Gaspar Willers was recently banished to the island of Mauritius for six years for a crime committed,96 and has repeatedly been fined, as well as considerable sums owed by his wife and first husband, as well as his own promised lease payments, and otherwise to the E.Comp., and to enable it to obtain its rightful claim. It has been decided to commission the fiscal Mr. van Keulen, as well as Srs. van der Stel and Blum, to accompany them to his house without delay, and there, in her presence, the Secretary of Justice will present the found goods to the E.Comp. to arrange the cachet and to inventory it in due time, in order to act upon it as the service and interests of the Honourable Company may require.
The garrison accountant, having provided the Honourable Commendatore in Council with a list of the freemen of this Commendation, who are listed in the debt accounts, requested that it be dealt with at once and the books settled. It was therefore unanimously agreed to charge the fiscal, along with two commissioners from the Council, to seek out and hold accountable the aforementioned debtors, and although some of them had been there many years before the arrival of the Honourable Commendatore, If the Commendeur is missing and fugitive at the time, the aforementioned commissioners will nevertheless use all diligence to investigate who may have purchased or possessed any of these goods, in order to thereby compensate the E. Comp. and keep the books balanced.
Finally, the E.H. Commendeur announced in Rade how, since the last Semptembris last year, despite his frequent detentions, he had been unable to obtain information from the E. administrator Ands. the Man is authorized to examine the specification and monthly accounts properly and appropriately, at the same time indicating how the previous specifications having been handed to him with several drafts and erased lines, he had been forced to inform the aforementioned E. administrator by the shopkeeper Corns. Pieters. To have Linnes informed, that in the future he would have to take due care, that these were handed over to him net and sugar, marked and signed by his E.: and that he be pleased to be expected to close the business books of the current year 1686 at the proper time to avoid the inconvenience, as in his E. had found it necessary to inspect the books of the year 1685, which had not previously been handed to him, as they were to be sent to the fatherland with the most recent returns, and which consequently, due to lack of time, without being able to inspect and inspect them, had been fobbed off, and marked by the E. administrator, notwithstanding the numerous and repeatedly repeated warnings of the Rev. Ho. Achtb. would be best advised, desirous of this expectation of the future. E. administrator Andries de Man made a considerable insinuation, and he was once again admonished to send the long-awaited copy of the negotiation books of the year 1685 to the High Government of India.97

Also Gaspar Willers onlangs over begane misdaad voor den tijd van ses jaren na ‘t eijland Mauritius gebannen,96 en te meermalen in boete vervallen, en merklijke sommen so wegens sijner huijsvrouw eersten man, als sijn eijgene uijtgeloovde pagtpenningen als andersins an d’ E.Comp. ten agteren is, en om deselve an haar regtmatige vordering te doen geraken; So is verstaan den fiscal mr. van Keulen, mitsgs. srs, van der Stel en Blum te committeren om hun sonder enigen uijtstel t’ sijnen huijse te vervoegen, en aldaar in haar bijwesen door den Secretaris van Justitie de gevondene goederen met ‘s Comps. cachet te versegelen en deselve ter gelegener tijd t’ inventariseren om daar mede te handelen als de dienst en ‘t belangen van d’ E.Comp. sal komen te vereijschen.
De guarnisoensboekhouder, hebbende in Rade den E.Hr. Commendeur ter hand gesteld een lijste der vrijluijden deses Commendements, die bij de boeken met schuld-rekening lopen, versoekende deselve eenmaal mogte afgedaan en de boeken vereffend werden. So is eenstemmig verstaan den fiscal nevens twe gecommitteerdens uijt den Raad te belasten om de gemelte schuldenaars op te soeken en an te spreken, en ofschoon enige derselver lange jaren voor d’ ankomst van den E.Hr. Commendeur in der tijd hier vermist en fugitiv zijn, so sullen egter de meergemelte gecommitteerdens alle vlijt anwenden om na te vorschen wie van deselve enige goederen gekogt of in besit mag hebben; om sodoende d’ E. Comp. schadeloos en de boeken vereffend te houden.
Eijndelijk heeft d’ E.Hr.Commendeur in Rade bekend gemaakt hoe hij zedert den laatsten Semptembris jongstleden, onangesien syn veelvoudig anhouden, niet hadde konnen van den E.administrateur Ands. de Man magtig worden de specificatie en maandelijxe rekeningen om deselve na behoren en gevoeglijk na te sien, gevende te gelijk te kennen hoe de voorgaande specificatien sijn E. met verscheide kladden en uijtgewischte regels zijnde ter hand gesteld, hij genoodsaakt was geweest den opgemelten E.administrateur door den winckelier Corns. Pieters. Linnes te doen anseggen, hij in ‘t toekomende behoorlijke sorge hadde te dragen, deselve hem net en suijver over-reikt wierden, gemerkt-se bij syn E. moet onderteikend worden: en dat gelievde verdagt te zijn de negotieboeken des lopende jaars 1686 op sijn behoorlijken tijd te sluijten om te verhoeden d’ ongelegentheid, daar in sig sijn E. bevonden hadde om na te sien de boeken des jaars 1685, dewelke hem niet eerder waren behandigd, als doen deselve met de jongste retouren stonden na ‘t vaderland versonden te worden, en die gevolglijk bij gebrek van tijd, sonder deselve te konnen visiteren en nasien, afgescheept waren, en gemerkt d’ E. administrateur niet tegenstaande de veelvoudige en te meermaals hervatte waarschuwinge van d’ E. Hr. Commendeur hem in ‘t bijsonder en opentlijk in vergadering gedaan, niet nalaat in gebreke te blijven hem op sijn tijd van de specificatie en maandelijxe rekening, gelijk ook van de visie der boeken te dienen, en dewijl verscheide ‘s Comps. werken en hoognodige besigheden hem elders roepen en dat deses jaars retouren ten allen stonden hier staan in te vallen, en dat deselve buijten dien werkx genoeg verschaffen, en bij gevolg ‘t onmogelijk is de boeken na behoren na te sien, So is ‘t dat sijn E. tot bewijs sijner angewende pligt en versekering van der E.Comps. belangen in plenissima et solemni forma uijt sijn en sijner Heeren en Meesteren naam protesteerd van alle schaden en interessen die d’ E.Comp. bij gebrek van visie der meergemelte papieren en boeken heeft geleden en nog staat te lijden, te verhalen daar ende also haar Edle. Ho. Achtb. best te rade sullen werden, begerende dat van dese antuijging der voors. E. administrateur Andries de Man behoorlijke insinuatie gedaan, en hij nogmaals vermaand werde de lang versogte copie der negotieboeken des jaars 1685 an de hoge Regering van India oversende.97
