In the presence of all the members except SS Johs. van Keulen, Ludoviq van der Stel, Cornelis Linnes, and Johs. Blum.
The Honorable Mentor, having learned how some of these residents, to the common good and their own detriment, with no less audacity than levity, move here and there without the knowledge of their superiors, leaving their freedmen, or those they have on loan from the Royal Company, to one another in secret and to great disorder, and this by shielding and concealing fugitives, both freeborn and slaves, residents and foreigners, with the Company. or if foreign ships landed here, this Colony could easily be in danger of great disaster, It was unanimously decided in Council to take timely action against these threatened disasters, and to strictly order and command as soon as possible by Placa[a]t95 that all freemen who are inclined to leave the Cape for Stellenbosch or Drakenstein, or to move there from there, are obliged to inform their respective Citizens or Heemraden of the same, and armed with their written certificate, which shows that they cannot be relied upon, apply to the Hon.Hr.Commendeur for permission for the aforementioned. to request, on penalty of Rixd., of which one-third will be for the person who makes the summons, another third for the informer, and the remainder for the maintenance of the place where the delinquent will be heard.
Furthermore, to prevent any confusion and disarray regarding the books of the freeholders, it has been agreed that the bailiff, along with the Burghers and Heemraden, will be obliged every quarter of the year to inform this garrison's bookkeeper of the number of its respective burghers, and any increase or decrease thereof, whether due to relocation, death, or otherwise, on penalty of ten Rixd. to be forfeited to the Political Chamber.
It is also understood that no freeman shall be permitted to transfer his freedman, whom he has hired in his service, to another freeman without the knowledge of the bailiff, citizen, or town council, on penalty of eight rixd., of which one-third shall go to the person making the summons, a fair third to the informer, and the remainder to the place there under the offender's jurisdiction.
Similarly, no such resident shall transfer any property granted to him by the Comps. servant in loan to anyone else without the knowledge and permission of the Hon. Hr. Commendeur, on penalty of the same eight rixd., of which one-third shall go to the garrison accountant, another third to the informer, and the remainder to the Chamber of Police: in addition to and in addition to the person who has one of the E. Comps. servants on loan, if he is missing, he must account for it, unless he duly notifies the Honorable Commissioner within twenty-four hours, otherwise he will be punished as required.
And so that runaway slaves may be properly traced and punished, it is agreed that everyone must report their missing serf immediately and without delay, whether to the fiscal, land bailiff, citizen, or borough council, under the same penalty.
And in the event of death, whether freed or slave, they will not be buried anywhere but in the usual place in the churchyard, for a fee of nine rixd., half of which will go to the officer conducting the hearing and the other half to the Church.
It is further understood that anyone who knows the whereabouts of any fugitive, deserter, thief, murderer, or other malicious or malicious person, whether from the Company or foreign ships, or one of its inhabitants, and who keeps it secret and does not disclose it to the authorities, or who conceals it, will be held accountable as a receiver and accomplice of such people and punished as a traitor to the common good.

D’ Ed.Hr.Commendeur in ondervinding gekomen zijnde, hoe dat enige deser ingesetenen tot ‘s gemeene bestens en hun eigen nadeel, met niet minder vermetelheid dan ligtvaardigheid, buijten kennis harer overheeden hun dan hier dan daar met-er woon begeeven, en hun vrijknegten of die-se van d’ E.Comp. in leninge hebben, an elkanderen ter sluijk en tot grote wanordre overlaten, en dat door ‘t heelen en verbergen der fugitiven, so vrijgebooren als slaven, ingesetenen en vreemden, met ‘s Comps. of uijtheemse schepen hier angeland, dese Colonie ligtelijk groot onheil soude konnen beschooren werden, So is in Rade eenpariger stemme verstaan sig tijdig tegens dese gedreigde onheilen te versetten, en strengelijk bij Placa[a]t95 op ‘t spoedigste te gebieden en te beveelen dat alle vrijluijden die gesind zijn van de Caab na Stellenbosch of Drakenstein , of daar van daan herwards te verhuijsen, sullen gehouden zijn het selve hun respective Burger of Heemraden bekend te maken, en gewapend met der-selver schriftelijke attestatie, waar bij blijkt dat niet op haar te praetendeeren valt, den Ed.Hr.Commendeur om verlof ten fine voors. te vragen, op poene van Rixd., waar van een derde part voor dien sal wesen die de calange doet, een ander derde part voor den anbrenger, en ‘t overschot tot maintenue van de plaats daar onder de delinquent bevonden sal werden te gehooren.
Verders is verstaan om alle morserie en verwarring omtrent der vrijluijden boeken voor te komen, dat de land-drost nevens Burger en Heemraden gehouden sal zijn alle vierendeel jaars an deses guarnisoens boekhouder het getal harer respective burgeren, en den anwas of vermindering derselver, ‘t zij bij verhuijsing, afsterving of andersins bekend te maken, op poene van thien Rixd. ten behoeve des Politique Kamer te verbeuren.
Ook is verstaan dat geen vrijman sal vermogen sijn vrijknegt dien hij t’ sijnen dienste in huur heeft, buijten kennisse van den landdrost, burger of heemraden an een ander vrijman over te laten, op poene van acht Rixd., waar van een derde part voor dien die de calange doet, een geregte derde part voor den anbrenger, en ‘t restant voor de plaats daar onder de delinquent gehoord sal wesen.
Ingelijken dat geen deser ingesetenen vermogen sal ‘s Comps. dienaar hem in leninge vergund an iemand anders, buijten kennis en verlof van den Ed.Hr.Commendeur over te laten, op boete van gelijke acht Rixd. waar van een derde voor den guarnisoensboekhouder, een ander derde voor den anbrenger en ‘t restant voor de Kamer van Politie sal wesen: sullende daar en boven diegeene, die een der E.Comps. dienaaren in leninge heeft, denselven als hij vermist word verantwoorden, t’ ware hij binnen de vierentwintig uuren den Ed.Hr. Commendeur daar van behoorlijke kennisse gave, dat hij andersins na eijsch van saken sal gestraft werden.
En opdat de weg-gelopene slaven behoorlijk agterhaald en gestraft mogen werden, is verstaan dat ieder sijn vermiste lijfeigene anstonds en sonder de minste verwijlinge, ‘t zij bij den fiscal, land-drost, Burger of heemraaden onder gelijke straffe sal angeven.
En ingeval iemand komt t’ overlijden, hij zij vrijgebooren of slaav, sal deselve nergens dan ter gewoonlijke plaatse op den Kerkhof werden ter aarden besteed, op poene van negen Rixd., waarvan de helvte voor den officier die de calange doet, en d’ andere helvte voor de Kerk sal wesen.
Verders is verstaan dat diegeene, die weet waar sig enig fugitiv, deserteur, diev, moordenaar of ander kwaad-doender en moedwillige, hij zij van ‘s Comps. of vreemde schepen, of iemand deser inwoonderen ophoud of schuijld, en ‘t selve verswijgd en niet an d’ overheid bekend maakt, of dat hij hem huijsvest en t’ sijnent verbergd, sal als heler en medestander dier luijden angesproken en als verrader van ‘t gemeene beste gestraft werden.
En eindelijk is beslooten, also bevonden word dat door het overdadig en onbesonnen kappen van geel en elsen-hout men ligtelijk in verlegenheid van planken soude gerâken, dat niemand, wie hij ook zij voortaan onderstaan sal, het selve tot sparren, latten of waar het ook toe soude wesen, te kappen, t’ en zij met speciâl en schriftelijk verlof van den Ed.Heer Commendeur, op poene van vijftig Rixd., een derde part voor den officier, een ander voor den anbrenger, en ‘t restant voor de Raadkamer van Politie te verbeuren.96
