Likewise, as stated by the E.Heer Commander, it should be noted that the fugitives inland of the corporals127 continue from time to time and still daily, despite all practical means being employed against it and severe criminal corporal punishment being attempted to deter them from this wrong intention, as we have experienced, yet we regret to say that still daily some of them move inland and hide here and there in hiding places, until finally they perish from thirst and famine at the hands of wild animals or even the brutal Hottentoots, as a result of which the E.Compa. much damage will be suffered. It has been unanimously resolved that, if possible, the fugitive will be recaptured, the Hottentoots located far away in the area will be available for their search and to encourage them to surrender any such slave who falls into the hands of Justice to receive as much tobacco, coral, etc. as the European Company is accustomed to giving for a cattle. It is also further understood that the Dutch who come to bring in such fugitive slaves belonging to the European Company will henceforth receive 3 reijxdaelders for this.
Seeing that the captain the messenger is at least completely ready to undertake his journey to the island of Mauritius, we have reflected how the said ship headed from here to there at about the same time last year and arrived there on the ...129, and remained there until the 16th of April following130 and then departed from there again and headed here and continued its journey to the land of Natal, where in the month of May, because of the change of the season and the South-Eastern monsoon having expired due to a storm from the Southwest and Westwest. have been so bombarded that it would have been desirable to push on and turn the bow back to Mauritius, and there to avoid the bad weather; and considering all the appearance of this voyage, if it comes directly from there, we should not have expected anything else, and that wandering back and forth fruitlessly and the danger of threatening sea distress and perils are by no means of benefit to the E. Company, except that this craft has almost entirely sailed and will necessarily have to be refitted in Batavia. So the E. Company. any further service will be drawn from it, as it was deemed unsuitable to continue using that narrow waterway between Cape Town and Mauritius. Therefore, with common advice, the Chief and the Council on the island of Mauritius have agreed and understand to order the aforementioned vessel, after the goods destined for the aforementioned island have been disembarked, to proceed directly from there to Batavia as soon as possible.
Similarly, arrests have been made and orders have been issued for all suspected fraud and misconduct by the chief butcher, who also oversees the Comps. It has been recommended that livestock be removed, to reassure us that no treacherous conduct has taken place. A competent person with sufficient knowledge and experience of the pasture's constitution and integrity should be appointed, as well as a second person who will be entrusted solely with slaughtering in the pasture. However, the first person will not be allowed to give any animal for slaughter to the butcher, as per the written order of the Commander, who will be prohibited, under penalty of corporal punishment, from keeping any private sheep of their own.
The constabulary of this castle, having demonstrated to this meeting, upon request, how this is done. The respective former Governors of this residence, the Reverend Lords Isbrant Goske and Joan Bax of Herentals, were employed to create streets along the cortines within the castle, under the specific promise of each of their nobles, that they would later be regulated for this, without having received the slightest compensation for it up to that point. This meeting requested that, in accordance with these promises, some recognition be given for this. After deliberation, it was understood that he would be awarded sixteen cans of Spanish wine for this extraordinary work.
The freeman Barent Backer entered this meeting and had requested that his contract, which with knowledge of the authorities here had been drawn up with a certain person on the island of Mauritius named Jan Iser in the year 1677, compelling the leatherworks to send him annually from there a quantity of prepared leathers and made shoes, be released and his servants, who were on loan from the E. Company, be withdrawn, especially as the said Jan Iser had also requested to be released from the said contract. It is understood that he should grant his request, especially as in our opinion it is by no means in the service of the E. Company. The aim is to slaughter the animals there for their skins, thereby reducing the livestock population, and not in the least to slow down the E. Company.
Furthermore, it is considered that, according to a resolution dated August 30th of last year, 134 citizens who are not farmers agreed to supply some rice from the Company every month for their necessary maintenance. To allow the warehouse to be used, subject to payment, with the understanding that it would no longer continue until the coming harvest, which is now ceded, and the grain has already been collected from everyone. It is therefore understood that the supply of rice to them will be ceded and ceased from now on, as the necessary amount, as is currently the case for them, will be sold to other farmers.
Thus resolved and arrested in the Castle of Good Hope on the day and year mentioned above.
