At this meeting it was proposed by the E. Praeses whether, according to annual custom, one could again enter into the leasing of the privileged tappings of cool and brandies, as well as strong foreign and domestic beers & suchlike for the coming year 1679 and for which purpose the present innkeepers had already addressed this government and requested continuation of their respective businesses, furthermore noting that some other free residents of this place had offered, both verbally and in writing, for the license of brandy and arracz tap, a sum of ƒ525 more than was paid for it this year, in addition to which reflection was taken on the recommendation of the Noble. Lord Commissioner Nicolaes Verburg, contained in his Eds. bequeathed memorandum86 the late Lord Governor Bax alone dictating, among other things, that the general public should participate in the aforesaid advantages and not only the most wealthy should be benefited from them,87 as has not yet been practiced; such as has not produced any small and not at all absurd tolerance among the common citizenry, because they being members of a body, and at the same time having to bear its burdens and encumbrances, were however excluded from all such favourable benefits and advantages to which those who sustained them on that account could also repay and share, in order to be able to recoup and revivify these tasty profits alongside their fellow citizens: and because it would therefore not be so reasonable to extend the lease in one way or another until the upcoming return trip, in order to then be approved by the Lord Commissioner or another designated chief here, to be dealt with in such a way as they would deem appropriate; nevertheless, without prejudice to the Comp's interest in the interim levying of taxes according to the time the lease might be requested, which and other reasons having been more than thoroughly considered, it has finally been resolved with common advice and understood to give the claimants no cause for dissatisfaction on either side, as well as to free ourselves from all discourse of their own kind and passion, etc. with the leasing of all tapping establishments without distinction until the arrival of the upcoming return fleet and to supersede a Commissioner or other absolutely designated Chief of this location, as well as to continue the current innkeepers temporarily, provided that the tax is paid in proportion to the time, namely the cool wine tappers their old annual rent of ƒ600 each; but the brandy and arrack sellers are offered more in this regard for this privilege, by the amount that it amounts to a surplus of the previous rent, being ƒ525 more than has been generated this year, and that consequently the aforementioned tappers are summoned to a meeting this afternoon and these conditions are presented to them.
