Before the full assembly.
It was submitted to the assembly that, despite the frequently issued edicts, which strictly prohibited the private cattle trade between the residents of this government and the Hottentots, subject them to such penalties as those expressed therein, several malicious residents, residing both in Stellenbosch and primarily in Draackensteijn, in violation of the said edicts and the accompanying penalties, have fallen into such excessive mode that, notwithstanding, they are increasingly emboldening them to engage in this prohibited cattle trade with the Hottentots by all despicable means, both known and unknown, and to that end, are complicit. to make, to take large quantities of tobacco and other merchandise, and to pass it off as the Lord Governor's servants, and to misuse the name of the Honorable Lord Governor, and under this false pretense sometimes to force the Hottentots, who were not very inclined to exchange, to do so with threats if they found it sufficient:129 in order to prevent and suppress as much as possible these irregularities and the forbidden cattle trade. It was therefore well thought out and resolved that the informer should pay above the premium of 60 Rs. It is further stipulated that, should anyone be caught in such fraudulent dealings, he will receive one-third of the animals brought in, and that his name will be suppressed, while the remaining two-thirds will be and remain confiscated for the E. Compe.130
Thus done, arrested and confined in the Castle of Good Hope on the date as above.

Ter vergaderinge voorgedragen sijnde, hoe dat ongelet de meermalen g’emaneerde placcaten, waer bij den particuliere veehandel de ingesetenen deses gouvernements met de Hottentots op soodanige penaliteiten als daer bij g’expresseert staan, wel scherpelijk was verbooden, dat des niettemin noch verscheide quaadaerdige inwoonderen, soo aan Stellenbosch als voornamentlijck aan Draackensteijn woonachtigh, in vilipendie der geseide placcaten en daer bij gestatueerde poene, tot die buijtensporicheijt vervallen sijn dat sij haar niet ontsien, meer en meer haar te verstouten om die verbooden veehandel op alle bedenckelicke middelen, soo door bekende als onbekende weegen met de Hottentots te drijven en tot dien eijnde compe. te maken, van groote quantiteiten van tabacq en andere coopmanschappen mede te nemen, en sigh voor des E.Comps. dienaren uijt te geven ende den naam van den Edl. Heer Gouverneur te misbruijcken en onder dat vals voorgeven de Hottentots somtijts tot het ruijlen niet al te genegen sijnde, met dreigementen daer toe als dan genoeghsaam comen te dwingen:129 om welcke ongeregeltheden en den verbooden veehandel dan soo veel mogelijck voor te comen en te supprimeren, Soo is een paerlijck goet gedacht ende geresolveert dat den aanbrenger boven de praemie van 60 Rsrs. daer bij toegeleit, ingeval hij ijmand op dusdanige fraudeleuse handel comt te achterhaalen, noch sal genieten het een derde part van de aangebrachte beesten, en dat desselffs naam sal werden verswegen, sullende de twee overige derde partten voor de E.Compe. sijn en blijven geconfisqueert.130
Aldus gedaen, g’arresteert ende beslooten in ‘t Casteel de Goede Hoop op dato als boven.
