At the meeting by the Honorable Mr. Rijckloff van Goens the Younger, Councillor Extraordinary of India, Governor of the island of Ceylon and Admiral of the at least deploying return fleet, the open commission having been presented and read in Council by the High Government of India, his Honor was qualified and authorized to inspect the Cape residence as Commissioner, in accordance with which qualification his Honor was accepted by the Commander and other members of this meeting. During its presence in loco, to acknowledge, respect, and obey it with all due subservience, as well as to assist it in everything with all due diligence and to carry it in such a manner as the aforementioned commission shall further dictate, and to make everyone, under the Comp's obedience, aware of this, it was therefore ordered on Monday of the following day to publicly inform the rehearsed commission, and to that end to call upon the soldiers and citizens to come to arms to hear it and to use its powers of inquiry.

Ter vergaderingh door den Edl. Hr. Rijckloff van Goens d’ jonge,2 Raadt Extraordinarie van India, Out Gouverneur van ‘t eijland Ceijlon en Admiraal van de althans ter rheede leggende retourvlooth, verthoondt en in Raade geleesen sijnde d’ opene commissie door d’ hooge regeeringe van India, sijn Edl. ter handen gestelt, waar bij gequalificeert en g’authoriseert is om de Caapse residentie als Commissaris te visiteeren, in gevolge van welke qualificatie bij den Hr. Commandeur en vordere leeden deser vergaderingh is aangenomen sijn Edl. gedurende desselfs aanwesen in loco met alle behoorlijcke onderdanigheit daar voor te erkennen, respecteeren en gehoorsamen, mitsgaders met raat en daat in alles te adsisteeren en haar daar omtrent wijders soodanigh te dragen als de gemelte commissie nader is dicteerende, en om een ijder onder ‘s Comps. gehoorsaamheit sorteerende, hier van kennis te doen hebben, soo is g’arressteert op Maandagh aanstaande de meer gerepeteerde commissie publicquelijck aff te kundigen en tot dien eijnde de soldaten en borgerij in de wapenen te doen komen om ‘t selve aan te hooren en haar tot narigtinge te laten dienen.
