In the presence of all members.
The Honorable Governor having presented and announced to the meeting how the crew in the service of the Royal Netherlands Navy on the return ship Berg China, anchored here at the port, had modestly, promptly, and respectfully requested some assistance on account of their due monthly allowances, as they had not received any assistance on account for a long time, and more than a year, and were deprived of everything necessary to adequately prepare themselves against the weather and to properly prepare their journey back home in this late season. Thus, after consultation, it was unanimously understood and decided in the service of the Royal Netherlands Navy, as now at the Company's Warehouses do not contain such goods that could be provided to the aforementioned people without this garrison and the Company's slaves suffering from want. They should be paid into their account, with monthly allowances due in cash, amounting to one month's wages each, to help them manage, as and when they see fit.
Johannes Mulder, assistant and bailiff in the service of the Royal Dutch Company, hereby filed, requested at the meeting to be released from his service and to be allowed to report here as a freeman. It was unanimously agreed to grant his request and to appoint Cornelis Pietersz. Linnes as bailiff in his place, to act in accordance with the instructions of his Honour. Commissioner General Hendrik Adrian van Reede, to perform that office under his current salary of thirty guilders per month.19
And finally, at the request of Mr. C.J. Simons, fiscal officer of this government, having deliberated on how best to prevent all acts of mischief, misdeeds, and offenses, and to track down the delinquents in the countryside, whom the E. Comp. to be somewhat detrimental to her interests: Therefore, in the interest of the common good, it has been unanimously understood and decided that Mr. C. J. Simons, fiscal officer in particular, will investigate all offences, crimes and committed disorders especially here in the Tafelvallei, its limits will be from the Kijk-uit to the Keerde-koe, and from there to the Windberg; The places located outside these areas will be under the vigilance of the Land-drost, with the understanding that the fiscal's right of prevention will remain intact and that the Land-drost will not be able to arrest or apprehend anyone within the said boundaries, even if in serious matters that are not subject to delay, but that he will have to assign his right to the fiscal and perform all duties in accordance with the Statutes of India and the laws, instructions, and ordinances issued and issued here from time to time.

So is, na gehoudene raadspleging, eenstemmig verstaan en ten dienste van d’ E.Comp. besloten, dewijl thans bij ‘s Comps. pakhuijsen geen alsulke goederen in voorraad zijn, dewelke men an ‘t geseide volk, sonder dit guarnisoen en ‘s Comps. slaven gebrek te doen lijden, soude konnen verstrekken, an ‘t selve op rekening harer te goed hebbende maandgelden te doen tellen in contanten gelde an ieder een maand gagie, om hun daar mede te redden, so en als sij des best te rade sullen worden.

Linnes, om conform d’ instructie van sijn Ho.Edd. den Heer Commissaris Generâl Hendriq Adrian van Reede, dat ampt waar te nemen onder sijn lopende besolding van dertig gulds. ter maand.19
En eindelijk ten versoeke van mr. C. J. Simons, fiscâl deses Gouvernements, gedelibereerd zijnde, hoe men bekwamelijkst alle lorshandeling, schelmstukken en delicten soude konnen verhoeden, en de delinquanten ten platten lande agterhalen, dewelke d’ E. Comp. in haar interessen enigsins benadeelen: So is ten meesten dienste des gemeene bestens eenpariger stemme verstaan en besloten, dat mr. C. J. Simons, fiscâl voorn., op alle delicten, misdrijven en gepleegde disordres specialijk hier in de Tafelvallei sal invigileren, sullende desselvs limiten zijn van de Kijk-uijt af tot an de Keerde-koe , en daarvan daan tot an de Windberg toe; sullende de plaatsen daar buijten gelegen ter vigilantie van den Land-drost staan, met dien verstande, dat de fiscal sijn regt van praeventie ongekreukt sal blijven en dat de Land-drost niet sal vermogen iemand binnen geseide palen te calangeren of t’ apprehenderen, t’ en zij in swaarwigtige saken en dewelke geen uijtstel en lijden, dog dat hij sijn regt an den fiscal sal hebben te cederen en alles te verrigten in conformiteit der Statuten van India en der wetten, instructien en ordonnantien hier van tijd tot tijd geëmaneerd en naar-gelaten.
Aldus geärresteerd en besloten in ‘t Casteel de Goede Hoop ten dage en jaare als boven.
