Den Edlen. The Lord Commendatore having received a report by a messenger how the Ubiquan Hottentots had not failed to notice them recently forging a path and road through the burning forests and otherwise making their way to Drakenstein, in order in all likelihood to attack the inhabitants of that place by hostile means and to deprive them of life and cattle, and having noticed that the aforesaid Hottentots have on several occasions treacherously and very murderously attacked these Cape Town inhabitants and taken away much of their property and blood, and that they are simply on the prey to the plunder of their own Christian nation's lives and cannot be brought to heel, it has been unanimously decided to write to the bailiff and heemraden at Stellenbosch as soon as possible and to authorize them to warn the inhabitants of Drakenstein without any delay that they are on to be on guard and to endeavor with all their might to pursue and destroy the aforementioned Ubiquâs, her enemies, with fire and sword.
The petition of the Stellenbosch town councillors to the meeting, as follows. the enclosed statements incriminating the insane asylum seeker Sibrand Mankadan,104 having been read and carefully considered, it was unanimously decided to write to the aforementioned town council members, urging them in the future to be more cautious and wise about making statements that would bring shame on the church and school employees, among such rough guests as the inhabitants of that city, and to cover the shortcomings of such people with the mantle of Christian charity rather than to make them acceptable by public testimonies, and that the town and church councils should have been much more suspicious of the side actions and excesses of the aforementioned insane asylum seeker, the Honourable Mr. The Commissioner was to report promptly, in order to remedy the situation, as after such a considerable time, he would burden his Honor and the High Council with a passionate and impassioned request and testimonials.
That they were authorized to very seriously urge and instruct the municipal health examiner and secretary to appoint the Reverend D. Johs. van Andel, minister of the Divine Word, treated with due respect, obeying without contradiction the orders concerning religious worship, that he should be very careful not to overstep the bounds of his office as a reader, that he should not read a chapter from Holy Scripture or sing any psalms except with prior knowledge of the Preacher, and that he should endeavor, through improvement in his conduct, to edify the congregation as much as he has offended it, and that the youth, entrusted to him, may make up for the damage suffered through good and diligent instruction. And so that he, as a scribe, does not extort anything from the people beyond his due wages, they will remind him to obey the written orders and regulations of the Honorable Commender. It has further been agreed to comply with the aforementioned request of the town councillors and grant them from the council's warehouse 100 lbs. of powdered powder, along with 100 rhinestones, and to commend them to distribute these sparingly and wisely among their members, adding and retaining the surplus.
Finally, it has been unanimously agreed that the deacons of this congregation, who in the most recent year, 1687, having resigned, at their own discretion and under the authority they had assumed, saw fit to burden the expenses account at the expense of the poor relief with absurd items, namely for repairing the poorhouses, making a key for the poorhouse, and repairing it to the sum of ƒ6, along with... school and tuition fees ƒ143.16:- for two poor children, and for keeping the books ten Rixd., as well as six Rixd. to the sexton, these last two items not even being known in the poor books, and yet being spent in an unknown and completely irresponsible manner at the expense of the poor funds, and noting the aforementioned provision to servants engaged by the Comps., and happening without the knowledge of the authorities, and that it is unreasonable and contrary to Christian charity that they should be something of abandoned and in need, and for such a small service should demand some wages from these monies that are given out of compassion alone for the benefit of the poor; Therefore it is understood and approved that the aforementioned deacons Money, as misused, will have to be returned to the poor fund within a fortnight, and to ensure that they indicate precisely and specifically in their Journal of the Caab Poor in the future how, when, and where they will provide anything for the benefit of the aforementioned poor, without recording it with a general entry, as happened with the expenses incurred at the burial of the free citizen Arij Karreman.
Thus arrested and committed to the Castle of Good Hope on the date and year as above.

Heer Commendeur door afgesonden bode verslag gedaan zijnde hoe d’ Ubiquase Hottentots haar niet ontsien hadden onlang een pad en weg door ‘t branden der bossen en andersins hun na Drakenstein te banen, om langs denselven na alle waarschijnlijkheid d’ ingesetenen te dier stede vijandlijk t’ overvallen, en hun van leven en vee te beroven, en angesien d’ opgemelte Hottentots te meermaalen dese Caabse ingesetenen verradelijk en seer moordadiger wijs angeransd en an vele derselver goed en bloed benoomen hebben, en dat sij enelijk op den roov so van hun eigene als Christene natien leven en tot geen reden te brengen zijn, So is eenparig verstaan den land-drost en heemraden an Stellenbosch op ‘t spoedigste an te schrijven en te gemagtigen om d’ inwoonders van Drakenstein sonder enigen uijtstel te waarschuwen dat-se op haar hoeden hebben te zijn en met alle kragten te tragten d’ Ubiquâs voors. haar vijanden te vuur en te swaard te vervolgen en te verdelgen.
Het versoek-schrivt der heemraaden an Stellenbosch ter vergadering, mitsgs. de bijgevoegde verklaringen ten laste des krankbesoekers Sibrand Mankadan,104 geleesen en rijpelijk overwogen zijnde, is eenpariger stemme verstaan d’ opgemelte heemraden an te schrijven, sij hun in ‘t toekomende omsigtiger en wijselijker omtrent ‘t beleggen van verklaringen, strekkende tot schande van kerk en schoolbediende, onder sulke ruwe gasten als d’ inwoonders te dier stede zijn, hebben te dragen en veel eer de gebreeken van alsulke persônen met den mantel der Christelijke lievde te dekken, dan door openbare getuijgschrivten deselve rugtbaar te maken, en dat de heem- en kerkeraaden veel eer hadden behooren verdagt te wesen der sijd gangen en uijtsporigheden des voors. krankbesoekers den Ed. Hr. Commendeur bijtijds verslag te doen, om sig ter verscher daad daar tegens te versetten, als na verloop van so een geruijmen tijd sijn Ed. en den Achtb. Raad met ingenomene en hartstogtige versoek en getuijgschrivten lastig te vallen.
Dat sij gemagtigd werden den meergemten. krankbesoeker en secretaris seer ernstelijk voor te houden en te gelasten, hij den Eerw. D. Johs. van Andel, bedienaar des Goddelijken woords, met behoorlijke eerbiedigheid bejegene, desselvs ordres den Gods-dienst betreffende sonder tegenspreken gehoorsame, dat hij sig wel wagte de schranken sijner bediening als voorleeser t’ overtreden, dat hij geen capittel uijt de H. Schrivt lese of enige psalmen singe, dan met voorgaande kennisse van den Praedicant en dat hij tragte de gemeente, door beterschap van wandel, wederom so veel te stigten als hij deselve geërgerd heeft, en dat de jeugd hem anvertrouwd door goede en naarstige onderwijsing de geledene schade mag inhaalen. En opdat hij den volke als geheimschrijver niets boven sijn behoorlijke besolding afperse, sullen sij hem erinneren de schrivtelijke ordres en reglement van den Ed. Hr.Commendeur gehoorsamst op te volgen.
Verders is verstaan in ‘t versoek der heemraden voors. te treden en t’ haren verdoen hun uijt ‘s Comps. magazijn te schenken 100 lb. buspoeder, mitsgs. 100 stx. snaphane stenen en hun an te prijsen ‘t eene en ‘t andere met spaarsame hand en wijselijk onder hun manschap uijt te deelen, ‘t overschot bij ‘t voorgaande opleggende en bewarende.
En eindelijk is eenmondig verstaan, dat de diakonen deser gemeente, die in den jongst afgetreden jare 1687 op hun eigen goeddunken en over haar genomene magt goedgevonden hebben d’ onkostrekening ten laste der armegelden met ongerijmde posten te beswaaren, te wêten voor ‘t repareren der armbossen, en ‘t maken van een sleutel voor d’ armkist, en ‘t repareren van dien ter somme van ƒ6, mitsgs. school en onderwijsgeld ƒ143:16:- voor twe arme kinderen, en voor ‘t houden der boeken thien Rixd., gelijk mede an den koster ses Rixd., zijnde dese twe laatste posten niet eenmaal bij d’ armeboeken bekend, en egter op een onbekende en gants onverantwoordelijke wijs ten laste der armegelden uijtgegeven, en gemerkt d’ opgemelte verstrekking an ‘s Comps. gegagierde dienaaren, en buijten kennis der overheid geschied, en dat ‘t onredelijk en met de Christelijke lievde strijdende is, dat sij iets van verlatene en gebreklijdende wesen, en voor so een geringen dienst enig loon uijt die gelderen souden begeeren, die uijt enkel medoogen ten behoeven der armen gegeven worden; So is verstaan en goedgevonden dat d’ opgemte. diakonen de voors. penningen, als kwalijk angewend, t’ haren kosten wederom an d’ arme-kas binnen den tijd van 14 dagen sullen hebben goed te doen, en te letten dat sij in hun Journâl der Caabse Armen in ‘t toekomende nauwkeurig en specifice anwijsen hoe, wanneer en waar an sij ten dienste der opgemelte armen iets komen te verstrekken, sonder ‘t selve met een generale post te boeken, als ontrent d’ onkosten gevallen op de begravinge van den vrijburger Arij Karreman geschied is.
