Praesentibus omnibus.

And as skipper Jacob Harckesse119 of the ship Wester Amstel arrived on December 2120, he came to exchange life for death and the chief helmsman. …121 requested to be allowed to occupy the place of the deceased. So it was approved by122 the Governor and Council, as being a sober person and of good ability, to depute that quality to him at his request, likewise to have the deceased skipper mentioned brought to the house of the freeman Wouter Mostaart, and from the same with good respect and the usual solemnities by 12 skippers, both from the return fleet moored here and from other ships, ordered to be buried in the church, together with his bequeathed means by the curator ad lites and the second person Sr. Crudop, assisted by Vice Commander Jan Bartelse Tant and Skipper Jan Boom, and sub-merchant Hermanus van Dooijenburgh, will first properly inventory and arrange the inventory for the peace of mind of those interested. And since further needs will arise here, which will at most require the return fleet present here, it has been decided, for the convenience of the said fleet, to remove such goods from the ships present here as the memorandum will come to indicate. Furthermore, as the ships Rammekens and Velsen, equipped for Ceylon, arrived on the 12th and 18th of February,124 had already been ready to depart a few days ago, and in principle held on125 to the hope that those from Ceylon would have been collected in the meantime in return for the fatherland, so that Her Honor would be informed of their arrival and adventure, so that after126 nothing was heard of them up to that date, and to that end127 it was unanimously resolved and for the most part in the service of the Company. Considered (since we cannot know whether they also encountered any disasters on the voyage) to send the aforementioned two ships, according to the old custom and in the strictest order, also in consideration of the French enemies and other feigned friends, out of necessity, or where the officers of the said ships, by some higher order of our Hr. Majors, were obligated from the fatherland for this purpose, were qualified to do so.128

And in this regard, by Hr. Commander of the return fleet, Gijsbert de Davidt Strantwijck, successively well examined here on the 22nd of the previous month,129 we also confirm that His Honor (After investigation) it is agreed that on Sunday, March 7, 130, the majority of the return fleet will be clear (with the exception of the mast for the Dutch Garden and other timberwork), as well as all necessary provisions. Therefore, it has been decided that in the coming week, all skippers of the respective ships will be consulted about the aforementioned departure and that a fixed day will then be established for this purpose.

Having further considered and realized how impossible it would be for the Cape to initially support itself with its own grain, her noble letter from Batavia, dated November 27, 131, summarizes that her noble... well it might not be convenient, and very easily (beyond hope) would fail, due to the unrest in the Mataram kingdom 132 as well as scarcity in Cannara,133 to support this Government with rice after the demand and that according to which in case of great drought and bad harvest if nothing happens we could fall into great difficulty, so with the advice of the E. Commander it is possible to provide as much as possible in time, mainly in the service of the E. Company. We understand that, at the first opportunity, we will be provided with suitable soil and will transport it from here to the east, to the coast of Suffolk, to the island of Madagascar 134, and to carefully inquire whether any of these grains, for our subsistence, might be reasonably obtainable in the event of a major shortage.

Furthermore, as was resolved in our resolution dated October 27th, 1913, primarily in the service of the E. Company, to insert the 21st point, in such a way that it had opened from bottom to top that there was a fear that the entire building would collapse, as much as possible to support it with the least expense by demolishing a faulty brackish, and presently observed. bulwark has not been opened or deteriorated since that time, despite the great hard winds and downpours it has endured. Therefore, the Noble Governor, as Commander, has taken this matter into consideration and resolved, for the greatest benefit and benefit of the Lords Majors, to first provide the required bedding for the canon in proper form, and to have the running water drained and collected in a dug well inside, to test whether the bulwark is still defensive, as hoped, and for The firing of the cannon is not to be interrupted, and similarly, it is understood that both sea points are not sufficiently well-equipped, as their foundation walls do not reach the solid ground by any means, making them unsuitable for repelling the advancing seawater at minimal expense. Furthermore, for greater security, a rock wall, similar to a false braij, should be provided, providing 5 rods of the bulwarks without danger.

Lastly, during this meeting, various persons who had their time with the E. Company also arrived. expires, to appear in Council and immediately request the Governor to either be released from the Fatherland or India or to lease them again de novo with a favorable improvement. We have also deemed it most expedient to grant the request to some who are past their prime and are not out of line with their current duties, and again to accept into service those who, under good witness from their respective superiors, have served duly at the E. Company and have shown a willingness to join, and to encourage them to do so more and more, as will be established in its documents.

Thus done and resolved in the Fort of Good Hope on the day and year aforesaid.
