In the presence of all the members except Ssrs. L. van der Stel and Cornelis Linnes.
The Noble Commander having presented to the meeting the necessity to ensure that the inhabitants of this Colony increasingly prosper by selling their fruits and crops, and to provide for their needs as much as possible by trading their merchandise, has been unanimously agreed upon. Therefore, after careful consideration, it has been unanimously agreed upon that the inhabitants of the Cape territory should be granted a free annual ceremony, which, with the least delay, will be rung annually on the first of November and resounded on the 15th of the following year; this will continue for the duration of the aforementioned period. For 15 days, each of these residents, if desired, is free and permitted to brew, tap, and sell sugar beer, and in the meantime to set up tents and stalls as they see fit, and to openly peddle and sell all permitted goods. However, if any residents not belonging to the district of the Cape Territory wish to auction their goods here and seek profit by means of sweeteners, marquee tents, or otherwise, they will be permitted to do so, provided that they have previously paid twenty-five guilders to the Citizens' Council here, and are obliged to break up their tents four days before the next, the aforementioned funds being used to cover the common expenses of the citizens.
Furthermore, to increasingly train and encourage the inhabitants in the use of arms, both on foot and on horseback, and to have them ready and skilled for the service of the Royal Netherlands Army and this country on occasion, it has been approved and decided that the cavalry and infantry should exercise and fire at the target under the following articles.
Each rider, in full uniform, will fire one after the other at full gallop with the pistol at a target.
The target will be ten steps to the side of the racecourse.
Whoever fires in the outer circle of the target will draw one shell as a prize; whoever fires in the second and subsequent circles will draw two shells. And whoever shoots in the first and innermost circle will receive a prize of three shillings.
The rider, having discharged his pistol, will veer and, at full gallop, attempt to lift Medusa's head from a stake at the point of his sword.
Whoever removes the aforementioned head in the manner stated will receive a prize of four shillings.
Whoever first registers on the cavalry roll will also shoot first, and then after that which is recorded.
Whoever belongs to the Caab district will pay two shillings for registration, and whoever comes from outside will pay one rixd. to the cavalry.
Adequate intervals and time will be allowed during the shooting, under penalty of one rixd., to distinguish each shot. Refusing to fire a rifle will be considered a shot.
Anyone who shoots in the white and simultaneously removes Medusa's head with the point of the sword will receive fifteen rixd. from the Comptroller, along with the deposit money and other benefits as a bonus, and will be brought home with the entire cavalry.
The infantry will shoot at a wooden target.
The marksmen will shoot in an orderly fashion, one after the other, at an equal distance from the target.
The shooting will be done freely.
No one will be allowed to shoot with a rifled barrel or a wire ball.
Everyone will shoot in turn; anyone who does otherwise will forfeit a rixd.
Whoever first registers on the shooters' roll will also shoot first, and so on after the registration.
Whoever belongs to the Caab district will pay two shillings for registration, and whoever comes from outside will pay one shilling to the shooting club.
Whoever has shot will reload their rifle according to military practice and reload its grips. For this purpose, a drill master will be given to the shooters, who will receive as salary one-fifth of the premium set for shooting the bird in the shooting club.
Adequate interval and time will be allowed during the shooting to distinguish each shot, under penalty of one shilling.
Refusing the rifle will be considered a shot.
Whoever shoots the bird's head, standing in the center of a blade attached to an iron rod or pivot, will receive a prize of a Rixd.
Whoever shoots off the right wing will extract half a Rixd.
Whoever shoots off the left wing will extract three shells.
Whoever shoots off the tail will extract two shells.
Whoever shoots off a splinter will extract one shell.
Whoever shoots in the outer circle of the blade will extract half a shell.

Whoever shoots the torso, or the last shell The shooter of a bird will receive a prize from the E. Company of fifteen Rixd., along with the deposit money and other emoluments, and will be escorted to his house with the entire militia.
Any questions or disputes that may arise regarding running, shooting, or otherwise will be settled by the warden or sergeants respectively, upon approval of the captain or captain and other officers, among whom the parties may hear any controversies, and the fine will be paid immediately.
These aforementioned exercises, both for cavalry and infantry, will begin annually on the first of November and end on the fifteenth of the following year.

D’ Edle. Heer Commandeur ter vergadering hebbende voorgedraagen de noodsaaklijkheid om d’ ingesetenen deser Colonie door ‘t verkoopen harer vrugten en gewassen in onderlinge voorspoed meer en meer te doen beklijven, en door ‘t verhandelen harer koopmanschappen deselve so veel immers mogelijk is, uijt hun benodigheden te redden; So is na rijp overleg van saaken eenstemmig verstaan an d’ ingesetenen van ‘t Caabse territoir een vrijen jaar-merkt te vergunnen, dewelke om ‘t minste verlet van tijd, op den eersten November jaarlijx sal ingeluijd en den 15 anvolgende uijtgeluijd werden; sullende geduurende den tijd der voors. 15 dagen an ieder deser ingesetenen, des begeerig, vrij staan en geöorlovd wesen suijkerbier te brouwen, te tappen, en te verkoopen, en middelerwijl tenten en kraamen na goeddunken op te slaan, en alle gepermitteerde waaren opentlijk te venten en te verkoopen, dog in geval enige onder ‘t district van het Caabse territoir niet gehoorende, egter van sins souden weesen hier hun goederen te veilen, en met soetelen, marquetenten of andersins hun profijt te soeken, sal het selve haar vergund werden, mits dat bevorens an de Burger-raaden hier ter plaatse vijfentwintig guldens sullen betaald hebben, en dat gehouden zijn vier dagen voor d’ andere met hun tenten op te breeken, sullende de voors. penningen tot de gemeene lasten van de borgerij geëmploijeerd werden.
Daarenboven om d’ ingesetenen in ‘t handelen der wapenen so te voet als te paard meer en meer t’ oeffenen en an te moedigen, en om haar bij voorvallende gelegentheden ten dienste van d’ E.Comp. en deser landen vaardig en bekwaam te hebben, is goed-gevonden en besloten de ruijterie en infanterie onder dese navolgende articulen te doen exerceren en na de schiev te laaten schieten.
Sal ieder ruijter in volle montering d’ een na den ander in vollen galop met ‘t pistôl na een schiev schieten.
De schiev sal staan thien treden ter sijde van de renbaan.
Die in de buijtenste circul van de schiev schiet, sal een schell. tot praemie trekken, die in de twede en anvolgende circul schiet, sal twe schell. en die in d’ eerste en binnenste circul schiet, sal drie schell. tot praemie genieten.
De ruijter, sijn pistôl gelost hebbende, sal swenken en in vollen galop op ‘t punt van den degen tragten ‘t hoofd van Medusa van een paal te ligten.
Die ‘t hoofd voors. in manieren als gesegt wegligt, sal tot praemie genieten vier schellingen.
Die sig eerst op de rolle der ruijterie laat inschrijven, sal ook eerst schieten, en so vervolgens na dat opgeteikend staat.
Die onder ‘t Caabse district gehoord, sal voor ‘t inschrijven twe schellingen, en die van buijten komt een Rixd. an de ruijterie betaalen.
Onder boete van een Rixd. sal in ‘t schieten behoorlijk interval en tijd gegeeven worden, om ieders schoot t’ onderscheiden.
Het weigeren van ‘t geweer sal voor een schoot gerekend worden.
Die in ‘t wit schiet en te gelijk ‘t hoofd van Medusa met ‘t punt van den degen weghaald, sal van ‘s Comps. wegen vijfthien Rixd. mitsgs. d’ inlegs-gelderen en andere voordeelen tot praemie genieten en met de geheele ruijterie t’ huijs gebragt worden.
D’ infanterie sal na een houte schiev schieten.
De schutters sullen ordentlijk d’ eene na den anderen op egale distantie van treden na de schiev schieten.

Niemand sal vermogen met getrokke loop of draadkogel te schieten.
Een ieder sal op sijn beurte schieten, die daar tegens doet sal een Rixd. verbeuren.
Die sig eerst op de rolle der schutters laat inschrijven sal ook eerst schieten, en so vervolgens nadat opgeteikend staat.
Die onder ‘t Caabse district gehoord, sal voor ‘t inschrijven twe schell., en die van buijten komt een Rixd. an de schutterie betaalen.
Die geschoten heeft, sal sijn geweer volgens militaire exercitien en derselver handgreepen wederom laden, ten welken einde een drilmeester den schutters sal gegeeven werden, die tot salaris een vijfde deel van ‘t praemie dat voor ‘t afschieten van de vogel in die schiev gesteld is, sal genieten.
