In order henceforth to keep these new and old soldiers taken to the ground (whom we now find to have a total strength of about 250) not only for their due services and in proper bond, but also so that they may diligently exercise, as well as be called to arms every day and, in accordance with military custom, be led on and off duty, it has been unanimously understood, in accordance with the resolution adopted on the second of this month, that Lieutenant Monsr. Francois Tullekens, as head of the fortress, will solely command the proper care and supervision thereof. Therefore, for this purpose, the following written order for its regulation and observance has now been issued to him for the first time, as stated below, worded as follows:
ORDER FOR MONSR. FRANCOIS TULLEKENS, present lieutenant and head of the garrison of this fortress, after which he will have to regulate it.
"Afterwards, Ede." The Majors in the Country recently kindly ordered us to take a good number of soldiers from their ships (which are usually due to depart for India via this location) and to take them ashore as many as may be deemed necessary to reinforce this present garrison. And in view of the fact that from the most recently departed ships from here, once again as many soldiers as had previously been taken ashore and stationed here, it was decided and decided by resolution on the 2nd of this month to appoint you as chief and first commander over all of them, and in accordance with your instructions. These few regulations, primarily intended to maintain proper military discipline, prescribe:
"First and foremost, you will be required to draw up a pertinent list of these old and new military personnel, from the most senior to the least senior, indicating behind each name what trade they may or may not have practiced in Europe, so that they may be able to provide the Royal Company with other services not only with weapons but also from time to time, using Pieter Claesz van de Velde of Rotterdam as scribe, who I consider very suitable for this purpose and will be of service to you."

From now on, the aforementioned old and new soldiers, except those who have to go out with the cattle daily or do other work, will be properly instructed and drilled in the use of weapons by the present sergiants and corporals here outside in a suitable place, so that they learn not only to handle various rifles but also short and long pikes from time to time, and thus may, on occasion, exist as brave and well-trained warriors.
"From now on, the parade will no longer take place in the dark evenings, as they have long been, but will generally be led by a sergiant with his halberd, amidst the sound of a drum, towards the evening, around four to five o'clock, and the Each marching no more than once within the fort, dividing the troops (except for the workers, whom we wish to excuse from this guard for the first time, as we have much to do at present) into three separate troops or corporals, to have them march and keep watch in turns daily. "In the administration of Justice, you will. Minor military transgressions, some stationed on sentry posts for several hours at a time, others with a few good pieces of equipment to be added from behind, are to be punished. But if anyone who might have slept on sentry posts, seriously injured each other, fought in a duel, committed treason, or committed another serious offense, you will not complain, but will immediately report this to the Commander, or in his absence, to the fiscal of the place, so that this can be dealt with and handled with good order and proper consultation.
"With the constable and his men, as well as with all the workers and challos, you will... not to interfere, as the Messieurs Roeloff de Man and Abraham Gabbema are in charge of them, who have thus far managed to keep these mourners to their due work and in good devotion.’
‘And since I find nothing further to recommend this for once, I will break this off and wish you much success and the highest blessing with this new charge.’

Omme voortaen soo wel dese aen lant genomen nieuwe als oude soldaten (die wij tegenwoordich t’ samen bij de 250 coppen sterck bevinden) niet alleen tot hun schuldige diensten en in behoorelijcke bant te houden: maer op dat deselve oock neerstig mogen geexcerceert, mitsgaders alle dagen in de wapenen gebracht ende volgens usaet crijgsgebruijck tot de wacht op en aff gevoert werden, is volgens genomen resolutie van den tweeden deser eenstemmigh verstaen dat men den lieutenant monsr. Francois Tullekens als hooft daerover de goede sorgh en toesicht alleen beveelen sal, dienvolgende is als nu deselve tot dien eijnde voor eerst sodanige schriftelijcke order tot sijn reglement en observantie ter handt gestelt als hier onder uijtgedruckt staeth luijdende deselve van woorde te woorde aldus:

‘Nadien d’ Ede. Heeren Majores in ‘t Patria ons onlangs geleden, hebben gelieven te ordonnere[n] goet getal crijgslieden uijt derselver scheepen (die ordinaire over dese plaets naer India vertrecken moeten) soo veel volck te lichten, ende aen lant te nemen, als tot versterckingh deser tegenwoordigen besettingh souden mogen nodich achten. Ende ten aensien uijt de jongst vertrocken schepe[n] van hier rijckelijck noch eens soo veel soldaten als albereijts hier bescheijden waren aen lant genom[en] ende hier binnen geplaetst hebben, is bij resolut[ie] in dato 2 deser goedgevonden ende gearresteer[t] uwen persoon over alle deselve tot hooft en eerst[e] bevelhebber te stellen ende ingevolge UE. dese weijnige regulen, dienende ten principalen tot onderhoudinge van behoorlijcke krijgsdiscipline voor te schrijven:’

‘Met den constabel en sijn volck als oock met alle de arbeijtslieden en chialoupsgasten sal sigh UE. niet hebben te bemoijen, alsoo over deselve de Messieurs Roeloff de Man en Abraham Gabbema gestelt zijn, die deselve rouwe gasten tot noch toe aen haer schuldigh werck en in goede devotie wel hebben weten te houden.’
