Regarding the Council of the fortress of Goede Hoope, because of the long absence of the junior merchant Fredrick Verburgh (who left for Madagascar on 15 August 1940 and has not returned as expected), the number remains rather small and weak, consisting only of Jan van Riebeecq, Commander, and Jan van Harwarden, Sargeant of the said fortress, and in matters of Justice or Military Council, including only the two corporals of soldiers, as it is considered that sometimes some matters arise which well require the advice and judgment of several voices, which are considered good and sound, to be accepted for the strengthening of the aforementioned Council, namely in the Roeloff de Man, the daily councilor, keeper of the pay books and, to date, serving as fiscal and secretary, and in matters of justice, in addition to the aforementioned two corporals, also the constable of this fortress, named Baltus Cornelisz, who is also in charge of the equipment magazine, etc., and is a man of impeccable comportment, as often mixed matters concerning both the gunners and sailors, as well as the soldiers, arise.
