Present: the Honorable Sir and Sir Wouter Valckenier, Councillor Ordinary of the Netherlands India and Commissioner of this Government, and the Honorable Gentlemen Councillors Extraordinary Wilhelm Adriaan van der Stel and Wijbrand Lijcochthon, as well as the Governor and other Political Councillors.
The aforementioned Honorable Commissioner, having presented to the meeting the further explanation of the poor condition of the return ship Waalstroom, requested all the chief shipwrights of the present return ships, and others. on the 26th of this month of February,41 further granted, where they state that while the goods in the hold, for further investigation of their defects, had been unloaded and cleared in such a way that the beams and rafters could be properly reached, how there, in the presence of two commissioned skippers, they had first found that the rafter was completely damaged, because it was rotten and mouldy in many places, so that the rafters also no longer had anything to support them, except that some of them were also broken, one of them completely in pieces, and the rest completely damaged; add that the bolts could no longer be secured because of this, as well as that some supports, including those of similar types, were also damaged in many places, and the timbers, in particular, were dependent on this, from which the ship must receive much of its security and support. In this regard, they also maintained, for reasons given in their previous statement, that the Waalstroom is unsuitable for sailing from here and unworthy of the cost of repair, even though it was already in Amsterdam in that form; Having considered all this in more detail and carefully considered the matter, it has been unanimously decided to dry-land the desolate Waalstroom, close to the shore, here, to be demolished and diverted. Provided, however, that the wood and ironwork, etc., to be removed from there, will be used for the greatest benefit and advantage of the Royal Dutch Company.
It has also been understood, at the Governor's suggestion, that all the coal found in the ship Lek will be removed from it and kept ashore here to be used for the construction of the necessary ironworks, both for the Company's ships and for the continuation of agriculture, as otherwise, due to a lack of wood and coal, one would have to stop.
Also, that the tobacco, which is at least in the Company's Warehouses, up to 16,000 pounds, were found not to be spoiled by prolonged storage, given the small amount of wear and tear that still exists there, and to dispose of them more effectively. It was also approved to leave these at the roll, if necessary, for half a Rijxdr. of the lb. [value] 42

De opgemelte Edle.Heer Commissaris ter vergaderinge hebbende voorgedragen de nader verklaringe van de slegte gestalte van het retourschip de Waalstroom bij alle de opperscheepstimmerluijden van de presente retourschepen &a. den 26n dezer maand Februarij nog nader verleend,41 waar bij dat zij luijden verklaren terwijle de goederen in ‘t ruijm, tot verder ondersoeking van desselfs defecten, sodanig waren ontladen en opgeruijmd dat bequamelijk bij de kniens en balken konden komen, hoe aldaar ten overstaan van twe gecommitteerde schippers eerstelijk bevonden hadden dat de balkweger geheel slegt was, doordien dat de zelve op veel plaatsen verrot ende vermollemt is, sulks dat ook de balken daar op voortaan geen steunsel nog ruste meer hadden, behalven dat ook daar van enige stukke waren en een der selver geheel aan stukken, en de overige gants slegt; invoegen dat ook de bouts daar door geen vastigheijd meer konden hebben, mitsgaders dat mede enige steunders als van gelijken ook het dek van ondren op veel plaatzen slegt waren, en insonderheijd de lijfhouten daar aan dependent, en waar van het schip veel vastigheijd en steunsel moet ontfangen. Oversulx sijluijden en ook om redenen in hare vorige verclaringe daar af mede gegeven, als nog daar bij gestand deeden, dat de Waalstroom onbequaam is om van hier te konnen varen en de costen van reparatie onwaardig, schoon al in die gestalte t’ Amsterdam lag; Alle ‘t welke nader ingesien en de saak voorts rijpelijk overwogen hebbende: Soo is dan eenpaarlijk besloten den geseijden desolaten bodem de Waalstroom alhier digt onder de wal op ‘t droge te setten om gesloopt en afgeleijd te werden: Mits nogtans dat met het daar af gehaald werdende hout en yserwerk &c. ten meesten voordele en nutte van d’ E.Compe. zal werden gehandeld.
Zijnde ook op het voordragen van den Gouverneur verstaan dat alle de smeekolen, dewelke in ‘t schip de Lek sullen werden bevonden daar uijt geligt en hier aan land aangehouden sullen werden omme te dienen tot het maken van de nodige ijserwerken, so van ‘s Compangies schepen als tot voortsetting van de landbouw als anders, waar mede men andersints bij gebrek van hout en houtte kolen zoude moeten stil staan.
Mitsgaders op dat de tabak die althans in Comps. pakhuijsen wel tot lb. 16000 werd bevonden, niet door het langwijlingh leggen mogte comen te bederven, vermits de kleijne vertier en sleet die daar in tot nog toe is, en om dezelve te beter van de hand te setten, Soo is mede goedgevonden deselve bij de rol alle ende een ijgelijk, des van noden hebbende, het lb. voor een halve Rijxdr. over te laten.42
Aldus g’arresteert ende besloten in ‘t Casteel de Goede Hoop ten dage en jare voors
