Whereas Their Honorable Gentlemen, the Committed Directors of the East India Company, brought here on the 8th of this month by their latest letter dated 19th June of the aforesaid year by the ship Hellevoetsluijs for secret purposes, on the subject of the present state and the changes that have occurred in the fatherland, have kindly ordered us, in the event of the writ being received on the Island of St. Helena, for the reception of the aforementioned letters had not yet been undertaken to suspend the same until a further opportunity and to send the ships destined for that purpose to Batavia, if here it might be resolved to keep one or two at hand, but in that case we would have to await the blessing that God the Lord would give upon it, and seeing that the aforementioned exploit had already been undertaken long before, we on this occasion have nothing other to say than with Her Honor. last positjiff can and must confirm, It is nevertheless for several weighty reasons, and in principle considered, that when the return fleet will have departed from Batavia last December, few capital warships will be able to remain, and yet at these troubled times, the ships and the men are at most needed in India, especially since the French are already so strong in the waters, and have written for greater assistance in the execution of their proposed plan, as well as our fleet, on the other hand, either in the event of the conquest of the aforementioned. island or not, but on an uncertain expectation of the enemy's ships coming from India or the fatherland, to continue there longer at the time that the return fleet from India would appear there, spending a lot of time fruitlessly, and all that for the service of the E. However, if the aforementioned island is captured, such a number will be employed there. military personnel as required for the garrison and the fort or forts, under the provisional command of such officers as the Commander and Council have ordered in the accompanying instructions, or if, by Her E., most of them for the service of the E. Further speculation has been made about the current inadequate constitution of both fortresses, and the limited force of soldiers at least presently available, both for their occupation, the construction of the new fort, and resistance to an unexpected enemy attack, as well as the large number of unfit soldiers found among the garrison, who were more often than not burdened with a large number of sick men. After deliberation, it was decided to reinforce us with a reasonable number of soldiers when an opportunity arose. Thirty soldiers from the ship Hellevoetsluijs were initially deployed for this purpose, in addition to 8 or 10 who were exchanged for French and English soldiers. Although the opinion previously was to send the ebony, recently brought here by the Hoeker d'Goutvincq from Mauritius, with the expected return fleet to the fatherland, and to divide the quantity among them, it is, considering how the aforementioned ships were normally so fully loaded, that, without any noticeable change in the cargo during unloading, and without hindering their passage, they cannot take in the least amount when they arrive here.125 And yet, in this dangerous time of war, it is necessary to keep clean and clear ships, so as not to be embarrassed, should they overcome any enemies. After consultation of the matter, it was understood and found good, because the opportunity of the empty flute ship d' Hasenbergh has in hand the entire quantity of the aforementioned ebony wood to send to Batavia, which will undoubtedly prove very useful there next year as ballast for the return ships, and yet always being constrained by weight, as is also the case on this occasion, when the boat Posthoorn is about to be unloaded with rice for St. Helena.128 The barge's cargo, consisting of 120 souges brought from the homeland and destined for Batavia, will be shipped over the aforementioned fluyt and left only in the aforementioned corner. The remainder of the same cargo, namely 2,000 stx. yellow clinkert, will serve for fuel.
Furthermore taking into account how, with the sending from the Posthoorn to St. Helena, there still remains the corner of d'Goutvincq, and that in this circumstances it is necessary to have some such vessels ready at hand here to serve as express mail to Batavia, Ceylon as well as other quarters, in case any news of interests should arrive from the fatherland, or should be sought here by the enemy, it was resolved to send the said Goutvincq to the aforementioned end. to keep up with the works, but, in order not to be out of commission in the meantime, to use Falso Bay to further explore its grounds, depths, reefs, cliffs, estuaries, stretches, inlets and otherwise, in order to gain thorough knowledge of whether there might be no safe routes for the Company's ships there, that besides, while gathering firewood, chopping a cargo, or otherwise remaining busy with fishing, and for that purpose taking a sea-bait with them, also keep an eye on the expected return ships, and if sighted on board, order our letters of advertisement concerning the condition of the Company. matters here, who will accompany us four times as much, but lastly and principally, to be generally ready, should it be necessary and the opportunity be cut off for us here, to be able to be sent from there to India.131

Wijder gespeculeert zijnde, op de jegenwoordige insuffiçante constitutie van beijde fortressen, en ten dien opsigte cleijne magt van volc altans aen de hand zijnde, soo tot derselver besettinge, opbouw van ‘t nieuwe fort en resistentie van een onverwachte viandts overval mitsgaeders veel slegt volc onder ‘t guarnisoen gevonden wert, desgelijx meer als ordinair met groot getal sieken zijn belaeden, Is naer deliberatie geresolveert, ons bij voorvallende gelegentheijt noch met een taemelijc aantal te verstercken en voor eerst daertoe ligten dartigh militaire van ‘t schip Hellevoetsluijs , buijten 8 a 10 die tegens France en Engelsesullen120 gechangeert werden.
Gelijck oock, om ‘t volck nae ujtterste vermogen bij een te hebben en d’ voor tegenwoordigh onnodige besettinge te mesnageren, geresolveert is, het Dasseneijlandt en d’ Saldaniabaeij , tot beter tijden beleven, t’ abandonneren en de besettelingen in te trecken, aengesien dogh alleen of ten principale daer geplaest zijn tot bewijs van onse possessie, maer present nergens nae tot resistentie connende dienen, den viand bij aencomste in handen souden vervallen, sullende in gevolge het vaertuijgh d’ Bruijdegom , dat met eenen naer de voors. baeij om te vischen is gedestineert, het Dasseneijlant g’ordonneert aan te lopen tot ‘et afhaelen van de twee harders nevens d’ resterende schapen en beneven ‘t volc en vee van d’ Saldanhiabaeij over land herwaerts comen, met sulcken verstant nogtans, dat in de Saldanhiabaeij verblijven sullen twee soldaten nevens een corpl., omme op d’ aancoms[te] van eenige vremde schepen reguard te houden, met ordre bij verschijninge het woonhuijs te ruineren en in brand te steken, en alvooren het gedoente van de viand affgespeculeert hebbende, haar naar herwaerts transporteren, om ons van rapport te connen dienen.
Van gelijken is mede verstaan, alle d’ schapen, tegenwoordigh op ‘t Robbeneijland geplaest wesende, en die dogh maer bij aancomst van een vijand tot een proij zouden strecken, successivelijc vandaer te laten afhaelen, Mitsgaeders van nu aff van de twee chialoupen op ‘t voors. eijland om schulpen aff en aen varende, continueel een op voorraet aldaer zal blijven leggen, om bij overcomste van vijanden, de besettelingen tot een retiraede naer d’ Caep te dienen, datt’er ooc op d’ bil van de Leuwenberg zal werden gestelt een stock, om door een vlagge aan ‘t eijlant t’ adverteren wanneer op te breken en herwaerts te comen hebben.
Soo is ooc g’arresteert, ten aensien de nabij gelegen sandbergen, vrij hooger uijtsteken als d’ punten en aerde wallen deser oude fortresse, en zulx d’selve door den vijand gepreoccupeert en daerop een batterij gemaect zijnde, geheel over het oude fort souden connen dominerende borgerije ofte dese vrije ingesetenen op te leggen121 metten eersten een houte pagger van pallisaden ter geseijde hoogte te maeken, ofte anders, in cas vanonvermogen,122 sohaest123 d’ handen wat ruijmer crijgen, door Comps. volc zal bij der hand genoomen en naer eijsch versien werden, om den viand also dit voordeel niet over te laten, en, so lange doenlijc is, daervan geweert magh blijven; dat ooc vervolgens d’ bijnae opgemaeckte Zeepunt van de nieuwe fortresse, met een gelijke pagger binnenwaerts afgesloten, en van vivres, mitsgaeders124 ammonitie van oorloge versorgt sal werden, om bij attacque, dat God verhoede, mede sigh selffs best te connen defenderen en bestaan, met d’ opgemetselde put geen watergebrec sullende hebben.
Hoewel voorheen de meninge is geweest het ebbenhout, onlangs per den hoeker d’ Goutvincq van Mauritius alhier aangebracht, mette verwachtwerdende retourvloot naer ‘t vaederland te zenden, en de quantiteijt over deselve te verdeelen, Soo is, geconsidereert zijnde hoe de voorseijde schepen ordinarij soo volladen werden, dat, sonder merckelijke veranderinge in de ladinge met opruijmen, en sonder haar overlopen te belemmeren, alhiercomende125 niet het minste meer connen in neemen,126 Ende nogtans bij desen gevaerlijcken oorlogstijt, suijvere en claare scheepen behooren te houden, om ingeen127 verlegentheijt te geraeken, soo haar eenige vianden mogten overcomen, Naer overlegh van saeken verstaan en goet gevonden, dewijle de gelegentheijt van ‘t ledige fluitschip d’ Hasenbergh daertoe aen de handt hebben, de geheele quantiteijt van voorseijde becomen ebbenhout daermede nae Batavia te senden, ontwijffelijc tegen aanstaande jaer aldaer tot ballast van de retourschepen zeer wel te staade sullende comen, en dogh altijt om swaerte verlegen zijnde, gelijc ooc bij dese gelegentheijt, dat het bootje de Posthoorn met rijst voor St. Helena staat afgeladen te werden,128 het schuijtloot, bestaande uijt 120 seugen, daermede uijt ‘t vaderland aangebragt en naer Batavia gedestineert, aan voorseijde fluijt overgescheept ende alleen in gemelden hoecker gelaten zal werden, d’ rest van desselffs laedinge, naementlijc 2000 stx. geele clinckert, om tot genieringh te dienen.
Wijders mede gelet wesende, hoe met ‘et versenden van de Posthoorn nae St. Helena , noch overblijft den hoeker d’ Goutvincq , ende bij dese cunjuncture wel van noden is eenige diergelijke bodems alhier in gereetheijt aan d’ hand te hebben om te dienen tot expresse naer Batavia, Ceijlon als andere quartieren, ingevalle eenige tijdinge van belangen uijt ‘t vaederland comen mogt, ofte wel alhier door den viand quamen te werden besogt, Soo is geresolveert, den gemelden Goutvinck ten eijnde voors. bij de wercken te houden, dogh, om immiddels niet buijten emploij te wesen, naer d’ Baeij Falso gebruijcken sullen tot nader ontdeckinge van derselver gronden, diepten, reven, clippen, uijtlopende rivierkens, streckinge, inhammen en andersints, om alsoo129 grondige kennisse t’ erlangen, off aldaer geen veijlige rheden voor ‘s Comps. schepen souden mogen wesen, dat daerbezijden, brandthout opdoende, een laedinge hacken, off anders met vissen besig blijven en ten dien eijnde een zeegen medenemen zal, mitsgaeders ooc wtsien nae de verwachtwerdende retourschepen, en bij ontwaerwerdinge daer aan boort130 bestellen, onse brieven van advertentie, raekende den toestant van ‘s Comps. saeken alhier, die daertoe vierdubbeldt sullen medegaen, maer voor ‘t laest en principaelijc, doorgaens gereet te wesen, wanneer ‘t vereijssen mogt ende de gelegentheijt ons alhier mogt affgesneden sijn, van daar naar India te connen afgevaerdigt werden.131

Is omme alle voorseijde motiven en redenen naer voorgaande deliberatie met gemeen advijs van Raede goetgevonden en geresolveert, dat het bootje d’ Posthoorn hoe eer so beter naer St. Helena sal werden afgevaerdigt, met ord’re aan den Commandeur en vordere opperhoofden over de vloot, ‘t zij het eijlant mogt zijn g’emporteert off niet, ten spoedigsten met de magt vandaer op te breken, en d’ schepen Vrijheijt en Cattenburgh directelijc nae Batavia vertrecken laten, mitsgaeders Polsbroek en ‘t Swaantje nae herwaerts keren, doch, in cas het voorseijde eijlant vermeestert is, tot besettinge aldaer sullen t’ emploijeren hebben sodanigen getal militaire als tot het guarnisoen en het fort of forten requireert, onder ‘t provisioneel bestier van alsulcke officieren als den Commandeur en Raat bij de medegegevenen instructie is gelast, off bij Haer E. naemaels ten meesten dienste van d’ E. Compe. mogte werden geresolveert, met verdere ordre van de overschietende militaire het 1/3 part, boven ‘t voors. guarnisoen met Zuijd Polsbroek en ‘t Zwaantje herwaerts te senden; Gelijc dan ooc bij dese occasie van besendingh verstaan is, in de Posthoorn uijt de becomen voorraet van Batavia aff te schepen so veel rijst als bequamelijc zal connen overvoeren, geschat werdende op ongevaer 20 lasten, om te dienen tot provisie van ‘t guarnisoen so St. Helena mogt wesen geconqueert, als ooc d’ schepen, welckers voorraet van hart broot naer calculatie niet seer veel wesen can, immers niet om d’ reijse na Batavia te connen voltrecken.
Wijder gespeculeert zijnde, op de jegenwoordige insuffiçante constitutie van beijde fortressen, en ten dien opsigte cleijne magt van volc altans aen de hand zijnde, soo tot derselver besettinge, opbouw van ‘t nieuwe fort en resistentie van een onverwachte viandts overval mitsgaeders veel slegt volc onder ‘t guarnisoen gevonden wert, desgelijx meer als ordinair met groot getal sieken zijn belaeden, Is naer deliberatie geresolveert, ons bij voorvallende gelegentheijt noch met een taemelijc aantal te verstercken en voor eerst daertoe ligten dartigh militaire van ‘t schip Hellevoetsluijs , buijten 8 a 10 die tegens France en Engelsesullen120 gechangeert werden.
Gelijck oock, om ‘t volck nae ujtterste vermogen bij een te hebben en d’ voor tegenwoordigh onnodige besettinge te mesnageren, geresolveert is, het Dasseneijlandt en d’ Saldaniabaeij , tot beter tijden beleven, t’ abandonneren en de besettelingen in te trecken, aengesien dogh alleen of ten principale daer geplaest zijn tot bewijs van onse possessie, maer present nergens nae tot resistentie connende dienen, den viand bij aencomste in handen souden vervallen, sullende in gevolge het vaertuijgh d’ Bruijdegom , dat met eenen naer de voors. baeij om te vischen is gedestineert, het Dasseneijlant g’ordonneert aan te lopen tot ‘et afhaelen van de twee harders nevens d’ resterende schapen en beneven ‘t volc en vee van d’ Saldanhiabaeij over land herwaerts comen, met sulcken verstant nogtans, dat in de Saldanhiabaeij verblijven sullen twee soldaten nevens een corpl., omme op d’ aancoms[te] van eenige vremde schepen reguard te houden, met ordre bij verschijninge het woonhuijs te ruineren en in brand te steken, en alvooren het gedoente van de viand affgespeculeert hebbende, haar naar herwaerts transporteren, om ons van rapport te connen dienen.
Van gelijken is mede verstaan, alle d’ schapen, tegenwoordigh op ‘t Robbeneijland geplaest wesende, en die dogh maer bij aancomst van een vijand tot een proij zouden strecken, successivelijc vandaer te laten afhaelen, Mitsgaeders van nu aff van de twee chialoupen op ‘t voors. eijland om schulpen aff en aen varende, continueel een op voorraet aldaer zal blijven leggen, om bij overcomste van vijanden, de besettelingen tot een retiraede naer d’ Caep te dienen, datt’er ooc op d’ bil van de Leuwenberg zal werden gestelt een stock, om door een vlagge aan ‘t eijlant t’ adverteren wanneer op te breken en herwaerts te comen hebben.
Soo is ooc g’arresteert, ten aensien de nabij gelegen sandbergen, vrij hooger uijtsteken als d’ punten en aerde wallen deser oude fortresse, en zulx d’selve door den vijand gepreoccupeert en daerop een batterij gemaect zijnde, geheel over het oude fort souden connen dominerende borgerije ofte dese vrije ingesetenen op te leggen121 metten eersten een houte pagger van pallisaden ter geseijde hoogte te maeken, ofte anders, in cas vanonvermogen,122 sohaest123 d’ handen wat ruijmer crijgen, door Comps. volc zal bij der hand genoomen en naer eijsch versien werden, om den viand also dit voordeel niet over te laten, en, so lange doenlijc is, daervan geweert magh blijven; dat ooc vervolgens d’ bijnae opgemaeckte Zeepunt van de nieuwe fortresse, met een gelijke pagger binnenwaerts afgesloten, en van vivres, mitsgaeders124 ammonitie van oorloge versorgt sal werden, om bij attacque, dat God verhoede, mede sigh selffs best te connen defenderen en bestaan, met d’ opgemetselde put geen watergebrec sullende hebben.
Hoewel voorheen de meninge is geweest het ebbenhout, onlangs per den hoeker d’ Goutvincq van Mauritius alhier aangebracht, mette verwachtwerdende retourvloot naer ‘t vaederland te zenden, en de quantiteijt over deselve te verdeelen, Soo is, geconsidereert zijnde hoe de voorseijde schepen ordinarij soo volladen werden, dat, sonder merckelijke veranderinge in de ladinge met opruijmen, en sonder haar overlopen te belemmeren, alhiercomende125 niet het minste meer connen in neemen,126 Ende nogtans bij desen gevaerlijcken oorlogstijt, suijvere en claare scheepen behooren te houden, om ingeen127 verlegentheijt te geraeken, soo haar eenige vianden mogten overcomen, Naer overlegh van saeken verstaan en goet gevonden, dewijle de gelegentheijt van ‘t ledige fluitschip d’ Hasenbergh daertoe aen de handt hebben, de geheele quantiteijt van voorseijde becomen ebbenhout daermede nae Batavia te senden, ontwijffelijc tegen aanstaande jaer aldaer tot ballast van de retourschepen zeer wel te staade sullende comen, en dogh altijt om swaerte verlegen zijnde, gelijc ooc bij dese gelegentheijt, dat het bootje de Posthoorn met rijst voor St. Helena staat afgeladen te werden,128 het schuijtloot, bestaande uijt 120 seugen, daermede uijt ‘t vaderland aangebragt en naer Batavia gedestineert, aan voorseijde fluijt overgescheept ende alleen in gemelden hoecker gelaten zal werden, d’ rest van desselffs laedinge, naementlijc 2000 stx. geele clinckert, om tot genieringh te dienen.
Wijders mede gelet wesende, hoe met ‘et versenden van de Posthoorn nae St. Helena , noch overblijft den hoeker d’ Goutvincq , ende bij dese cunjuncture wel van noden is eenige diergelijke bodems alhier in gereetheijt aan d’ hand te hebben om te dienen tot expresse naer Batavia, Ceijlon als andere quartieren, ingevalle eenige tijdinge van belangen uijt ‘t vaederland comen mogt, ofte wel alhier door den viand quamen te werden besogt, Soo is geresolveert, den gemelden Goutvinck ten eijnde voors. bij de wercken te houden, dogh, om immiddels niet buijten emploij te wesen, naer d’ Baeij Falso gebruijcken sullen tot nader ontdeckinge van derselver gronden, diepten, reven, clippen, uijtlopende rivierkens, streckinge, inhammen en andersints, om alsoo129 grondige kennisse t’ erlangen, off aldaer geen veijlige rheden voor ‘s Comps. schepen souden mogen wesen, dat daerbezijden, brandthout opdoende, een laedinge hacken, off anders met vissen besig blijven en ten dien eijnde een zeegen medenemen zal, mitsgaeders ooc wtsien nae de verwachtwerdende retourschepen, en bij ontwaerwerdinge daer aan boort130 bestellen, onse brieven van advertentie, raekende den toestant van ‘s Comps. saeken alhier, die daertoe vierdubbeldt sullen medegaen, maer voor ‘t laest en principaelijc, doorgaens gereet te wesen, wanneer ‘t vereijssen mogt ende de gelegentheijt ons alhier mogt affgesneden sijn, van daar naar India te connen afgevaerdigt werden.131
Aldus geresolveert in d’ Fortresse de Goede Hoope ten dage en jare voors.
