Since, according to all the circumstances, one cannot conclude otherwise than that Herrij (holding himself as head of the Hottentoes here on the Cape lands) is first and foremost the principal rudder or the cause of the theft of Comp's goods and the murder committed against the Dutch boy in October 1653,
Item above his disloyalty to Comp's merchants, etc. 1655, to be accused of being a criminal, which ours has led to believe that the Saldanhars stole from him deep in the country, and yet, it is well said by others of his own people, he has thereby enriched himself disloyally, as is also evident from the large number of criminals he has at his disposal, since at Comps. first arrived in 1652, he had nothing else to live on than the very first of all these people;
Furthermore, his procedures appear to be complete and clear, and he, in place of the E. Compe. to be faithful, and to invite the Saldanhars to the trade, respecting the good salaries offered to him for this purpose,336 seeking and attempting to ward them off by all possible means, and even to boldly propose and persuade our own people here to attack the aforementioned peoples with Comp's combined power at the right opportunity and to rob them of their wealth, etc.
For all the aforementioned and many other reasons and considerations (too long to insert here), the E. Compe. It would not be expedient or advantageous to transport the present (as he was within the fort and beyond all suspicion) from here on the ship Malacca, which was sailing at full speed, and bring him to Batavia.
On which, the aforementioned advisory votes were then called for by His Eminence. It has finally been decided, after much deliberation, to hold this matter somewhat in suspense due to the numerous difficulties that still exist, namely:
That some of his friends, out of a desire for revenge, have abandoned the roads, both for our forest and other people, as well as the freemen, who were not yet properly secured; but they are only just beginning to stabilize, creating unsafe conditions everywhere, and occasionally treacherously murdering some or, as one might say, giving them the boot.
Besides, there is also the fear that the people from within (East Flanders, primarily needed for the cattle trade) might be alienated by Herrij's associates, and thus cause great change among them. This, however, must be countered with all possible means and is necessary for us, especially since it is expected that they will withdraw here by the rainy season (now almost upon us), as in two years' time. This can well be dealt with, whereas, contrary to Herrij, not all the Caepmans and their adherents (although they are good part (The bestiality) is not always available, nor is any service in the world, such as sometimes when they feel like fetching some fuel and having their advances help us with theft and inconvenience, etc.
Then, as the aforementioned principal advice and opinion has emerged,337 that transporting all the Caepmans, etc., would be too cruel, and regarding Herrij's affairs, nor should anything else be superseded until further and better expediency.
Furthermore, the aforementioned has been submitted in Council by His Eminence, the care of the Lords Masters, our Principal[s], regarding the necessary management of Comps. victuals and, in accordance with the new regulations established therein, to the end that a strict and fixed regulation should be maintained by the heads of the ships and offices respectively therein, such also being necessary for this place (its Honorable Mentioned, not as it would be at great expense), and therefore devised a memorandum or petition, which shall be submitted annually to the aforementioned Honorable Mentioned and the Honorable Mentioned, Governor General and Council of India, as further detailed hereinafter.
In Rade, several individuals also appeared who, due to the deaths of some, provisionally filled the vacant positions and, according to the testimonies of their chiefs, were well-dressed, all having been on the ship Malacca. It was therefore decided to augment her and confirm her position under the following conditions and improvements:
Pieter Jansz van Dort, quartermaster, at 14 guilders per meter on the ship Malacca, who arrived here and currently serves, having occupied the position of captain on the ship, to contribute 20 guilders per meter since the latter's death.
Dirck Jansz Swart, boss, at 12 guilders per meter. ship arrived here, and in return acknowledged the quartermaster's place in the place of PPieter Jansz, mentioned above, 14 guilders per month since the time mentioned above.
Jan Anderiesz, a soldier at 9 guilders per month and requesting to be re-enlisted as a sailor, was permitted to sail for a ship at 11 guilders, provided he was obligated to pay the Company the agreed five-year stipend.
Pieter Jansz of Antwerp, who came here as a sailor at 11 guilders and requested to be a soldier, was granted this and appointed 9 guilders, provided he would serve a five-year stipend in lieu of his agreed three-year stipend, as all soldiers would.
Nicolaes Paresij of St. Amant, who was fraudulently reported and accepted as a midshipman by silver merchants in the Netherlands, was accepted as a midshipman for 10 guilders per month by the E. Compe, and was found to be only slightly more than a decent young man. He is hereby awarded a salary of 10 to 7 guilders per month, subject to his soldierly qualifications.
Pieter Potter of Amsterdam arrived here on the ship Nieuw Rotterdam for a midshipman for 10 guilders. 1655, which has since been used, and primarily in the presence of the E. Commissioner van Goens, present here, for measuring the Cape lands and creating maps, etc., is hereby confirmed, in view of his request and ability, as surveyor and mapmaker, and a remuneration of 15 guilders per month, effective today, is granted.
Thus done and resolved in the Fort of Good Hope on the date and year as above.

Off het om alle de gemelte ende meer andere redenen ende consideratien (te langh alhier te insereren) d’ E. Compe. niet soude dienstigh ende voordeeligh wesen, dat men den selven jegenwoordigh (als sijnde binnen ‘t fort ende buijten alle suspect vermoeden) met ‘t zeijlreedt leggende schip Malacca van hier vervoerden ende na Batavia bracht.
Op ‘t welcke dan door Sijn E. voormelt de stemmen adviserende affgevordert wesende, Is eijntl. na vele genomen consideratien verstaen die sake noch wat suspens te houden vermits de veelvoudige swaerigheden, daerinne voor als noch gemaeckt wordende, als namentlijck:
Dat wel eenige van sijn vrienden uijt wraecksucht de wegen, soo voor ons bos ende ander volcq als ook de vrijel. die noch niet wel vastsitten; maer hun eerst beginnen te stabileren, overal mochten onveijligh maken, ende nu ende dan sommige verradelijck vermoorden offte soo men seijt de clap geven,
Behalven dat ook te vresen sij, ‘t volck van binnen (d’ E. Compe. voornaementlijck voor de vee-handel nodigh) door Herrijs consorten souden affkerigh gemaeckt, ende alsoo groote alteratie onder deselve gecauseert mogen worden, welcke nochtans met alle mogelijcke middelen dienen tegemoet gegaen ende tot ons affgenodight, te meer dewijl men vermoet deselve tegen de regentijt (nu haest aenstaende) gelijck over 2 jaren sullen herwaerts affsacken, van de welcke wel sal cunnen gehandelt worden, daer ter contrarie van Herrij noch alle de Caepmans ende hare adherenten (schoon sij goedt deel bestiael hebben) niet altoos te crijgen is, noch oock eenigen dienst ter werelt als somtijts wanneer ‘t haer lust wat branthout te halen, ende hun vorders met stelen ende overlast aen d’ onse te doen behelpen &a.,
Sulcx dan als vooren ‘t principael advijs ende gevoelen daer op is gebleken,337 dat alle de Caepmans &a. te vervoeren al te cruel soude sijn, ende aengaende de saken van Herrij, noch wat mede te supercedeeren tot nader ende beter opportuniteijt.
Is wijders bij Sijn E. voormelt in Rade voorgedragen de sorghvuldigheijt van de Heren Meesters onse Principal[en] over de nodige mesnagie van Comps. victualien ende ingevolge de nieuwe ordres op deselve gestelt, ten eijnde bij d’ opperhooffden van de schepen ende comptoiren respective daerop soude mogen worden gehouden een nau ende vast reglement, sulx ook voor dese plaetse (haer Ed. noch niet als tot groote costen op den hals sijnde) nodigh sij, ende derhalven beraemp[t] een memorie offte requeste ‘t welc[ke] alle jaren aen opgemelte haer Ed. ende d’ Ed. Hr. Gouvr. Genl. ende Raden van India sal overgesonden worden als bij deselve hier annex nader te sien.
In Rade ook verschenen eenige personen welck[e] door ‘t overlijden van sommige die vacante plaetsen provisionelijck hebben waergenomen ende volgens de getuijgenissen haerder opperhooffden wel becleet, mitsgaders altemalen bescheijden op ‘t schip Malacca , soo is verstaen deselve te augmenteren ende in hare bedieninge te confirmeren onder sodanige conditien ende verbeteringen als hierna volgende t’ weten:
Pieter Jansz van Dort, quartiermeester a 14 gl. per mt. per ‘t schip Malacca hier gecomen ende jegenwoordigh bedient hebbende de plaetse van cock op do. schip, sedert ‘t overlijden van den selven toe te leggen 20 gl. ‘s mts.
Dirck Jansz Swart bossr. a 12 gl. per do. schip hier gecomen, ende jegenwoor[digh] becledende de quartiermeesters-plaetse in stede van Pieter Jansz bovengenoempt, 14 gl. ‘s maents sedert den tijt als voren.
Jan Anderiesz soldaet a 9 gl. ‘s mts., ende versoeckende te mogen werden gerechargieert tot matroos, is toegestaen te varen voor bossr. a 11 gl. mits gehouden sijnde desselffs aengenomen vijff jarigh verbandt aen de Compe. te voldoen.
Pieter Jansz van Antwerpen hier gecomen voor matroos a 11 gl. ende versoeckende te mogen wesen soldaet, wert daer toe geconsenteert ende gestelt tot 9 gl. mits in plaets van sijn aengenomen driejarigh in een 5 jaerigh verbant als alle soldaten sal treden.
Nicolaes Paresij van St. Amant door sielvercoopers338 in ‘t vaderlandt in plaets van een flux man d’ E. Compe. fraudaleuslijck aengebracht ende doen aennemen voor adelborst a 10 gl. ‘s mts., ende bevonden sijnde maer te wesenniet offweijnigh meer als een degelijcke jonge, wordt bij desen gedessendeert van 10 tot 7 gl. ‘s maents, isechterbehoudende de qualite van soldaet.339
Pieter Potter van Amsterdam hier te lande gecomen met ‘t schip Nieuw Rotterdam voor adelborst a 10 gul. ao. 1655 welcke seedert ende principalijck jegenwoordigh staende des E. Commissaris van Goens aenwesen alhier gebruijckt is tot het meeten van de Caepse landerijen ende maecken der kaerten etc., wort ten dien insichte op sijn versoeck ende bequaemheijt bij desen tot lantmeter ende kaertemaecker geconfirmeert ende toegeleght een belooninge van 15 gul. maendelijcks, heden ingaende.
Aldus gedaen ende geresolveert in ‘t Fort de Goede Hope ten dage ende jaere als boven.
