English translation
As our Lords Majores in the fatherland, for reasons their Honor. hereby moved to understand that the freemen here at Cabo de Boa Esperance will not be able to trade any beast or cattle from the inhabitants of this country, but rather from the E. Compe. (those having excess) must fetch and buy at the price and on the conditions agreed upon to estimate and set an offer. Therefore, in accordance with the same order, we have hereby wanted to direct the free citizens to do so, and in accordance with this forbid the cattle trade, with the warning that they will also have to refrain from it, on pain of losing all such cattle as may be found to have traded with the inhabitants after this, and to which end the free citizens are also charged with buying all they have left over for this from the E. Compe. Purchased goods must be returned within two 24-hour periods, to be collected without damage at the same price, on penalty of any such purchases as are found to have been omitted after the aforementioned period by the tax authorities upon inspection of their home, or any subsequent purchases.
And in order to know for certain whether the freemen of this order have also committed any crimes or committed any animal cruelty, they must bring all their young calves and sheep, each time the animal is young, in addition to any slaughter they may deem permissible, according to the stipulated penalty, and also any such livestock, if any more than the amount brought in is found to be with them during a visit (always to be done by the commissioner at the appropriate time). It will also not be possible to sell any animal (meaning cattle, sheep, or pigs) to each other without the prior consent of the Commander and Council of this fortress, and to have the deed thereof executed by the Secretary of that fortress, on the pretext of nilness, so that everything may proceed in good order and be lawful.
Continuing, furthermore, all the aforementioned regulations (not contradicting these) are in full force and effect, as if they were also fully incorporated into this one.495
Thus done and arrested in the Fort of Good Hope on the date as above, also pronounced and posted in the appropriate place on the 5th of the following day.
