It was therefore agreed that, in order to always have someone with experience and not always newcomers, Henderick Henderickse Boom of Amsterdam (married and well-settled; having served as the second Borgerraad during the previous year) would be present as the first Borgerraad, continuing against the outgoing first. Steven Jansz, a councilor of Borger, and to align and admit Jan Reijniersz of Amsterdam, also a free farmer and married resident here on the Caep, to the second, to Henderick Boom. This will then be communicated to them so that they may serve them as they see fit.
And thus for the greater security, tranquility, peace and prevention of all tumult, unrest and hostility of these Cape Hottentoos and highwaymen, it has been decreed two years ago that the free farmers and citizens shall always keep themselves well armed with firearms, and that each shall accordingly be at gunpoint. It has been understood that good order and rule shall also be observed among them, under the necessary officers in a compe. to form marksmen, to wit (similar to the garrison held here by Comps.) 1 sergeant, 2 corporals, and 1 drummer, who (except for the drummer) will also be changed every year after the election of the Borgerraden, and for that purpose the said Borgerraden, reinforced by their sargeant and 1st corporal, will annually nominate a double number of good persons: in order that from this, the Borgerraden, by the Commander and Council of the fort, will again elect such military officers, and to authorize them for the coming year, as they will find to be of service and best interest to the public, to which the marksmen will then also be bound to obey, being until then. The shooting officers chosen for this first year were: the outgoing councillor of Borger Steven Jansz, as sargeant and head of the shooting club,

These prescribed officers and marksmen (under their own officer's jurisdiction) will have to regulate their claims in all matters according to the regulations concerning the free marksmen and citizens of Batavia, meaning as much as may be agreed upon with this residence and colonists, and of which the necessary articles, etc., will be drawn up to regulate them.
Christiaen Jansz van Hoesem arrived here on July 9, 1654, by the ship Goutsblom for soldiers at 9 guilders, later adjusted to 12 guilders. A currently free will guard, who has good knowledge of handling horses, is being accepted back into Comps' service at his request, since we lack a suitable person for this purpose, for another five years as owner of Comps' stables, 649 guilders a month, with a stipend and wages commencing today, but on the condition that if his wife comes here, she will be released.
And also the corporal of the midshipmen Pieter Cruijthoff, being employed as a master builder at Comps. Christiaen Jansz van Hoesem hier te lande gecomen 9 Julij ao. 1654 per ‘t schip de Goutsblom voor soldaet a 9 gl. naderhandt verbetert tot 12 gl. jegenwoordigh vrij wiltschut, welcke goede kennisse hebbende om met paerden om te gaen, wordt vermits ons daer toe een bequaem persoon ontbreeckt op sijn versoeck weder in Comps. dienst aengenomen voor noch 5 jaeren alsopsiender van Comps. paerdestal649 a 12 gl. ter maent, verbandt ende gagie heden ingaende, edoch onder die conditie, dat ingevalle sijn vrouw hier comt denselven weder in vrijdom sal treden.
Ende alsoo den corporael van d’ adelborsten Pieter Cruijthoff, gebruijckt wordende als bouwmeester op Comps. corenbouw, versoeckt om costgelt te mogen hebben vermits dagelicx heen ende weder na ‘t landt moetende gaen, selden op sijn tijt hier noch daer aen de back can wesen, Soo is om den selven in dien nodigen dienst te meer te encourageren hem sulcx toegestaen, namentlijck 4 Ra ‘s maents sonder subsidie offte meer.
Aldus gedaen ende geresolveert in ‘t Fort de Goede Hoope ten dage ende jaere als boven.
