It has been noted for some time now that a considerable amount of tobacco is consumed and sold annually here by both the residents and the Company's officials, and this is primarily by these individuals and not by private individuals who, directly against the Company's orders, manage to get it ashore behind the backs of passing ships and peddle it to the public in small groups, regardless of the strict regulations in place and the close supervision that is kept over it, and as a result, the Company's income comes to be undermined, which then causes the Company's... tobacco in the warehouses continues to be in vain and to considerable detriment. Therefore, the Honourable Commander's proposal was approved and understood, in order to the Company's advantage, that the sale of tobacco, whether in large or small quantities, and however small, should be prohibited at a rate of 100 Rxrs. without discrimination of persons, and that to this end, a narrower border should henceforth be observed when bringing tobacco ashore from ships,259 as well as that certain roads should be appointed by the Company to prevent the Company's Tobacco for the shopkeeper to sell in small quantities, namely pennies and stivers, at his own expense, as this would consume most of the goods, and the shopkeeper's vacation would not allow him to do so himself.
The lieutenant of this garrison, Jeronimus Cruse, having suggested in Rade that he still found 1,000 lb. of Brazilian tobacco safely available, which he had acquired in larger quantities from the warehouses of the E. Company here a few years ago, and that he was now willing to relieve him of this burden and give it to the E. Company. to surrender the tobacco at a price that is detrimental to the buyer, after deliberation, it has been agreed and agreed to accept the aforementioned tobacco from him for the E. Company for a whole year. It was therefore understood that he should be informed that no wages would be debited from him here and that payment of these would be reported to the Noble Lords Directors, of which their Nobles would be notified with the return fleet.

Gemerckt men geruijmen tijt achterwaarts heeft ondervonden dat alhier ter plaatse jaarlijcx een merckelijcke quantiteijt taback, soo onder dese ingesetenen als ‘s Comps. dienaaren wert gesleeten en geconsumeert, en sulcx ten principalen door desen en geene particuliere persoonen die deselve directelijck tegens ‘s Comps. ordre ter sluijck van de passeerende scheepen weten aen lant te krygen en bij cleene partijjes aan ‘t gemeen comen uijt te venten, ongeacht de strickte ordres daar tegens beraamt en d’ naauwe toesicht die daar over wert gehouden, en oversulcx ‘s Compa. incomsten comen te ondercruijpen, waar door dan ontstaat dat ‘s Comps. taback in de magasijnen vruchteloos en tot merckelycke schade aen de handt blijft, Soo is op d’ E.Hr.Commandeurs voorstellingh goet gevonden en verstaen om ‘s Comps. voordeel daarin te betrachten, dat een ijgelijck sonder onderschyt van persoonen sal werden verboden ‘t vercoopen van taback, soo wel bij groote als cleene quantiteijt en hoe geringh ‘t oock soude mogen wesen, op peene van 100 Rxrs. en dat men tot dien eijnde op ‘t aen landt brengen van taback van de scheepen, voortaan een naauwer ruguart sal nemen,259 mitsgaders datter ymant ‘s Comps. wegen sal werden gestelt om ‘s Comps. taback voor den winckelier tot sijn verantwoordingh bij cleene quantiteijt, te weten bij dubbeltjes en stuijvers, uijt te vercoopen, alsoo op die maniere d’ meeste quantiteijt wert gesleten en den winckelier sijn vacatie niet toe en laat om sulcx selfs te connen waerneemen.
