Praesentibus omnibus excepto J. Cruse.
Considering that the Hoecker de Boode recently arrived here in Saldanhia Bay with a cargo of lime from Mauritius, much to our delight, it has now been completely repaired and made suitable to serve the European Company in one or another occasion, and considering that it is not apparent here (inserting that it would not be possible to obtain any important advice from the Fatherland or elsewhere first, which should be forwarded promptly), then it could only remain fruitless, and further noted n'84 (after the summary) from her Ede. Highly appreciated letter dated May 15, 1671,85 as from the memory of the Ede. Mr. Council Extraordinary and Governor I. Goske have come to see ample evidence of how her Honour pleases to seriously recommend to us that the voyage to the North be resumed in the same order as the Grundel was most recently (at the first suitable and additional bottom)86 in order to gain better knowledge of all the bays, inlets, rivers and especially in Grundels Bay, and whether on the islet situated in front of it, as well as on all others passing by87 no fresh water or fuel might be found, or whether there might be a firm coast, furthermore what kind of anchoring grounds for large and small vessels and whatever else might be available; which is to the great satisfaction of our Lord. Apparently, the masters of De Grundel were not investigated in the 1670s, and due to the lack of adequate research (to our regret) have thus far been neglected. Therefore, the one mentioned above is in Ede. desire, with the view of that, taken seriously into consideration and resolved by us (so that her Ede might in time achieve her desired objective) more rehearsed corner of De Boode (also so as not to remain here in vain) to make that highly necessary and useful work expressly to investigate everything to the north, but principally, as mentioned88 in Grundels Bay (as much as possible), and after having completed the work in the aforementioned bay and at its resort, to continue (if the opportunity and the time prove favorable thereto89) all along the coast to Sombreire and further (as our Hn. Majores also would like to know where St. Helena Nova is located and how it is situated there as well as in other places is) to inquire accurately and without delay in the hope of her High Respect. with the second sending, or in 4 months (when the skipper Cornelis Wobma and the other officers, with God's assistance, believe they have accomplished all this) to give somewhat more ample report than that of the Grundel, for that purpose it was understood that opm. hoeker with a cargo of ... 91 thousand Rxr. and a suitable instruction92 for her guidance, besides everything that belongs to that voyage, to be ready against the 18th of this current month of January and (the wind so willing) to put out to sea as much as possible, as well as to add the freeman Willem van Dieden with his vessel the Haagman (being very useful for running close to the shore and also in all rivers and to scan them with it) to see with one another whether there is a good opportunity somewhere for collecting tear, and whatever else there is, but in such a manner, nevertheless, when noted. The Free Citizen of Dieden, having arrived at the Tropicus (due to fear of heart and fearing that it would not be possible to proceed further), advised him to march again along the rampart, lest we should be let fall; likewise, if he proceeds at his own risk and stays with the fort.
Furthermore (as the grain is now most eagerly received), it is also understood that the citizens should hold a parade at the fort and that they should all take up arms the day after tomorrow, being Monday, in order not only to be collected but also to be taken up by the fort. citizenry (according to the orders of our Lords Masters in the fatherland93 to become a little more formal with the weapon, but also, with all of them being present, to present their newly commissioned officers in public with the usual solemnities, and to thank the departing (after having properly commissioned their successors with the weapon) for their good service, as well as to give to the common citizens for their time lost due to the scarcity of our water, by provision, each a cap of brandy94 under the promise that upon the arrival of Dutch or Batavian ships (as is the older custom), they will be mindful of giving half a legger ararcq.95
Furthermore, since we experience, not without great displeasure, that despite the edicts issued from time to time,96 and the interdictions imposed against the detention, harboring, and feeding of the Company's servants, freemen, menials, male and female slaves, who come to them to be absent and fugitive, as recently happened with the escape of two male and one female slave. it has nevertheless become apparent;97 however, that most of these freemen, as well as the Company's servants, living around the fortress and at the prince's palace here in the countryside, did not hesitate to pay tribute to the municipality. Placards and strict interdictions, such runaways, vagabonds, cattle thieves, and highway robbers, deliberately not only to provide food, housing, and use them in their private services, but also to keep them so hidden that they cannot be traced or discovered, and thus, by trampling on all good orders (constructed against such criminals) enough to the contempt and disrespect of the high authorities, simultaneously paving the way to divert more others from their due obedience and to other insolent people, etc. Therefore, we, willing to provide against this, have collectively approved of this, not only to everyone, but also to all. servants or freemen, to be strictly interdicted by placard, under severe corporal punishment, but also to expressly state in the same placard that the master (whose servants are often far outside the house, grazing sheep as usual, where most runaways have their way and are not even properly informed by their masters, due to our opinion and the content of the said placard) will have to answer for this themselves, and also those within their household are responsible.
It has further been understood in Rade (now that the skipper Cornelis Wobma and freeman Willem van Dieden had previously been given the instructions in which all parts relating to this voyage were extensively contained by the Ede Governor,103 and also everything else useful for this voyage had been placed at their disposal, namely skipper de Boode, next to the small ship de Haagman, before the 9th of this month, in order to put to sea on the 18th of this month for the reasons mentioned above) to absolutely allow the voyage to proceed in God's name, as well as to strictly interdict the freeman Willem van Dieden, should the van 's Comps. Whatever trade might be conducted by us in these or any other places for their benefit, should not hinder us in any way, much less in our commercial skills (if any might exist) than in the Comp.104, thus spoiling the market.
It was also understood that, in order to maintain good obedience for everyone and to prevent all insolence and offenses with criminal penalties as much as possible, a ship's council should be formed and authorized to decide on all matters, whether amicably or otherwise, in accordance with the order devised and issued by our Lordships, the principals of the large ships, in such a way as to administer justice and handle all events according to the conscience and awareness of the situation, for the greatest benefit of the E. Comp. To be effected, the Council for this purpose will consist (according to ordinary rank) of the following seven persons:
Skipper Cornelis Wobma, bookkeeper Hans Jacob Hoeven, freeman and privileged tear burner Willem van Dieden, chief bullman Andries Jan Knegt, bullman of the Haagman…,105 bullman of the Boode, Jurgen Bercx, and boatswain Claes Michielse.
Lastly, the French, now recently transferred by the captain de Boode from Mouritius, from this territory to one of our ships, 't Voorhoutje (moored in the Saldanhibaij for cleaning),106 to fortify them, in order to deprive them of any opportunity to rummage through or discover anything of the Company's quality.
Thus resolved at Fort de Goede Hoope on the day and year aforesaid.

Hoog geaestimeert schrijven in dato 15 Maij 167l,85 als uijt de memorie van d’ Ede. Hr. Raat Extraordinaris en out Gouverneur I. Goske ampel comen te ontwaren, hoedanig haer Ede. ons gelieven ernstigh aan te bevelen die voijagie om de Noort in ‘t selve fatsoen als de Grundel jongst derwaarts is geweest (bij d’ eerste bequame en daer toe overigen bodem) te doen hervatten86 om nader kennisse van alle bayen, inhammen, revieren en insonderheyt in de Grundelsbaaij te moogen bekoomen, en of op het eijlantje daer voor gelegen als mede of op alle andere in ‘t passantaandoe[nd]e87 geen vers water, branthout soude te vinden, of aen de vaste kust te krijgen wesen, voorts wat voor anckergrondt voor groote en kleijne schepen en wat dies meer soude moogen wesen; ‘t geene tot als te grooten genoegen van onse Hrn. Meesters (soo ‘t schijnt) door die van de Grundel in den jare 1670 niet en is ondersogt, en door gebreck van een bequaem bodempje (tot ons leetwesen) tot nog is agterweeg gebleven. Soo is dese bovenaangeroerde haer Ede. begeerte met de insigte van dien, bij ons in serieuse opmerkinge genomen en geresolveert (op dat haer Ede. met der tijt haar gewenst oogwit soude moogen bereijcken) meer gerepeteerde hoeker de Boode (oocq om niet vrugteloos hier te verblijven) tot dat hoog nodig en nut werck expres te vervaardigen om alles om de noordt maar te principaleals gesegt88 in de Grundelsbaaij (soo veel doenlijck) te ondersoeken en na gedane verrigtinge in opgemelde baaij en den resorte van dien ‘t voort te setten (soo de gelegentheijt en de tijt sig gunstigdaertoe89 vertoont) al langs de wal na Sombreire en wijders (alsoo onse Hn. Majores mede gaerne kennisse hadden waer St. Helena nova 90 leyt en hoe ‘t daer soo wel als op andre plaetsen gelegen is) al mede naeukeuriglijck sonder tijt versuijm te inquireren op hoope van haer Hoog agtb. met de tweede besending, of over 4 maenden (wanneer den schipper Cornelis Wobma en de verdere officieren door Godes adsistentie dit alles meenen verrigt te hebben) wat ampelder berigt als die van de Grundel te geven, werdende ten dien eynde verstaan opgem. hoeker met een cargasoentje van …91 duijsent Rxr. en een bequame instructie92 tot haare narigting nevens al het geene tot die voijagie behoort tegens 18en deser loopende maant Januarie vaardig te wesen en (de wint sulcx willende) al voort t’ zeewaert te doen steken, mitsgaders den selven den vryborger Willem van Dieden met sijn vaartuijg den Haagman (sijnde seer dienstig om digt langs de wal en oock in alle revieren te loopen en deselve daer mede af te peylen) opgem. hoeker by te voegen om met eenen oock te sien of ergens daer goede gelegentheijt tot versameling van traan, en wat dies meer is, maer in soodaniger maniere nogtans wanneer opgem. vrijborger van Dieden geraden vondt syn bodemtje aan den Tropicus gecomen sijnde (uijt vrese van hart weder en bij dugten ‘t selve verder gaande daar na niet wel soude kunnen opkomen) langs de wal wederom op te stieren ons niet qualijc te sullen laten gevallen; insgelijcx oock wanneer het selve op eijgen risico voort laet gaen en den hoeker bijblijven.
Wijders (alsoo het coorn nu al meest ingeougst is) soo is mede verstaen door de burgers een parade aan ‘t fort te laten doen en de selve alle tegens overmorgen, sijnde Maandag, in ‘t geweer te laten komen omme niet alleen opgem. burgerij (volgens de ordres van onse Hren. Meesters in ‘t vaderlant93 wat handsamer bij ‘t geweer te maken, maer oock met eenen, deselve alle praesent sijnde, hare nieuwe g’eligeerde officiers in ‘t openbaer met de gewoone solemniteijten voor te stellen, en de afgaande (na dat alvooren aan hare successrs. behoorlijck opdragt van ‘t geweer hebben gedaen) voor haaren goeden dienst te bedancken, mitsgaders aan de gemeene burgers voor tijt versuijm door de schaersheijt van onse vogt jegenwoordig bij provisie yder een mutsjebrandewijn94 te schencken onder toesegging van haarl. bij aancomste van vaderlantse off Batavische scheepen (na ouder gewoonte) te sullen indagtig wesen met‘et geven, van een halve legger ararcq.95
Wijders vermits wij niet sonder groot misnoegen ervaren dat niet jegenstaande de placcaten van tijt tot tijt g’emaneert,96 en de gedane interdictien jegens het ophouden, herbergen en spijsigen van ‘s Comp. dienaren, vrijl., knegten, slaven en slavinnen, die haar comen t’ absenteren en fugitijf stellen, gelijc nu jongst door ‘t wegloopen van 2 slaven en 1 slavinnenoch is gebleken;97 egter de meeste deser vrijborgeren als ooc ‘s Comp. dienaren ontrent de fortresse als ten prinsipal98 hier tenplatten99 lande woonagtig, haer niet ontsien noch schroomen in vilipendie van de gem. placcaten en strenge interdictien alsulcke weglopers, vagebonden, veedieven, en struijckroovers met voorbedagten raat niet allen100 van cost te versorgen, huijsvesting geven en in haren particulieren dienst gebruijcken, maer ooc soo verborgen houden, dat deselve niet agterhaelt noch uytgevonden connen werden en sulcx daar door alle goede ordres (tegens soodanige quaatdoenders beraamt) tot veragtinge en desrespect van de hooge overheijt genoegsaem als met de voeten treedende, tegelijck den weg banen om meer andre van haer schuldige gehoorsaamheijt af te leijden entot101 anderen insolentien meer &a. Soo is ‘t dat wij daertegens willende voorsien, gesamentlijck hebben goetgevonden ‘t selve niet alleen aan een ijegelijck, ‘t sij comp. dienaren of vrijborgeren, wel stricktelijck bij placcaet op hooge lijfstraff per eersten in ‘t openbaar t’ interdiceren maer ooc wel expresselijc in ‘t selve geseyde placcaet mede uyt te drucken dat de meester (wiens knegts veeltijts verr’ buijten ‘s huijs soo om schapen te weyden als anders sijn, waer bij wel de meeste wegloopers haer heul hebben en van hare meesters wegens onse meeninge en den inhout van opgem. placcaet nieteens102 behoorlijck g’informeert en worden) daer voor selver sullen moeten instaen, en ooc die in hare huijse responsabel sijn.
Wijders is nog in Rade verstaan (nu dat alvoorens den schipper Cornelis Wobma en vrijborger Willem van Dieden door d’ Ede.Hr.Gouverneur de instructie waar in alle deelen tot haar narigting belangende dese voyagie largo sijn vervat,103 was insgelijck voorgelesen en oock alles meer wat tot die reys dienstig haerl. ter hand gestelt, opgem. hoeker de Boode nevens het navetje de Haagman bevoorens den 9e. deser aangelijt om tegens 18 daaraanvolgende om boven aangeroerde redenen in zee te steeken) absolutelijck in Godes naem te laten reysvorderen, mitsgaders opgem. vrijborger Willem van Dieden wel stricktelijck te interdiceren, soo der van ‘s Comps. wegen en tot desselfs proffijt door d’ onse op dese of geene plaetsen mogte handel gedreven werden, altoos niet in de weg te sullen weesen veel min syne coopmanschap (soo der eenige mocht hebben) minder als ‘s Comp.104 om te setten en alsoo de marckt te bederven.
Wert mede noch verstaan om yder een onder goede obedientie te houden en alle insolentien en delicten met straffplegen soo veel mogelijc voor te komen, een scheepsraet te formeeren, en deselve oock te authoriseren over alle differenten &a, ‘t sy in der minne of soo ‘t anders behoort conform de ordres door onse Hren. Principalen op de grote schepen beraemt en medegegeven, in sulcker voegen Justitie te administreren en alle voorvallen na conscienti[e] en exigentie van saken ten meesten nutte der E. Comp. te effectueren, sullende ten dien insigte den Raet bestaen (volgens den ordinairen rangh) in de volgende seven persoonen als:
Schipper Cornelis Wobma, boeckhouder Hans Jacob Hoeven, vrijborger en gepreviligieerde traanbrander Willem van Dieden, opperstierman Andries Jan Knegt, stierman van de Haagman …,105 stierman van de Boode , Jurgen Bercx en bootsman Claes Michielse.
Ten laasten noch de Franschen nu jongst per opgem. hoeker de Boode ons van Mouritius overgestiert van dit territorium tot op een onser scheepen ‘t Voorhoutje (in d’ Saldanhibaij leggende om schoon te maken)106 te doen verschansen om haerl. alle occasie te benemen van hier ijets te doorsnuffelen off yets te ondecken van ‘s Comp. hoedanigheyt.
Aldus geresolveert in ‘t Fort de Goede Hoope ten dage en jare voors.

Soo is dese bovenaangeroerde haer Ede. begeerte met de insigte van dien, bij ons in serieuse opmerkinge genomen en geresolveert (op dat haer Ede. met der tijt haar gewenst oogwit soude moogen bereijcken) meer gerepeteerde hoeker de Boode (oocq om niet vrugteloos hier te verblijven) tot dat hoog nodig en nut werck expres te vervaardigen om alles om de noordt maar te principaleals gesegt88 in de Grundelsbaaij (soo veel doenlijck) te ondersoeken en na gedane verrigtinge in opgemelde baaij en den resorte van dien ‘t voort te setten (soo de gelegentheijt en de tijt sig gunstigdaertoe89 vertoont) al langs de wal na Sombreire en wijders (alsoo onse Hn. Majores mede gaerne kennisse hadden waer St. Helena nova 90 leyt en hoe ‘t daer soo wel als op andre plaetsen gelegen is) al mede naeukeuriglijck sonder tijt versuijm te inquireren op hoope van haer Hoog agtb. met de tweede besending, of over 4 maenden (wanneer den schipper Cornelis Wobma en de verdere officieren door Godes adsistentie dit alles meenen verrigt te hebben) wat ampelder berigt als die van de Grundel te geven, werdende ten dien eynde verstaan opgem. hoeker met een cargasoentje van …91 duijsent Rxr. en een bequame instructie92 tot haare narigting nevens al het geene tot die voijagie behoort tegens 18en deser loopende maant Januarie vaardig te wesen en (de wint sulcx willende) al voort t’ zeewaert te doen steken, mitsgaders den selven den vryborger Willem van Dieden met sijn vaartuijg den Haagman (sijnde seer dienstig om digt langs de wal en oock in alle revieren te loopen en deselve daer mede af te peylen) opgem. hoeker by te voegen om met eenen oock te sien of ergens daer goede gelegentheijt tot versameling van traan, en wat dies meer is, maer in soodaniger maniere nogtans wanneer opgem. vrijborger van Dieden geraden vondt syn bodemtje aan den Tropicus gecomen sijnde (uijt vrese van hart weder en bij dugten ‘t selve verder gaande daar na niet wel soude kunnen opkomen) langs de wal wederom op te stieren ons niet qualijc te sullen laten gevallen; insgelijcx oock wanneer het selve op eijgen risico voort laet gaen en den hoeker bijblijven.
Wijders (alsoo het coorn nu al meest ingeougst is) soo is mede verstaen door de burgers een parade aan ‘t fort te laten doen en de selve alle tegens overmorgen, sijnde Maandag, in ‘t geweer te laten komen omme niet alleen opgem. burgerij (volgens de ordres van onse Hren. Meesters in ‘t vaderlant93 wat handsamer bij ‘t geweer te maken, maer oock met eenen, deselve alle praesent sijnde, hare nieuwe g’eligeerde officiers in ‘t openbaer met de gewoone solemniteijten voor te stellen, en de afgaande (na dat alvooren aan hare successrs. behoorlijck opdragt van ‘t geweer hebben gedaen) voor haaren goeden dienst te bedancken, mitsgaders aan de gemeene burgers voor tijt versuijm door de schaersheijt van onse vogt jegenwoordig bij provisie yder een mutsjebrandewijn94 te schencken onder toesegging van haarl. bij aancomste van vaderlantse off Batavische scheepen (na ouder gewoonte) te sullen indagtig wesen met‘et geven, van een halve legger ararcq.95
Wijders vermits wij niet sonder groot misnoegen ervaren dat niet jegenstaande de placcaten van tijt tot tijt g’emaneert,96 en de gedane interdictien jegens het ophouden, herbergen en spijsigen van ‘s Comp. dienaren, vrijl., knegten, slaven en slavinnen, die haar comen t’ absenteren en fugitijf stellen, gelijc nu jongst door ‘t wegloopen van 2 slaven en 1 slavinnenoch is gebleken;97 egter de meeste deser vrijborgeren als ooc ‘s Comp. dienaren ontrent de fortresse als ten prinsipal98 hier tenplatten99 lande woonagtig, haer niet ontsien noch schroomen in vilipendie van de gem. placcaten en strenge interdictien alsulcke weglopers, vagebonden, veedieven, en struijckroovers met voorbedagten raat niet allen100 van cost te versorgen, huijsvesting geven en in haren particulieren dienst gebruijcken, maer ooc soo verborgen houden, dat deselve niet agterhaelt noch uytgevonden connen werden en sulcx daar door alle goede ordres (tegens soodanige quaatdoenders beraamt) tot veragtinge en desrespect van de hooge overheijt genoegsaem als met de voeten treedende, tegelijck den weg banen om meer andre van haer schuldige gehoorsaamheijt af te leijden entot101 anderen insolentien meer &a. Soo is ‘t dat wij daertegens willende voorsien, gesamentlijck hebben goetgevonden ‘t selve niet alleen aan een ijegelijck, ‘t sij comp. dienaren of vrijborgeren, wel stricktelijck bij placcaet op hooge lijfstraff per eersten in ‘t openbaar t’ interdiceren maer ooc wel expresselijc in ‘t selve geseyde placcaet mede uyt te drucken dat de meester (wiens knegts veeltijts verr’ buijten ‘s huijs soo om schapen te weyden als anders sijn, waer bij wel de meeste wegloopers haer heul hebben en van hare meesters wegens onse meeninge en den inhout van opgem. placcaet nieteens102 behoorlijck g’informeert en worden) daer voor selver sullen moeten instaen, en ooc die in hare huijse responsabel sijn.
Wijders is nog in Rade verstaan (nu dat alvoorens den schipper Cornelis Wobma en vrijborger Willem van Dieden door d’ Ede.Hr.Gouverneur de instructie waar in alle deelen tot haar narigting belangende dese voyagie largo sijn vervat,103 was insgelijck voorgelesen en oock alles meer wat tot die reys dienstig haerl. ter hand gestelt, opgem. hoeker de Boode nevens het navetje de Haagman bevoorens den 9e. deser aangelijt om tegens 18 daaraanvolgende om boven aangeroerde redenen in zee te steeken) absolutelijck in Godes naem te laten reysvorderen, mitsgaders opgem. vrijborger Willem van Dieden wel stricktelijck te interdiceren, soo der van ‘s Comps. wegen en tot desselfs proffijt door d’ onse op dese of geene plaetsen mogte handel gedreven werden, altoos niet in de weg te sullen weesen veel min syne coopmanschap (soo der eenige mocht hebben) minder als ‘s Comp.104 om te setten en alsoo de marckt te bederven.
Wert mede noch verstaan om yder een onder goede obedientie te houden en alle insolentien en delicten met straffplegen soo veel mogelijc voor te komen, een scheepsraet te formeeren, en deselve oock te authoriseren over alle differenten &a, ‘t sy in der minne of soo ‘t anders behoort conform de ordres door onse Hren. Principalen op de grote schepen beraemt en medegegeven, in sulcker voegen Justitie te administreren en alle voorvallen na conscienti[e] en exigentie van saken ten meesten nutte der E. Comp. te effectueren, sullende ten dien insigte den Raet bestaen (volgens den ordinairen rangh) in de volgende seven persoonen als:
Schipper Cornelis Wobma, boeckhouder Hans Jacob Hoeven, vrijborger en gepreviligieerde traanbrander Willem van Dieden, opperstierman Andries Jan Knegt, stierman van de Haagman …,105 stierman van de Boode , Jurgen Bercx en bootsman Claes Michielse.
Ten laasten noch de Franschen nu jongst per opgem. hoeker de Boode ons van Mouritius overgestiert van dit territorium tot op een onser scheepen ‘t Voorhoutje (in d’ Saldanhibaij leggende om schoon te maken)106 te doen verschansen om haerl. alle occasie te benemen van hier ijets te doorsnuffelen off yets te ondecken van ‘s Comp. hoedanigheyt.
Aldus geresolveert in ‘t Fort de Goede Hoope ten dage en jare voors.
