It is recommended that the soldier keep an eye on the actions of freemen who are withholding their liberty outside the countryside, but afterwards they should be spread out so far apart that it is impossible for him to keep the necessary pertinent watch on all of them, as a result of which the established orders have often been violated and broken, wherefore it was considered good and understood to add two more soldiers to his assistance, and to qualify them together to keep a close eye on the Comps. These goods, due to their prolonged storage in the warehouses, will become even more contaminated and ultimately become worthless. For these reasons, it has been decided to clear the warehouses of all the aforementioned goods and sell them by public auction to the highest bidder, according to the memorandum drawn up by the administrator and inserted here:

It has been unanimously agreed that the deputy merchant will continue here in the same position as currently occupies his position (apart from tax duties) and to provide him with current duties as well. As soon as possible, his replacement will be appointed here, under the second person, E. Andries de Man, as warehouse manager, to manage the warehouses in proper order, until any office becomes available again within his capacity, in which he will always have preference over another. Furthermore, in his favor, the Noble Lords Majors will be thanked for his good conduct and comportment in the fatherland.

Citizen Henningh Huijsen, first to the fiscal and later to this meeting, had complaints and doleants brought to him about the violence perpetrated by the Hottentots on his domisticquen70 outside the countryside, as well as the fact that a few days ago one of his servants, having gone into the field with sheep, had gone missing and was later found dead and buried. Not without great surprise that this massacre was perpetrated by some Hottentots, it was therefore decided to summon all the captains or heads of the colonies here first,71 under another likely pretext, to allay their suspicions, and also to impress upon them that they must deliver the perpetrators of this act into the hands of the Justice Department, and in the meantime, within the Castle. will keep detained.

Aengesien den veltwagter de toesigt over ‘t gedoente der vrijluijden die haer buijten ten platten lande onthouden, is aenbevoolen, maer nadien deselve soo verre van den anderen verspreijt leggen, voor hem niet mogelijck is op alle deselve d’ vereijste pertinente toesigt te connen houden, waer door de gestelte ordres dickmalen werden overtreden en gevioleert, weshalven goet gevonden en verstaen is, hem noch 2 soldaten t’ zijner adsistentie bij te voegen, en deselve met eenen te qualificeeren om nauwe toesigt te houden over ‘s Comps. buijtenposten, daer ‘t vee is geplaest, en om den gemelte veltwagter, genaemt Claes Pietersz, daer toe te meerder luijster en aensien te geeven en in zijn trouw te animeeren, is hem gedefereert de qte. van sergiant met ƒ24 per maent onder een drij jarich verbant, zijnde wijders meede verstaen dat de respective hoofft officieren van de militie, namentlijck den capt., luijtenant en vendrich, om de veertien dagen bij beurten de posten daer ‘s Comps. beestiael geplaest is, zullen visiteeren, om door dat middel de schaep en beeste wagters alle quade handelingen te beletten.

De pagtpenningen van de Caepse wijn van den gepasseerden jare 1684 van de respective wijnga[e]rdeniers voor reecq. van den pachter Gerriet Victor60 door de Comp. bij mannier van executie ingevordert ter somma van ƒ…61 en tot noch toe pl. in ‘s Comps. cassa gesequestreert gehouden; Soo is goet gevonden en verstaen den voorn. Gerriet Victor62 de voornoemde regtmatige gepretendeerden pagtpenningen zullen werden uijtgekeert, te weeten voor ijder halffaem schonen wijn ‘t voorgaende jare g’oust63 ƒ3 invoegen hem volgens ‘t aengegaen contract met de Comp. wettelijck is competeerende, onvermindert nochtans ‘t regt en de pretentie, die de g’interesserte64 nopende de voornoemde pagtpenningen tegens den voorn. Victoor, off ijemand anders soude vermijnen te hebben, zullende de overige ingevorderde penningen dienen tot voldoeningh van de gevallen oncosten na welcke opgemackte declaratie ‘t verdere overschot aen de g’jntresseerde ijder na rato weeder sal werden uijtgekeert.

Wijders meede geconsidereert zijnde hoe dat bij ‘s Comps. cleedenpachuijs en in de winckel zijn berustende een parthij goederen bestaende in lijwaten, laken, chergiestoffen, hoeden, kousen, schoenen &a. mitsgaders brandewijn en arracq, die door haer langh leggen bij de pachuijsen verstickt, vergaen en van de mot sijn beschadigt, andere door de hoogh daer op gestelte advancen noijt vercogt hebbende connen werden, welcke goederen door haer langer leggen in de packhuijsen noch al verder g’infecteert en op ‘t laest niets waerdigh zullen comen te werden, om welcke reedenen is verstaen de pachuijsen van alle de voornoemde goederen te suijveren en deselve bij openbare venditie aen de meestbiedende te vercoopen, volgens de memorie door den administrateur daer van opgemaeckt en hier ingelast:

Door het optreeden van den gewesen fiscael de Man tot secunde deeses Commandements bij onse genomene resolutie van den 18en Novembris ao. passato tot het becleeden van ‘t gem. fiscaelsampt met eenparige stemmen aengestelt zijnde den ondercoopman Albert van Breugel, doenmaels in actuee[le] bedieninge zijnde van Secs. van de Polijticken Rt. die sigh in dat officie allenthalven seer trouw en naerstich gedragen en volcomen contentement gegeven heefft, dogh gemerckt met het schip de Ridderschap van Hollant ons in ‘t seecker berigt wert dat bij d’ Edle. Heeren gecommitteerde Bewintheberen67 ter vergaderinge van de 17ne eenen M. Joannes van Ceulen68 voor fiscael deeser residentie aengenomen is, en met ‘t schip Prins Willem Hendrick na herwaerts te comen staet, waer door den gem. Breugel desselfs ampt sal moeten resigneeren en afstaen, zijnde alsoo gefrustreert niet alleen van de hoope van verder advancement, maer oock van zijne actueele bedieninge, om de welcke hij ‘t officium van Secas. van Politie afgestaen heeft, soo hebben wij in consideratie neemend[e] dat den selven meede een lidt van den Politijcken Raet is, die sich de saken van deese plaets grondigh verstaet en om de swackheijt van leeden in denselven Rade g’oordeelt, ten besten dienste van d’ E.Comp. hoog nodich te weesen dat den meergem. Breugel als Ete. ondercoopman hier sal blijvencontinueeren in deselve rangh als hem jegenwoordich69 (buijten ‘t fiscaelschap) competeert en omme den selven oock van actueele bedieninge te vo[o]rsien, is eenstemmigh goetgevonden dat soo haest desselfs vervanger hier aen lant zij, onder den tweede persoon, den E. Andries de Man als packhuijsmeester, de negotiepackhuijsen in behoorlijcke ordre waerneemen sal, tot soo lange datter weederom eenigh ampt convenibel met zijn qt. te vaceeren comt, waer in hij altijt de preferentie voor een ander hebben sal, zullende oock wijders in zijn faveur na ‘t vaderland aen d’ Edle. Heeren Maijores van desselfs goede conduijte en comportement ges. werden.

Bij den borger Henningh Huijsen eerst aen den fiscael en naderhant te deeser vergaderingh innegebragt zijnde clagten en doleantien over de geweltpleegingen van de Hottentots aen zijnt domisticquen70 buijten ten platten lande, mitsgaders dat voor eenige dagen een zijner knegts, met schapen in ‘t velt zijnde gegaen, is vermist en naderhant doot gevonden en begraven, niet sonder groote suspitie off deese masacre is door eenige Hottentots geschiet, zijnde dierhalven goetgevonden alle de capiteijnen off hoofden der coraalen ten eersten herwaerts te ontbieten,71 onder een ander waerschijnelijck pretext, om haer alle argwaen te benemen, mitsgaders haer voor te houden dat zij de hantdadigers van dit feijt hebben te leeveren in handen van de Justitie, en middelerwijle binnen ‘t Casteel zullen houden gedetineert.
