And even if everyone is allowed to fetch, each one entering the pans without knowing, making the salt very dirty and sandful, as if taking and dragging it away just as eagerly, one after the other, how eagerly the Hottentoes also fetch it, and that they only have to do it in small groups as they please, which also happens only rarely and not exactly in the right way. time &a., Such and more being considered by the Council, Item also that in accordance with the order of the Honourable Commissioner Van Goens, a party could also be sent to India with good profit. It was finally agreed after various deliberations with the free Saldanha farmers, to hand over to them for a trial for this season all the salt pans of this Cape, large and small, wherever and whenever they might be located, on condition that they would have it all and as much as possible, to bring from the salt pans very clean and nicely high and dry in heaps, and to cover them under mats or otherwise in such a way and to preserve it that it preserved for smelting and can be collected all year round, both during the wet and dry monsoon when it suits the E. Compe., and that by the Compe.'s own wagons and people from the places where the aforementioned free Saldanha farmers or salt workers will have brought it in heaps from the pans, without them being allowed to sell, honor or deliver any salt to anyone other than to the E. Compe., who, as lord of the land, awards it himself, and that then also as wages for labor for a real of 48 stuivers per full register, since the Compe. the trouble and expense of fetching with their own wagons and crew will be borne by themselves,
And so that their Honour may be less likely to be defrauded, subverted, or dispossessed of their own property in this matter of justice, it is also understood that the following Interdiction will be published and posted everywhere where appropriate, with the following content:
"The Commander and Council of the Fort of Good Hope, etc., hereby declare:"
"As mentioned above by the Commander and Council, in accordance with their resolution today specifically taken on this matter for the benefit of the Honourable Compe." it has been decided to surrender to the free Saldanha farmers, before this dry monsoon, all the salt pans of the entire Cape, under the condition made with them, And that they will not be allowed to supply, sell, honor or otherwise supply the least amount of salt to any other than the E. Compe., under whatever pretext it may be. Thus all freemen will be treated as well as Comps. servants, in accordance with the verbal warning and interdiction issued before that date, were again expressly forbidden and warned, as is the case herewith, that none of them would be able to extract any salt from any of the salt pans themselves, neither by Hottentoos or otherwise, directly or indirectly, or under whatever condition it might be, and however close the salt might grow and be found to their houses or elsewhere outside their own land. On penalty of the same and 10 reals moreover for the first, double for the second, and additional amounts upon arbitral correction in addition, And to be approached by the tax authorities as alienators and winders of Comps. property, as it is, And by right of which the same salt pans have also been transferred to the aforementioned Saldanhavaerders to seek their profit from, to Comps. and all of the free accommodation etc., the fine will be applied 1/3 for the free Saldanhavaers or soutwerkers if they are attracted to it, 1/3 pro fisco, and the rest for the poor.'
Thus done and resolved in the Fort of Good Hope on that day and the following year as above: together with this Interdiction prounounced and approved the 15 following.621
