Presentibus omnibus.
Given that on the 10th of this month a small Danish ship named the Phoenix arrived here on the coast, having set sail from Copenhagen on the 9th of November 1977. It is said that a Dutchman named Anthonij van Doornen (127) was sailing as skipper, having previously been in the service of the Royal Dutch Company, as well as some junior Danish officers who had previously served the Royal Dutch Company in this place. Therefore, based on this experience, the Lord Governor of this Government convened a council to jointly deliberate on the subject as to what the Royal Dutch Company should do most for the benefit of this nation. This was decided by his Honour. the aforementioned Council read out for the first time from the letters of our Lords Masters from the Patria dated 11 May, 18 October 1677128 sent to us successively, that very unpleasant were those strange, troublesome guests of the E. Comp. All too willingly for a small pleasure were accommodated, but all the more gladly (to make their residences and buildings unpalatable and objectionable, everything was charged to the dearly. Likewise, all the Dutchmen in their aforementioned service, after drawing us and detaining us here, have also been found (after the summary) to be acceptable (in accordance with their aforementioned Edln order) to get rid of that nation, to make them pay twelve royalties to the freeholders for the enjoyment of each sheep, and the produce accordingly, and to lure the skipper and the Dutchmen ashore and to detain them, when they are under our control or come ashore, until they are discovered. To know the true basis of what these people are without understanding (for compelling reasons) regarding this nation, our allies are not coming to terms with any factuality, therefore, to use this Danish crown until such time as such a reconnaissance in that manner is further authorized by their Honor.
Furthermore, in the meeting, a certain roll was read concerning various freemen who were released from their bases and gradually raised as freemen, seeking to restore them in that respect. [This sentence appears to be incomplete and should be omitted.] Furthermore, upon investigation, we have found that some request has been made by the Comptroller to be released and to grant them freedom. It has also been noted that many escape their masters too early and do not have the means to deal with them. exist, and then the European Company will be faced with the burden of providing any necessary draught animals and anything else for its use, of which the European Company could not currently support them, as the European Company had already exhausted the needs of the principal farmers, and the remaining animals were needed for the ongoing work of fortification and burial ground itself. The Governor and Council also reflected on this, and henceforth, in order to prevent all poverty, vagrancy, and filth, it was decided not to release any such individuals, but to have them seek service from other masters or return to the service of the European Company, and to remove any that were found sufficient for their needs. To be able to win, a deed or charter of liberty was to be issued, provided that it remains with the E. Captain Dircq Jansz Smient and Lieutenant Jeronimus Cruse, both Councilors and of good experience, expressly commissioned by the Lord Governor and Council to provide proper instructions on their means of dealing with these matters, and to conduct inspections and proper investigations to alleviate and prevent the difficulties the aforementioned E. was authorized to take a day or more; and which, they believe, prevents many shortcomings prevalent, at least among some freemen.
The yacht Rommerswael was also arrested in a meeting on the 9th of this month. It appeared here at the docks after having been properly refurbished and prepared. repaired, God's weather and wind permitting, to allow the advance to proceed to Batavia first, so that their nobles might be served early if necessary.130
And since the Lord Governor has heard that the Compton's heavy-handed troopers had allegedly shot dead two or three Hottentots in the country, unknown to their nation, the Governor informed the Council, and, as being of no import, took great notice of them. He said the troopers were sufficiently convicted and arrested on the aforementioned charges, as well as summoning all the Hottentot captains to the fort to charge us with the murder that was allegedly ours. (committed)131 to inquire further and then act on the matter after due consideration and discovery.
It was also taken into consideration that some soldiers from the garrison were used as cutters to cut the Company's slaves. to help sew clothes for body covering, to let that easy service slip very slowly out of hand through great laziness, in view of which they remain free from other duties for so long, and in consequence only keep them training. This has been deemed permissible (to prevent this), especially since, due to the small garrison, the Dutch also require at most the fortification, to deploy them for more necessary work, such as 'digging out the ditch' as otherwise, in which the E. Company will be provided with more service, and only a tailor of good skill will make the aforementioned clothes. to be tendered, which can be assisted by any Blacks or Dutchmen, unless they are absent from service, provided that the yarn required for this purpose remains obligated to provide what will be paid for, namely, for each woolen trousers and jacket, or two lime trousers and a woolen jacket, twenty heavy stuivers or one Dutch guilder. These were found to be in good condition after inspection.
Today, the privileged bread bakers Barbertje Geems, the widow of ...133 and wife of Arije van Brakel, also appeared in the meeting, very humbly expressing how difficult it was to present bread weighing 2 1/4 lb. the piece could have amounted to 4 heavy stuivers each and that they were completely behind in relation to the gram or corn on the permit of that privilege could have been bought for ƒ10 to 12 guilders per mud, and as the mud has now risen among the farmers at ƒ18 to 20, causing, according to their allegiance, for the current withholding and pruning of rice that the European Company, for pressing reasons and based on its own needs regarding the farmers in order to make it more suitable for agriculture, has made and requested, in order to be able to keep it, the aforementioned bread being 2 1/4 lb. at 4 heavy stuivers against 5 heavy bunch. Henceforth, it was also summarized in Council, and for the aforementioned reasons, it was approved and decided that the aforementioned barristers (given that this constitution, and as long as that gram remains at such an excessive price), should grant their aforementioned request, except that, in proportion to the weight, for the convenience of the garnish, the barracks should continue to be used for baking dime-sized loaves.
And since it has also been experienced that the cool and strong bartenders, taking any crockery containing the Company's drink from the warehouses according to the applicable price, and the drink being worn out and tapped, often forget the aforementioned. to deliver the crockery again, but to retain it for one's own use to the contrary and then waste and neglect it. This has also been approved because the same comes to be freely available to the E.Comp., and here crockery always breaks down against the tide and is necessary, the said free aforesaid crockery to be delivered back to the Comp. or, in the event of neglect of the latter, to pay for the legger and subsequently all the inferior crockery that comes with taking over the Comp's drink, at the price it would have cost in the homeland: namely the legger at ...135 half a do., the aam ...136 half aam ...137 the mom pipe at ...138 and tiers of anchors etc.
Lastly, this meeting was also led by the Governor to deliberate whether a toll should be levied on the private goods brought here from India at the request of the Royal Dutch Company,139 as well as on the domestic beverages with written permission from the Noble Lords Directors arriving here.140 This has already happened, in accordance with our latest resolution dated March 7th. It has been approved and understood, for the reasons set out in our latest resolution,141 that the Indian goods should also be subject to a slight burden in the following manner:

Wijders in vergaderinge gelesen sijnde seekere rolle wegens diverse vrijluijden knechts die van haare basen ontslagen en soo allenkskens als vrijeluijden haar ophouwdendehaer in dienvougen129 soecken t’ erneeren en alsoo ons nu bij navorschingh door eenige versoght is van ‘s Comps. dienst te moogen werden ontslagen en haar selfs in vrijdom te generen, Ende gemerct veele haare meesters te vroegh ontloopen en niet aan de handt hebben waermede kunnen bestaen en alsdan d’ E. Comp. op den hals comen te vallen om eenige benodigheijt van treckbeesten en wes meer tot haar gebruijck dienende, waar van deselve voor present niet cunnen werden van de E.Comp. ondersteunt, als hebbende d’ E. Comp. die behoeften van de voornaemste lantbouwers tot het uijtterste toe al uijtgereijckt en de overige beesten tot de onderhanden hebbende wercken den fortificatie en graff ruijm selffs benodigt, Soo is daarop door den Gouverneur en Raat mede gereflecteert en voortaen, om alle armoede en landtloperij en vuijligheeden voor te komen, goetgevonden geenige soodanige meer in vrijdom te stellen, maar deselve bij andere meesters dienst te doen soecken of wederom in dienst der E.Comp. te doen komen, ende die geenige die sufficant sijn en bevonden werden om haer cost te kunnen winnen, een acte off vrijbrieff te laten gewerden, mits dat gehouwden blijven aan den E.capitain Dircq Jansz Smient en leutenant Jeronimus Cruse, beijde Raetspersoonen en van goede ervarentheijt, daar toe van den Heere Gouverneur en Raat expres gecommitteert, van hare middelen waerin deselve mochten comen te bestaen behoorlijcke aanwijsinge te doen, en tot welcke visitatien en rechte ondervindinge tot ontlastinge en voorcominge van die moeijelijckheden haar E.voormelt een dach ofte meer werden geauthoriseert te nemen; en waarmede menen voor te komen veele gebreecken althans onder sommige vrijluijden in swangh gaande.
Wert mede in vergaderinge gearresteert ‘t jacht Rommerswael op den 9en deser hier ter rheede verscheenen nadat behoorlijck gerefrischeert en vervaerdigt en gerepareert sal sijn, Godes weer ende wint sulcx toelatende, per eersten na Batavia voort te laten rijsvorderen, opdat haar Edle. bij benodigheijt van ‘t selve vroegh mochten sijn gedient.130
Ende vermits den Heer Gouverneur ter ooren is gekomen dat door ‘s Comps. grove wiltschuts, 2 a 3 Hottentoots, niet wetende van wat natie, in ‘t lant souwden sijn doot geschooten, Soo is door den Gouverneur den Raat bekent gemaeckt, en als sijnde van geen denen emporte in groote opmerckinge genomen, ende geseijde wiltschuts op voors. aanklachten genoegsaem versekert in arrest doen setten, mitsgaders alle de capitaijnen der Hottentots aan ‘t fort doen ontbieden omme ons van de moort die voorgegeven werdt de onse te hebben begaen)131 nader te informeeren ende alsdan na exigentie en bevindinge van saken daerinne te handelen.
Gelijck mede in consideratie is genomen dat eenige soldaten uijt ‘t guarnisoen, tot snijers gebruijckt werdende om ‘s Comps. slaven de klederen tot lijffdeckingh te helpen naijen, dien mackelijcken dienst door groote luijigheijt seer traegh van de handt laten schieten ten opsichte deselve soo langh van andere dienste blijven ontslagen, en oversulcx haar maer houden traineerende, Soo is goetgevonden (om dit voor te komen) te meer dewijle door ‘t kleijn guarnisoen de Nederlanders oock ten hoogsten aen de fortificatie requireren,deselve132 tot nodiger werck soo tot ‘et uijtgraven van de graft als anders te imploijeeren, waarbij d’ E.Compag. meer dienst sal geschieden, en een snijder alleen van goede bequaamheijt het maken der klederen voors. aan te besteden, die door eenige swarten of Hollanders buijten versuijm van dienst can werden geadsisteert, mits dat het garen daar toe benodigende selffs gehouden blijfft te verschaffen waer voor sal comen te gaudeeren, namentlijck voor ijder wolle broeck en rock off twee linde broecken en een wolle rock twintigh sware stuijvers of een Hollantse gulden, Soo deselve na gedaene visitatie werden wel benaeijt bevonden.
Heden sijn mede in vergaderinge verscheenen de gepriviligeerde brootbacksters Barbertje Geems laast weduwe van …133 en huijsvrouwe van Arije van Brakel seer nedrigh te kennen gevende hoe beswaarlijck dat voor present met het backen van broot met ‘et gewichte van 2 1/4 lb. ‘t stuck tegens 4 sware stuijvers ijder cunnen bestaen en dat gansch ten achteren waren rakende ten opsichte het gram ofte kooren op de vergunninge van die privilegie hadden kunnen koopen voor ƒ10 a 12 gl. het mudde, ende als nu te sijn gesteijgert het mudde bij de boeren op ƒ18 a 20 causerende volgens haar voorgeven voor de jegenwoordige onthoudinge en besnoeijinge van rijs die d’ E.Comp. om pregnante redenen en op eijgen benodighten omtrent de lantbouwers om deselve perfors tot den lantbouw te doen genegen worden, heeft gemaeckt en des versochten, om behouwden te cunnen blijven, ‘t voorenstaande broot sijnde 2 1/4 lb. tot 4 sware stuijvers tegens 5 sware dos. voortaan te mogen uijtventen, Soo is het selve mede in Rade geresumeert ende om voors. motiven goetgevonden ende gearresteert vooren gemelde bacxsters (vermits dese constitutie en soo langh dat gram op soo een excessive prijs blijfft) haar vooraangetoogen versoeck te accordeeren, behoudens dat na rato van ‘t gewicht tot gerieff van ‘t guarnisoen sijl. echter gehouwden blijven dubbeltjes brootjes te backen.
En dewijle mede ervaren dat de coele en stercke drancktappers eenigh vaatwercq met dranck van de Comp. uijt de packhuijsen volgens de prijs daertoe staande overnemende, ende deselve dranck gesleten en uijtgetapt sijnde, vergeten veeltijts voors. vaatwercq wederom te leveren, maer ter contrarie tot eijgen gebruijck aan te houden en dan ‘t selve maarte134 vermorsselen en verwaerloosen, Soo is mede goetgevonden vermits het selve d’ E.Comp. vrij duer comt te staan, en hier altoos vaatwerck tegens den traantijt komt te gebreecken en van nooden is, geseijde vrijl. meergemelde vaatwercq wederom aan de Comp. te doen leveren ofte, bij negligentie van dien, de legger en vervolgens al het mindere vaatwercq ‘t geen comen bij ‘t overnemen van ‘s Comps dranck te genieten, te betalen tegens de prijs als ‘t selve in ‘t vaderlant heeft gekost: te weeten de legger tegen …135 de halve do., de aam …136 de halfaam …137 de mom pijp tegen …138 en tiersjes anckers &a.
Ten Laasten staande dese vergaderingh is mede noch door den Heere Gouverneur in deliberatie geleijt of men soo wel niet op de uijt India bij de particuliere overcomende goederen die alhier tot prejuditie van de E.Comp. aangebrachten om gesethwerden,139 behoorde een tol te beraemen als wegens de vaderlantse drancken met schriftelijcken licentie van de Edle. Heeren Bewinthebberen uijt Patria hier aancomende)140 reets geschiet sij, conform onse jongste resolutie de dato 7en Maart passo., Soo is goetgevonden ende verstaan om de redenen in onse jongste resolutie largo vervath)141 de Indische waren op de onderstaande wijse mede een weijnigh te beswaren namentlijck:

Comp. geweest sijnde, als mede oocq eenige mindere Deensche dienaeren, bevorens d’ E.Comp. te deser plaatse gedient hebbende, Soo is, op de ervaringe van sulcx door den Heere Gouverneur deses Gouvernements, den Raat bij een doen vergaderen omme op dat subject eenparich te beraemen wat ten meesten dienste der E.Comp. omtrent dese natie diende gedaan, Des is door sijn Eden. voormelt den Raat voor eerst voorgelesen uijt de brieven van onse Heeren Meesters uijt het Patria de dato 11 Maij, 18 October 1677128 ons successive toegesonden, dat seer ongeerne sagen die vreemde, lastige gasten van d’ E. Comp. al te willigh voor een cleijn genoth wierden geaccommandeert, maar des te liever (om haerl. ‘s Comps. residentieplaetsen en bhaijen onsmackelijck en tegen te maecken alles ten duirsten aangerekent. Insgelijcx oocq alle Nederlanderen in voors. haer dienst sijnde, na ons te trecken en alhier aan te houden, Soo is (na genoomen resumtie) goetgevonden (conform haar Edln. ordre voormelt) om die natie van den hals quijt te worden, deselve aan de vrijborgeren voor ‘t genoth van ijder schaap te doen betalen twaelff rijcxdrs. en de groente na advenant, en den schipper benevens de Nederlanders aan lant te locken ende onder onse macht sijnde, ofte aan de wal comende, aan te houwden tot dat sullen ontwaer geworden sijn om de rechte grondt te weten wat lantsluijden deselve sijn sonder dat verstaan wert (om pregnate redenen daer toe moverende) omtrent dese natie onse geallieerde niet aan lant comende enige feijtelijckheijt daarom aan dees Deensche croons bodem te gebruijcken tot dat op soodanige rescontres in die maniere van haar Edle. daartoe nader werden geauthoriseert.
Wijders in vergaderinge gelesen sijnde seekere rolle wegens diverse vrijluijden knechts die van haare basen ontslagen en soo allenkskens als vrijeluijden haar ophouwdendehaer in dienvougen129 soecken t’ erneeren en alsoo ons nu bij navorschingh door eenige versoght is van ‘s Comps. dienst te moogen werden ontslagen en haar selfs in vrijdom te generen, Ende gemerct veele haare meesters te vroegh ontloopen en niet aan de handt hebben waermede kunnen bestaen en alsdan d’ E. Comp. op den hals comen te vallen om eenige benodigheijt van treckbeesten en wes meer tot haar gebruijck dienende, waar van deselve voor present niet cunnen werden van de E.Comp. ondersteunt, als hebbende d’ E. Comp. die behoeften van de voornaemste lantbouwers tot het uijtterste toe al uijtgereijckt en de overige beesten tot de onderhanden hebbende wercken den fortificatie en graff ruijm selffs benodigt, Soo is daarop door den Gouverneur en Raat mede gereflecteert en voortaen, om alle armoede en landtloperij en vuijligheeden voor te komen, goetgevonden geenige soodanige meer in vrijdom te stellen, maar deselve bij andere meesters dienst te doen soecken of wederom in dienst der E.Comp. te doen komen, ende die geenige die sufficant sijn en bevonden werden om haer cost te kunnen winnen, een acte off vrijbrieff te laten gewerden, mits dat gehouwden blijven aan den E.capitain Dircq Jansz Smient en leutenant Jeronimus Cruse, beijde Raetspersoonen en van goede ervarentheijt, daar toe van den Heere Gouverneur en Raat expres gecommitteert, van hare middelen waerin deselve mochten comen te bestaen behoorlijcke aanwijsinge te doen, en tot welcke visitatien en rechte ondervindinge tot ontlastinge en voorcominge van die moeijelijckheden haar E.voormelt een dach ofte meer werden geauthoriseert te nemen; en waarmede menen voor te komen veele gebreecken althans onder sommige vrijluijden in swangh gaande.
Wert mede in vergaderinge gearresteert ‘t jacht Rommerswael op den 9en deser hier ter rheede verscheenen nadat behoorlijck gerefrischeert en vervaerdigt en gerepareert sal sijn, Godes weer ende wint sulcx toelatende, per eersten na Batavia voort te laten rijsvorderen, opdat haar Edle. bij benodigheijt van ‘t selve vroegh mochten sijn gedient.130
Ende vermits den Heer Gouverneur ter ooren is gekomen dat door ‘s Comps. grove wiltschuts, 2 a 3 Hottentoots, niet wetende van wat natie, in ‘t lant souwden sijn doot geschooten, Soo is door den Gouverneur den Raat bekent gemaeckt, en als sijnde van geen denen emporte in groote opmerckinge genomen, ende geseijde wiltschuts op voors. aanklachten genoegsaem versekert in arrest doen setten, mitsgaders alle de capitaijnen der Hottentots aan ‘t fort doen ontbieden omme ons van de moort die voorgegeven werdt de onse te hebben begaen)131 nader te informeeren ende alsdan na exigentie en bevindinge van saken daerinne te handelen.
Gelijck mede in consideratie is genomen dat eenige soldaten uijt ‘t guarnisoen, tot snijers gebruijckt werdende om ‘s Comps. slaven de klederen tot lijffdeckingh te helpen naijen, dien mackelijcken dienst door groote luijigheijt seer traegh van de handt laten schieten ten opsichte deselve soo langh van andere dienste blijven ontslagen, en oversulcx haar maer houden traineerende, Soo is goetgevonden (om dit voor te komen) te meer dewijle door ‘t kleijn guarnisoen de Nederlanders oock ten hoogsten aen de fortificatie requireren,deselve132 tot nodiger werck soo tot ‘et uijtgraven van de graft als anders te imploijeeren, waarbij d’ E.Compag. meer dienst sal geschieden, en een snijder alleen van goede bequaamheijt het maken der klederen voors. aan te besteden, die door eenige swarten of Hollanders buijten versuijm van dienst can werden geadsisteert, mits dat het garen daar toe benodigende selffs gehouden blijfft te verschaffen waer voor sal comen te gaudeeren, namentlijck voor ijder wolle broeck en rock off twee linde broecken en een wolle rock twintigh sware stuijvers of een Hollantse gulden, Soo deselve na gedaene visitatie werden wel benaeijt bevonden.
Heden sijn mede in vergaderinge verscheenen de gepriviligeerde brootbacksters Barbertje Geems laast weduwe van …133 en huijsvrouwe van Arije van Brakel seer nedrigh te kennen gevende hoe beswaarlijck dat voor present met het backen van broot met ‘et gewichte van 2 1/4 lb. ‘t stuck tegens 4 sware stuijvers ijder cunnen bestaen en dat gansch ten achteren waren rakende ten opsichte het gram ofte kooren op de vergunninge van die privilegie hadden kunnen koopen voor ƒ10 a 12 gl. het mudde, ende als nu te sijn gesteijgert het mudde bij de boeren op ƒ18 a 20 causerende volgens haar voorgeven voor de jegenwoordige onthoudinge en besnoeijinge van rijs die d’ E.Comp. om pregnante redenen en op eijgen benodighten omtrent de lantbouwers om deselve perfors tot den lantbouw te doen genegen worden, heeft gemaeckt en des versochten, om behouwden te cunnen blijven, ‘t voorenstaande broot sijnde 2 1/4 lb. tot 4 sware stuijvers tegens 5 sware dos. voortaan te mogen uijtventen, Soo is het selve mede in Rade geresumeert ende om voors. motiven goetgevonden ende gearresteert vooren gemelde bacxsters (vermits dese constitutie en soo langh dat gram op soo een excessive prijs blijfft) haar vooraangetoogen versoeck te accordeeren, behoudens dat na rato van ‘t gewicht tot gerieff van ‘t guarnisoen sijl. echter gehouwden blijven dubbeltjes brootjes te backen.
En dewijle mede ervaren dat de coele en stercke drancktappers eenigh vaatwercq met dranck van de Comp. uijt de packhuijsen volgens de prijs daertoe staande overnemende, ende deselve dranck gesleten en uijtgetapt sijnde, vergeten veeltijts voors. vaatwercq wederom te leveren, maer ter contrarie tot eijgen gebruijck aan te houden en dan ‘t selve maarte134 vermorsselen en verwaerloosen, Soo is mede goetgevonden vermits het selve d’ E.Comp. vrij duer comt te staan, en hier altoos vaatwerck tegens den traantijt komt te gebreecken en van nooden is, geseijde vrijl. meergemelde vaatwercq wederom aan de Comp. te doen leveren ofte, bij negligentie van dien, de legger en vervolgens al het mindere vaatwercq ‘t geen comen bij ‘t overnemen van ‘s Comps dranck te genieten, te betalen tegens de prijs als ‘t selve in ‘t vaderlant heeft gekost: te weeten de legger tegen …135 de halve do., de aam …136 de halfaam …137 de mom pijp tegen …138 en tiersjes anckers &a.
Ten Laasten staande dese vergaderingh is mede noch door den Heere Gouverneur in deliberatie geleijt of men soo wel niet op de uijt India bij de particuliere overcomende goederen die alhier tot prejuditie van de E.Comp. aangebrachten om gesethwerden,139 behoorde een tol te beraemen als wegens de vaderlantse drancken met schriftelijcken licentie van de Edle. Heeren Bewinthebberen uijt Patria hier aancomende)140 reets geschiet sij, conform onse jongste resolutie de dato 7en Maart passo., Soo is goetgevonden ende verstaan om de redenen in onse jongste resolutie largo vervath)141 de Indische waren op de onderstaande wijse mede een weijnigh te beswaren namentlijck:
