It having been presented before the meeting by the Honourable Commander that it had been experienced for some time in this area that the Hottentoots situated around here, who daily frequent the castle, and especially the citizens and free residents, its houses, by a bad and crept abuse, by an equally good Comps. servants, as free citizens, from time to time for the smallest service or other small trifles, which they occasionally bring here from the country and auction for sale, instead of a little rice, tobacco, or something else, as is our custom, money can be given,278 by which this brazen nation becomes so confident and arrogant that they are not satisfied with anything other than money, yes, so much so that they are willing to be satisfied with money for everything that is demanded of them, beyond fairness and value, that they are also granted this to the great disservice of the public, by which means this nation, under the guise of its own necessity, manages to acquire a good quantity of tobacco and to transport it inland. to migrate and for that purpose to exchange cattle and sheep with other nations (as the European Company is accustomed to conduct the cattle trade annually), just as it recently came to our attention that some of the nearby Hottentoots, as mentioned earlier, had migrated there a few days before our fellow travelers were sent to exchange cattle, whereby they completely ruined the European Company's trade and were also the reason that that nation had to be accommodated to a much greater extent regarding the trade than was previously customary. Thus, after deliberation and common advice, it has been decided and resolved to eradicate this harmful, insidious abuse once and for all by edict,279 strictly interdicting anyone here under the Comptroller's obedience to give or receive any money from this native nation, regardless of how this might appear, on which anyone who is caught thereon will forfeit 50 Rda. for the first time, 100 Rda. for the second time, and be corporally punished for the third time.
