The Council of this Fortress, reinforced with the Citizens' Council, having come to an agreement on various matters in the service of the E. Compe. and to see to the well-being of this colony, Syn E. the Commander, among other things, demonstrated at the same meeting the reasons and causes for augmenting the small garrison that had been maintained, and in addition pointed out various tolls that had hitherto come to him from both the common soldiers and sailors, as well as other people of low conditions, for the sake of which they had hardly been able to procure from this meager corner enough for their basic maintenance, it would therefore be highly necessary that the manner and custom of previous times be resumed, namely that among the freemen during the week A certain quantity of sheep was slaughtered and sold in the passer to each (but before the garnishment had fully accrued) for a set price, to provide some relief and comfort to these poor people.
And after this proposal was deemed good and useful by the members of the Council, it was also subsequently decided that, firstly, all the animals held by the freemen would be punctually collected and then, pro rata, 250 lb. of mutton per week from each flock would be sold in the basaer for this garnishment, slaughtered, of which the lb. by the bank, will have to apply 3 heavy stuivers, the butcher will receive 6 heavy stuivers for each piece of the sheep for slaughtering, and finally, no fraud may be committed in the recording of the aforementioned animal, it is understood that anyone who is found to have concealed and not brought the correct number, all such concealed number will be confiscated, and in addition a fine of ƒ10 for each sheep will be forfeited, and all such mulch will also be subject to forfeiture, all those who have not delivered the aforementioned estimated weight of 250 lb. to the basaer when it is their turn to slaughter; The resulting fines would be applied, 1/2 for the benefit of the poor here, and the other 1/2 for those who would have paid the fine.

Den Raad deeser Fortresse, versterckt met den Borgerraden, bij een gecomen sijnde omme over verscheijde saecken ten dienste van de E. Compe. en ‘t welvaren deeser colonie te besoigneeren, heeft Syn E. den Commandeur onder anderen ter selver vergaderinge gedemonstreert de reedenen en oirsaecken ons tot het augmenteeren van t’ aengehoudene cleijne guarnisoen gepermoveert hebbende, en daer bij aengeweesen verscheijde doleantien, die hem soo van de gemeijne soldeniers en matroosen als andere luijden van geringe conditien tot noch toe waren voorgecoomen, ter saecke deselve voor haer geringe costgeldt, aen deesen schralen hoeck bijcans niet en wisten te coopen dat tot haren lijfs onderhoudt vermocht te strecken, derhalven hoogh nootsaeckelijck soude weesen, dat men de maniere en de gewoonte in voorige tijden geweest sijnde, weederom hervatte, te weeten, datter bij de vrijluijden ‘s weecks seeckere quantiteijt schapen wierde geschlacht, en in de passer aen yder een (doch al vooren ‘t guarnisoen ten vollen daer van gerijft weesende) tot een gestelde prijs verkocht, omme sulcx deese arme luijden wat te soulageeren en te gemoet te coomen:
Ende na dat deese propositie bij de leeden van den Raadt voor goet ende dienstigh aengesien was, heeft men oock gevolgelijck gearresteert, datter metten eersten alle ‘t bestiael bij de vrijluijden aengehouden werdende, punctuelijck sal worden opgenoomen en alsdan pro rato van een yder kudde ‘s weeks 250 lb. schapenvlees circum circa in de basaer voor dit guarnisoen te vercoopen, geschlacht, waer van ‘t lb. door de banck gereeckent, sal hebben te gelden 3 sware stuijvers, sullende den slager voor ‘t slachten der schapen van elck stuck genieten 6 stuijvers swaer geldt, Ende ten eijnde in ‘t opneemen van ‘t voors. bestiael geen fraude mooge werden gepleeght, is verstaen dat die geene dewelcke sal bevonden werden ‘t rechte getal versweegen en niet opgebracht te hebben, al sulcken versweegen getal sal werden geconfisqueert, ende daerenbooven verbeuren een boete van ƒ10 van elck schaep gelijck dan oock soodanige mulcte sullen subject weesen alle die geene die ‘t voors. beraemde gewicht van 250 lb. als ‘t haer beurt is om te slachten, niet in de basaer geleevert hebben; sullende de boeten daer uijt proceedeerend werden geappliceert 1/2 ten proffijte van den armen alhier en d’ andere 1/2 voor den geenen die de calange sal hebben gedaen.
