Present: the Honourable Mr. and Mrs. Wouter Valckenier, Councillor Ordinary of the Netherlands India and Commissioner of this Government, and the Honourable Gentlemen Councillors Extraordinary Willem Adriaan van der Stel and Wijbrand Lijcochthon; together with the Governor and the other Political Councillors.
The Honourable Commissioner has presented to the meeting the secret letter from their Honourable Great Commander, the Commissioners of the Secret Affairs, dated 6 October. 1699, with the Dutch ships Oestgeest and Lek, at least while anchored in the Saldanhabhaij,26 arrived, and in which are enclosed the secret sea and orders by which the chiefs of the present return fleet must conduct themselves during their further journey from here to the homeland. It was therefore decided to convene the Combined Council in the afternoon to further deliberate on the matter together.
Furthermore, it was also resolved to punctually follow and comply with the orders of His Honor, according to the same letter of June 27, 1699, after the preceding lecture.27
And where, furthermore, His Honor The meeting proposed the proposal to approve the issued bills regarding the deliveries to be made to the ships, hospital, etc., passing back and forth to the E. Comps., drawn up and submitted to the former town councilor, Henning Husing, in order for the E. Comps. to perform the delivery for a period of ten consecutive years under the conditions he proposed and estimated therein. Thus, after examination and amicable agreement, as annotated in the margin of that by His Honor, it was resolved to formulate two identical conditions, according to which the E. Comps. and the aforementioned Henning Husing would have to regulate them.
And while it had previously been customary here for a freeman, a Comps. A servant requested on loan, half of his wages has been paid in the Comps. cash, and through which the E. Compe. has now and then obtained some bankers' fees. Therefore, to prevent this, and for other reasons, it has also been agreed that after this, the wages of a Comps. servant, who is borrowed for a period by a freeman and authorized by the Honourable Mr. Governor, will be immediately debited from the pay books and transferred until the stipulated time has elapsed or the E. Compe. again requires him, as when his previous wages are resumed. It is further understood, in accordance with the order of Our Lords Majores dated the 27th of July28, 1699 aforesaid, to open and free the exchange with the Hottentots to all and every one of these free residents, and to revoke the edict issued to that effect by the Noble Mr. Governor and the Council on the 19th of October 169729; under the following restriction and condition, however, that in the event the Noble Mr. Governor is required to provide draught animals, the said free residents will at all times, and by order of the Noble Mr. Governor, be obliged to supply the Noble Mr. Governor with as many animals for the sum of ten guilders apiece, as the Noble Mr. Governor can provide. of necessity, every resident or freeman in proportion to the livestock or beasts they possess.
Finally, it was also unanimously approved to appoint two commissioners, as the cashier, Henricus Munckerus, and the garrison bookkeeper, Jacobus Cruse, to review and examine the free books held here at the pay counter, to determine what good and bad debts the freemen owe here; and what could still be collected, so that a proper report could be made to the High Indian Government.
Thus, it was decided and decreed in the Castle of Good Hope on the day and year aforesaid.

‘on the one hand, and Citizen Councillor Henning Husing on the other, who declared (that the Lords Majors, according to their Honorable and Esteemed letters of July 27, 1699, had been pleased to understand that the free inhabitants of this city would be permitted and authorized to buy or exchange, or to have bought or exchanged, cattle, small and large, from the Hottentots, in order to deliver them, well-cared for and fattened, to the Electoral Company. This was also done: a proper bill was issued, and the free citizens were informed whether they were willing to supply, both to the Company's ships and to the hospital, etc., although good, decent meat was to be delivered by the lb., on which no one as the second appearing party has indicated and shown willingness to do so) have been agreed upon and reached with the other, namely:

Door den Edle. Hr. Commissaris ter vergaderinge g’exhibeert zijnde den secreete brief van haar Edle. Groot Agtbe. d’ Hrn. Gecommitteerde Bewindhebberen van de Secreete Saken, van dato den 6n Octobr. 1699 met de vaderlandsche scheepen Oestgeest en de Lek , althans in de Saldanhabhaij geankerd leggende,26 overgekomen en waar in geslooten zijn het secreet zeijn en ordres waar na de opperhoofden der presente retourvloot, geduurende haare verdere reijse van hier na ‘t vaderland, haar sullen hebben te gedragen. Soo is daar op goed gevonden den gecombineerden Raad des naarnoens te convoceeren, omme wijders gezamentlijk daar over te delibereeren.
Verder soo is ook geresolveerd de beveelen van haar Edle.Hoog Agtbe. volgens derselver brief van den 27n Junij 1699 na voorgaande lecture punctueelijk op te volgen en na te komen.27
En waar op wijders ook bij zijn Edle. ter vergaderinge is voorgedragen ‘t project accoord op de g’affigeerde biljetten aangaande de te doene leverantie, soo aan d’ E. Comps. heen en weer passeerende scheepen, hospitaal &a. bij den oud borgerraad Henning Husing opgesteld en ingeleverd, omme d’ E.Compe. voor den tijd van thien agter eenvolgende jaaren op zijn daar bij voorgestelde en beraamde conditien de leverantie te presteeren: Soo is dan na gedane examinatie en minnelijke overeenkominge als in margine van dien bij zijn Edle. is g’annoteerd, geresolveerd twee eensluijdende conditien te formeeren, waar naar d’ E.Compe. en de voors. Henning Hüsing haar sullen hebben te reguleeren.
En terwijle tot nog toe alhier in gebruijk was geweest dat een vrijman, een Comps. dienaar in leening versoekende, desselfs halve gagie in Comps. cassa is betaald geworden, en waar door d’ E.Compe. soo nu en dan al eenige bancquerotten heeft bekomen gehad, Soo is tot voorkominge van ‘t selve, en om andere redenen meer, ook eenpaarlijk verstaan om na desen de gagie van een Comps. dienaar, dewelke door een vrijman voor eenigen tijd ter leen versogt, en door d’ Edle. Hr.Gouverneur toegestaan sal werden opstonds bij de soldijboeken af te schrijven en soolange te doen cesseeren tot dat den gestipuleerden tijd verstreken sal wesen of den Hr. Gouverneur hem ten dienste der E.Compe. weder van noden sal hebben, als wanneer zijn voorige gagie weder sal werden inges. en cours neemen.
Is nog wijders verstaan ingevolge d’ ordres onser Heeren Majores van dato den 27n. Julij28 1699 voors. de ruijling met de Hottentots alle ende een iegelijk deser vrije ingezetenen liber ende open te stellen, en het placcaat bij den Edle.Hr.Gouverneur en den Raad den 19n October 1697 daar tegens gestatueert,29 in te trecken; onder dese volgende restrictie en conditie nogtans, dat ingevalle d’ E. Compe. benodigd zijnde om trekbeesten, de gezeijde vrije ingezetenen ten allen tijden, en ter ordre van den Edle. Hr. Gouverneur ten dienste der E.Compe. sullen gehouden wesen soo veel beesten te leveren tegen een somma van thien gulds. ‘t stuk, als d’ E. Compe. van noden sal hebben, ijder ingezeten of vrijman na proportie van ‘t vee of beestiaal dat hij heeft.
Eijndelijk soo is ook unaminiter30 mede goed gevonden twee gecommitteerdens aan te stellen als den cassier, Henricus Munckerus, en den guarnisoen boekhouder, Jacobus Cruse, omme op de vrijboeken alhier ten soldij comptoir berustende, na te sien en t’ examineeren wat goede en quade schulden de vrijborgeren alhier ten agteren staan; en wat daar af nog souden konnen werden ingezameld, omme de Hooge Indische Regeeringe daar af mede behoorlijk rapport te konnen doen.
Aldus g’arresteert en beslooten in ‘t Casteel de Goede Hoop ten dage enjaare voors.31

Hoog Agtbre. aanschrijvens van den 27n Julij 1699 hadden gelieven te verstaan dat de Vrije ingesetenen deser stede soude werden toegelaten en gepermitteerd ‘t vee, kleijn en groot, van de Hottentots te koopen ofte ruijlen, of te doen coopen ofte ruijlen, om ‘t selve wel besorgt en vet gemaakt zijnde, aan d’ E.Compe. te leveren, dat daar op ook was gedaan: attigeren billet en daar bij aan de vrijburgers bekent gemaakt, of deselve genegen waren, soo aan Comps. scheepen als hospitaal &c., schoon bij de lb. te leveren goed deugtsaam vlees, waar op dan niemand als den tweden comparant sig heeft aangegeven gehad en daar toe genegen getoond) met den anderen te sijn over een gekomen en veraccordeert, namentlijk:’
‘Dat den tweden comparant bij deesen belooft en gehouden blijft den tijd van tien agter een volgende jaren aan des E.Comps. scheepen, hospitaal &c. te leveren soo wel ossen als schapen vlees ieder lb. schoon, tot twe en een halve stuijver swaar geld, welverstaande vaderlandse schapen of halfslag, mitsgaders een hooft, tong, hart, lever en long van een beest voor twaalf sware stuijvers, en van een schaap ses stuijvers, mits dat de leverancie ten overstaan van twe gecommitteerdens (en gelijk tot nog toe is gedaan) wegens desselfs deugt of ondeugtsaamheijd, altijd, en soo menigmaal sulx geschiet, sal werden gevisiteert en bij deselve daar over als naar behoren erkend.’
‘Dat wanneer des E.Comps. vee uijtgesogt is van slagtgoed en trekossen, soo sal hij twede comparant binnen den tijd van een maand ‘t overschot groot en kleijn, de schapen ieder stuk voor drie guldens Caabse valuatie, en de beesten voor twaalf gelijke guldens moeten aannemen, en daar en boven gehouden weesen sulk soort van vee en getal als hij sal komen te ontfangen, na ‘t expireren van de voors. tien jaren voor de voors. prijs weder aan d’ E.Compe. over te laten, bij aldien d’ E.Compe. deselve alsdan van noden heeft en aannemen wil, en anders niet.’
‘Dat ook hij twede comparant aan d’ E.Compe. soo veel beestenvellen als benodigt heeft, sal moeten leveren, ieder voor een halve Rdr. en de schapenvellen voor niet.’
‘Dat daar en boven gehouden sal weesen tot voldoeninge en prestatie van ‘t geene voors. aanstonts bij ‘t passeeren deser te stellen twe suffisante borgen, ten genoegen van d’ E.Compe., die haar elks een voor al als principaal sullen moeten verbinden onder renunciatie van de benefitien ordinis, divisionis et excussionis de cragt van dien houdende voor bekend.33 ‘
‘Waar tegens d’ E.Compe. aan hare zijde ook beloofd aan den tweden comparant, ten sijnen gebruijk te laten de drie Fontejnen op dese zijde [van] de groene kloof , en van daar af na de Strand aan de andere zijde onder den Dassenberg om, omtrent na de Saldanhabhaij toe geleegen, om sijn vee aldaar te wijden en brood-coorn voor sijn volk te zaijen. Sonder dat hij aldaar in ‘t wijden van imand vermag geincommodeert of benadeeld te werden, ten tijd toe en soo lange hij continueert bij de leverancie van ‘t voors. vee, dog dat evenwel den eijgendom daar van sal blijven aan d’ E.Compe.’

Door den Edle. Hr. Commissaris ter vergaderinge g’exhibeert zijnde den secreete brief van haar Edle. Groot Agtbe. d’ Hrn. Gecommitteerde Bewindhebberen van de Secreete Saken, van dato den 6n Octobr. 1699 met de vaderlandsche scheepen Oestgeest en de Lek , althans in de Saldanhabhaij geankerd leggende,26 overgekomen en waar in geslooten zijn het secreet zeijn en ordres waar na de opperhoofden der presente retourvloot, geduurende haare verdere reijse van hier na ‘t vaderland, haar sullen hebben te gedragen. Soo is daar op goed gevonden den gecombineerden Raad des naarnoens te convoceeren, omme wijders gezamentlijk daar over te delibereeren.
Verder soo is ook geresolveerd de beveelen van haar Edle.Hoog Agtbe. volgens derselver brief van den 27n Junij 1699 na voorgaande lecture punctueelijk op te volgen en na te komen.27
En waar op wijders ook bij zijn Edle. ter vergaderinge is voorgedragen ‘t project accoord op de g’affigeerde biljetten aangaande de te doene leverantie, soo aan d’ E. Comps. heen en weer passeerende scheepen, hospitaal &a. bij den oud borgerraad Henning Husing opgesteld en ingeleverd, omme d’ E.Compe. voor den tijd van thien agter eenvolgende jaaren op zijn daar bij voorgestelde en beraamde conditien de leverantie te presteeren: Soo is dan na gedane examinatie en minnelijke overeenkominge als in margine van dien bij zijn Edle. is g’annoteerd, geresolveerd twee eensluijdende conditien te formeeren, waar naar d’ E.Compe. en de voors. Henning Hüsing haar sullen hebben te reguleeren.
En terwijle tot nog toe alhier in gebruijk was geweest dat een vrijman, een Comps. dienaar in leening versoekende, desselfs halve gagie in Comps. cassa is betaald geworden, en waar door d’ E.Compe. soo nu en dan al eenige bancquerotten heeft bekomen gehad, Soo is tot voorkominge van ‘t selve, en om andere redenen meer, ook eenpaarlijk verstaan om na desen de gagie van een Comps. dienaar, dewelke door een vrijman voor eenigen tijd ter leen versogt, en door d’ Edle. Hr.Gouverneur toegestaan sal werden opstonds bij de soldijboeken af te schrijven en soolange te doen cesseeren tot dat den gestipuleerden tijd verstreken sal wesen of den Hr. Gouverneur hem ten dienste der E.Compe. weder van noden sal hebben, als wanneer zijn voorige gagie weder sal werden inges. en cours neemen.
Is nog wijders verstaan ingevolge d’ ordres onser Heeren Majores van dato den 27n. Julij28 1699 voors. de ruijling met de Hottentots alle ende een iegelijk deser vrije ingezetenen liber ende open te stellen, en het placcaat bij den Edle.Hr.Gouverneur en den Raad den 19n October 1697 daar tegens gestatueert,29 in te trecken; onder dese volgende restrictie en conditie nogtans, dat ingevalle d’ E. Compe. benodigd zijnde om trekbeesten, de gezeijde vrije ingezetenen ten allen tijden, en ter ordre van den Edle. Hr. Gouverneur ten dienste der E.Compe. sullen gehouden wesen soo veel beesten te leveren tegen een somma van thien gulds. ‘t stuk, als d’ E. Compe. van noden sal hebben, ijder ingezeten of vrijman na proportie van ‘t vee of beestiaal dat hij heeft.
Eijndelijk soo is ook unaminiter30 mede goed gevonden twee gecommitteerdens aan te stellen als den cassier, Henricus Munckerus, en den guarnisoen boekhouder, Jacobus Cruse, omme op de vrijboeken alhier ten soldij comptoir berustende, na te sien en t’ examineeren wat goede en quade schulden de vrijborgeren alhier ten agteren staan; en wat daar af nog souden konnen werden ingezameld, omme de Hooge Indische Regeeringe daar af mede behoorlijk rapport te konnen doen.
Aldus g’arresteert en beslooten in ‘t Casteel de Goede Hoop ten dage enjaare voors.31
