In the presence of all the members, assumably, Messrs. Johs. de Hartog,57 Admiral of the present return fleet, and the merchant Abraham Bouden,58 along with the skippers Willem Borg-graav, Abraham Witboom, Theunis de Hoop, Jan Constantijn van der Markt, Govert Roos, Jacob Landsheer, and Jan Coenraads.59
The Lord Commander having presented and announced to the meeting how the High Government of India, in its latest missive60 of February 27, 1689, had deemed it desirable to inform him and the Eighth Council here that the ships Ooster-Souburg and Suijdbeverland were closely followed by the flute Emmenes, and having given the present members consideration, the return ships from both Batavian and Ceylon, resting here at the last, provided that the two French prizes would depart together for the fatherland, So, after due consultation and adoption of the order contained in Our Lordships' letter dated Middelburg, 6 October 1688,61 it was unanimously understood and decided, thus in opposition to the aforementioned order, in which it is expressly ordered and commanded that the return ships expected this year shall not come separately or in line, but for this time combined and in one fleet, as well as in defense of the dangers that the aforementioned Emmenes poses. in these perilous times, from enemies as well as otherwise, if only one had to cross to the fatherland, one would have to run: that therefore, considering that the winter tide for homeward-bound ships is at hand, one should wait for the aforementioned flute ship Emmenes, in the hope that her arrival would make the present return fleet more resistant, until the 20th of this month. Comp. requires that, in these troubled times, it be provided with further loyal and capable senior officers to be able to issue the necessary orders on occasion, the supreme command of which has already been entrusted to Mr. Johs. de Hartog by the High Government of India. It has therefore been unanimously decided to appoint the following persons for the purpose of this proposal:
Reverend Abraham Bouden, merchant in the service of the Royal Netherlands Navy, as Vice Admiral; the captain of the return yacht Suijdbeveland, Willem Borg-Graav, as Rear Admiral; the junior merchant, Hieronijmus Scholten, as Fiscal; and the accountant, Adrian Dankers, as Secretary.
Thus arrested and confined at the Castle of Good Hope on the date and year as above.
