In the presence of all members.
The Honorable Commendatore having presented in Council the necessity to support and assist the abandoned widows and orphans of these residents, and especially of the Comptroller's servants, in their oppressed state, and to find some suitable means and funds for this purpose, it is unanimously decided by the Honorable Minister of the Divine Word, as follows. To appoint the elders and deacons of this congregation as Regents for the continuation of this Colony and to charge them primarily with the responsibility of supporting abandoned widows and orphans and all other necessary persons present here, offering them a helping hand in their adversity and poverty, and ensuring that all those permitted to tap the sugar beer, even if they were two, three, or four or more strong, will not be able to sell it for more than a year, should the Honorable Commander be advised to extend their privilege.
Similarly, they must ensure that the aforementioned privilege is withheld from those who can adequately support themselves through their own or other capable means.
Furthermore, they will be obliged to ensure that those who have tapped the aforementioned sugar beer with privileges for a year, and have been able to recover temporary resources, will, if their privilege continues, be required to pay out a certain sum annually, at the Regents' discretion, depending on their means and time.
And so that the Royal Company can be relieved of the heavy burden it has had to impose on these residents to help them, the Regents will pay the aforementioned sum. To this end, they are to be imposed, and only on those who are indigent, needy, or have landed here from the homeland, to support their agriculture, and to grant additional interest as needed, and to pay the principal amount owed to those who are found by God's grace to be so blessed that their means can bear it, and not otherwise. Finally, they are to be obligated at all times to render an account of their actions to the Honorable Commissioner, and to administer everything with his knowledge and consent.99
Thus arrested and confined in the Castle of Good Hope on the date and year as above.

In tegenwoordigheid van alle de leden.
D’ Edle. Hr. Commendeur hebbende in Rade voorgedragen de noodsaaklijkheid om verlatene weduwen en wesen deser ingesetenen en voornamelijk van ‘s Comps. dienaaren in haren bedrukten staat te handhaven en bij te staan, en enig bekwaam middel en fonds ten dien einde uijt te vinden, So is eenparig verstaan den Eerwde. Bedienaar des Goddelijken woords, mitsgs. d’ ouderlingen en diakonen deser gemeente tot Regenten der voortsetting deser Colonie an te stellen en hun te gelasten voornamelijk sorge te dragen om verlatene weduwen en weesen en alle benodigde persônen hier geseeten voor te staan en hun de behulpsame hand in hun tegenspoed en armoede te bieden en toe te sien dat alle diegeene an dewelke vergund word het suijkerbier te tappen, al waren sij twe, drie, a vier en meer stark, het selve niet langer dan voor den tijd van een rond jaar sullen vermogen te verkoopen, t’ en ware d’ Ed.Hr. Commandeur te rade wierd hun privilegie te verlengen.
Ingelijken sullen sij wel hebben te letten, dat an diegeene so door haar eige of andere bekwaame middelen gevoeglijk konnen bestaan, het voors. privilegie ontseid werd.
Verders sullen sij hun laten angeleegen zijn te behartigen dat diegeene dewelke een jaar lang het voors. suijkerbier met privilegie getapt hebben, en tot enig verhaal van tijdelijke middelen gekoomen zijn, bij continuatie van hun privilegie na gelangen huns vermogens en tijds gelegenheid jaarlijx sekere somme na goeddunken der Regenten daar voor sullen hebben uijt te keeren.
En opdat d’ E.Comp. eenmaal van de sware verstrekking die-se tot nog toe an dese ingesetenen, om-se ter seet te helpen, heeft moeten doen, ontlast werde, sullen de Regenten de voors. penn. ten dien einde opleggen, en deselve niet dan an gebreklijke, behoeftige of uijt ‘t vaderland hier angelande persônen, om hun bij den landbouw te geneeren, en des benoodigd buijten rente verstrekken en deselve tot voldoening der hoofdsomme enelijk verpligten, bij aldien-se door Gods genade so verre gesegend bevonden werden dat hun middelen sullen konnen ‘t selve dragen, en andersins niet. Eindelijk sullen sij ten allen tijde gehouden zijn den Ed.Hr.Commendeur rekenschap harer verrigting te geven, en alles met desselvs kennis en bewilliging t’ administreren.99
