The Honourable Governor in Council having demonstrated how, for approximately 16 years here, his Honourable Ede, not only had repeatedly suggested to the Citizens' Council of this city, as well as to the Landlord and Heemraads of Stellenbosch and Draackensteijn respectively, the great necessity of planting and cultivating oak groves and other crops, but also that his Honourable Ede had sincerely recommended and encouraged the same from time to time, so that this growing Colony would not be short of fuel or timber in the meantime, and that his Honourable Ede. To continue this good work, the town councilors had previously designated a suitable piece of land for Stellenbos and Draackensteijn. Despite all this, the aforementioned plans had thus far been neglected by the town councilors, landowners, and town councilors. It was considered that, due to the continuation of this Colony, the construction of houses, and the repair of ships, timber might eventually become scarce. At the very least, it would have to be brought from the land at excessive expense and expense. Thus (the matter having been further examined and assessed), the E.A. Council unanimously approved and resolved the aforementioned plan. Heer Gouverneur in Raade gedemonstreert hebbende hoe dat sijn Wel Ede. zedert den tijt van ongeveerlijck 16 jaren herwaerts de Borgerraaden deser steede mitsgs. ook den landrost en heemraaden van Stellenbosch en Draackensteijn respective tot meermalen niet alleen heefft voorgestelt gehad de groote noodsaakelicheijt van het planten en aanqueecken van eijckenbossen en andere houdgewassen, maer dat ook sijn wel Ede. het selve haer E. van tijt tot tijt erenstelijck hadde gerecommandeert en daer toe aangemoedight, ten eijnde deese aangroeijende Colonie in tijt en wijle van brandhoud off timmerhout niet in verlegentheijt mochte geraacken en dat sijn wel Ede. tot voortsettinge van dit goet werck de heemraaden aan Stellenbos en Draackensteijn een bequaam stuck lants voorheens daer toe hadden aangewesen: dat niet tegenstaande al het selve de voorne. Borgerraaden, landrost en heemraaden daer aff tot noch toe in gebreecken waren gebleven en geconsidereert dat door voortsettinge van deese Colonie, aanbouw van huijsen, en ‘t repareeren van scheepen het hout metter tijd wel moch comen te ontbreecken: Ten minsten, dat het selve met excessive kosten en moeten96 ver uijt het land soude moeten werden gehaelt: Soo is (de saack nader ingesien ende gepondereert sijnde) bij sijn wel Ede. en desen E.A.Raade eenpaarlijck goet gevonden ende geresolveert de voors. Borgerraaden t’ ordonneren ende te beveelen gelijck haar E. belast ende bevoolen wert bij desen: Dat sij van nu aff aan het aanplanten van boschagien sullen hebben in ‘t werck te stellen, waer toe ook bij sijn Wel Edle. en deesen Raade de voors. Borgerraaden een bequame plaatse achter den Wijnbergh genaamt het Wolvegat is aangeweesen, om aldaar deese plantagie te maacken, conform het bestecq door den landmeeter daar aff gemaackt met authorisatie dat de voors. Borgerraaden sullen vermogen de ingesetenen van dit Caapsse districkt te injungeren dat ijder huijsgesin een jongen daer toe sal hebben te leenen off selffs in persoon ter plaatse voornt. te verscheijnen, omme de voors. plantagie te beginnen en t’ perfecteren, met verdere last dat haar E. ook sullen vermogen die geene, die het ongeleegen soude mogen comen een jonge aldaar te senden offte in persoon te compareeren, een seeckere penningh geldt te mogen opleggen, om daer voor in der gebreeckige plaatse een ander te huijren offte dat bij refuijs ende de voors. Borgerraaden daar aff in gebreecken blijvende, sijn Wel Ede. en desen E. Achtb. Raade de geseijde plantagie tot haerluijder costen sullen aanbesteden.
Eijndelijck soo is mede geresolveert het volck op het gestrande fregat de Standvasticheijt bescheijden, soo lange alhier verblijven (volgens de maniere in India gebruijckelijck) vrij-costgelt toe te leggen.97
Aldus gearresteert en beslooten in ‘t Casteel de Goede Hoop op dato als boven.
