted placards, that the aforementioned licensed innkeepers, nor anyone else, will henceforth be allowed to buy strong drink from the ships: but what they have to do with brandy etc. applies to them as well as the Spanish wine, with written ordinance from Comps. warehouse, and for each anchor pay 24 rixdollars of brandy plus 6 shillings and above, provided that the aforementioned innkeepers and no one else, as they are accustomed, will be allowed to tap the cap up to 8 stuivers and no more, in order that private individuals coming from the homeland may be less stimulated to hinder Comp's costly ships with this strong liquor, so that also the profits go to the E. Compe. (by right alone) may remain, to support their heavy burdens at this place, and that means can also be found, so that our Lord Masters do not have to send anyone back here from their homeland every now and then: to distribute the monthly board and lodgings, and sometimes to provide the people with a month's worth of money on a monthly basis, for which almost anything is necessary, and from the above all can be found a fair amount: as well as the common innkeepers at every anchorage can still profit from the 30 guilders. and the duration of the aforementioned strong drink also apparently causes a less inclination for the people to debauchery to their satisfaction, which is also primarily concerned with the greatest peace of mind and maintenance of proper discipline.307

Also, during this meeting, the following request from the Chief Surgeon, Mr. Cornelis Borsselaer, is presented to the Commander and the Council, in substance and worded as follows:

"To the famous, wise, highly esteemed Mr. My Lord Joan van Riebeeck, Chief and Commander of the Fort of Good Hope on Cabo de Boa Esperance and his accompanying Council.

Humbly acknowledges Cornelis Borsselaer, surgeon of this fortress, your honorable servant, who was commanded on this occasion to navigate to India, and who has shown much servile service and courtesy to Joris Jorisz van Oldenseel, corporal of this place, in his previous quarrels, for which he has graciously granted him a remuneration of forty-five guilders. Once again without further ado, and since the same funds are lacking, to make the same replenishment in such a short time, the supplicant obligingly requests that these funds be paid to him by order of you, to provide him with all necessary needs (here on land and during departure), to support his household and the debtor's account. Engraved with this, this &a.308

This replenishment having been reviewed, and the debtor summoned thereto, and having been found by his own confession to be duly aware of the debt, it is decided that the aforementioned debtor, according to his current account in the soldier's books, may be paid to the aforementioned surgeon for the common good. To tax the sum of 45 guilders, and to credit the magistrate,310 upon all evidence of dueness, which order was then given to the bookkeeper of this fortress by this authority.

Thus done in the Fort of Good Hope on the date and year as above.

Dewijle de getroude vrouwen van den hovenier ende sargeant deser plaetse volgens consent onser Heeren Principalen toegestaan sijn herbergh te mogen houden tot tractement ende huijsvestinge van de gaende en de comende man der passerende schepen, Ende dat door de selve den stercken dranck van de aencomende schepen seer duijr wort ingecocht, namentlijck een ancker305 brandewijn ver over de 20, ja somtijts wel tot 30 rijcxdaelders, waer door ‘t gelt hier van de Caap telckens wert wegh gesleept ende d’ E. Compe. ingevolge doorgaens al genootsaeckt soude blijven dese plaetse alle jaren met merckelijcke sommen te provideren, soo is omme sulcx alle beijde voor te comen ende andre pregnantien meer, goetgevonden te statueren ende ordonneren in conformite van onser al over langh g’emaneerde ende g’affigeerde placcaten, dat voorsz gelicentieerde herbergiersters nochte oock ijmant anders voortaen geen stercken dranck altoos meer van de schepen sullen mogen copen: maer ‘t geene sij aengaende brandewijn &a. van doen hebben voor haer gelt soo wel als de Spaanse wijn met schrifftelijcke ordonnantie uijt Comps. magasijn sullen halen, ende voor ijder ancker brandewijn betalen 24 rijcxdaelders mitsgaders van pacht noch 6 daer306 en boven, mits voorsz herbergiersters ende niemant anders gelijck se gewoon sijn ‘t mutsjen sullen mogen uijt tappen tot 8 stuijvers. ende niet meer, ten eijnde de particulieren uijt ‘t vaderlant comende te min g’animeert mogen worden Comps. costelijcke schepen met dien stercken dranck te belemmeren, op dat oocq die proffijten aen d’ E. Compe. (van reghs-wegen alleen toecomende) mogen blijven, tot soulagement haerder swaer dragende lasten aen dese plaetse, ende datdaerbij ookmiddel gevonden worde, onse Heeren Meesters te min gelt t’ elckens uijt ‘t vaderlant behoeven herwaerts over te stuijren: om de maantlijcke costgelden uijt te reijken, ende somtijts ‘t volcq een maent gelt op reecke. te verstrecken waer toe al vrij wat van node is, ende uijt ‘t bovenstaande al tamelijck sal cunnen gevonden worden: mitsgaders de gem. herbergiersters op ijder ancker noch comen te proffiterenbij de30 gl. ende de duijrte des voorhaelden stercken drancks apparent oock staet te causeeren een minder inclinatie voor ‘t volcq tot hare genoegen debauche, waer aen om de meeste gerustheijt ende maintenue van behoorlijcke dissipline mede voornamentlijck gelegen is.307

Is oock staende dese vergaderingh aen den Commandr. en de Raet verthoont navolgende request van den opperchirurgij[n] Mr. Cornelis Borsselaer in substantie ende luijdende als volght.

‘Aen de wijtberoemde welwijse hooghgeachte Hr. mijn Heer Joan van Riebeeck, Opperhoofft ende Commandeur van ‘t Fort de Goede Hoope aen Cabo de Boa Esperance ende sijne bijhebbende Raet.’

Verthoont nederigh Cornelis Borsselaer, chirurgijn deser fortresse, UEd. onderdanige dienaer gecommandeert wesende bij dese gelegentheijt naer India te navigeren, ende alsoo den selven veel serviale dienst ende courtoisie heefft gepleeght aen Joris Jorisz van Oldenseel, corporael deser plaetse, in sijne geledene quellagien, waer over den selven hem heefft gunstelijck toegeleijt een remunerative van vijff en veertich gul. eens sonder meer, ende alsoo den selven de penningen sijn mancquerende, om in soo korten tijt mij de selven te suppleren, versoeckt den sup[p]liant gedienstelijck dat doch deselve penningen door ordre van UE. hem mochten werden voldaen om hem van allen nodigen behoeve (hier aen lant ende in ‘t vertrecken) te behelpen, tot soulagiement van sijne menagie ende den debiteur sijne reecke. daermede g’aggraveert, dit &a.308

Welcke supplicatie ingesien, endeden309 debiteur daer bij geroepen, mitsgaders door des selffs bekentenisse bevonden hebbende de schult deuchdelijk te weten, Soo is verstaan genoemden schuldenaer op sijn lopende reecke in de soldieboucken aen voorsz chirurgijn voor de gem. somme van 45 gl. te doen belasten, ende den mr. te crediteren310 op dat alles blijcke na behooren tot ‘t welcke dan uijt crachte deses aen den boeckhouder deser fortresse ordre is gegeven.

Aldus gedaen in ‘t Fort de Goede Hoope ten dage ende jare als boven.
