Presentibus omnibus, dempto den cashier Hendrik Munckerus.
Den Edle. Lord Governor presented various explanations at the meeting due to the great desolation of the return ship, Nieuland, anchored in the Saldanhabhaij, by his Honor. order among various skippers, first mates and chief ship carpenters. &c. so on the ships of this year's second dispatch, as well as some Dutch bottoms present at that time, are described, from that date on the 15th of May, 10th of July and 19th of this month122 as for a precise inspection and inspection of that bottom, so at the time when it was still loaded and according to the date that of its containing return goods was completely unloaded, wherefrom it was clearly evident not only its multiple disasters and breaks, but especially also that its stern was loose and dislocated; and thus remaining unrepaired, it could not put to sea, much less return to its homeland, nor could it be repaired or mended here on the coast or in the Saldanhabhaij of the said, its fractures and dislocations due to its age and arduous journey, unless at best it could be shipped with a light cargo from here to Batavia or elsewhere to India; provided also that the aforementioned ship's carpenters have come to require a specification for this purpose, consisting primarily of many heavy knees, beams and ironwork, excluding all other difficulties and accidents to which a solitary and completely desolate bottom is necessarily subject, and in the Saldanhabhaij, where the required repair and carpentry for the reasons mentioned above must necessarily be done, and could certainly not happen elsewhere, or that they, due to a lack of the said required materials, would reject the said bottom: where in addition to which his Honor has also produced a certain sworn statement to the E.Comps. chief woodcutter and some of his oldest subordinate workers, also laying down the date of August 19th, where it was also noted that there was no wood to be found in Compton's forests that could be used as knees or beams in such a heavy soil, nor would it be suitable, this being further carefully observed, as follows. Even if it were not advisable for us to undertake such a costly repair, for which so much time and labor are required, with our own authority and without prior special authorization, either from our Lords Majores or from the High Indian Government. Therefore, the matter, having been thoroughly considered, unanimously understood, and resolved, is not to impose any repair of consideration on the aforementioned ground beyond the required and expected order, but rather to supercede it with it until the aforementioned first order has arrived from the homeland or from Batavia, so that we can then regulate it precisely. And that also in the meantime the more even ground, so as not to make it too much of a threat to robbers, as otherwise, in the Saldanhabi Hazard, as well as the remaining crew not required for this purpose, will be sent back here when appropriate, to anchor at the most secure location on this island for the time being, provided that 24 to 25 wage earners, including the officers, will remain there to manage it.

Heer Gouverneur ter vergaderinge exhiberende diversse verclaringen wegens de groote desolaatheijt van het retourschip, Nieuland , in de Saldanhabhaij geankert leggende, door zijn Edle. ordre bij diversse schippers, opperstuurluijden en opperscheeps-timmerluijdn. &c. soo op de scheepen deser jaarsse tweede besendinge, als mede sommige doenmaals present leggende vaderlandse bodems bescheijden, van datis den15n Maij, 10 Julij en 19n deses maands122 als tot een nauwkeurige visitatie en beöoging van dien bodem, soo ten tijde als nog geladen en naar dato dat van sijn in-hebbende retourgoederen geheel ontladen was, waer o[m] dan klaarlijk was blijkende, niet alleen desselfs veelvoudige rampen en breuken, maar insonderheijt ook dat zijn achtersteven los en ontset was; en oversulks ongerepareert blijvende, geen zee konde kiesen, veel min na het vaderland versonden werden, noch dat dezelve hier ter rheede of in de Saldanhabhaij van de gezeijde zijne breuken en o[nt]settingen door zijn oudheijt en sware reijse bekomen nie[t] verder noch anders te repareeren ofte herstellen was, als wel eenelijk om in ‘t beste van de tijd met een lichte ladinge van hier na Batavia of elders na India te konnen werden gedimitteert; mitsgrs. ook wat al voo[r] nootwendige materialen en middelen de voors. scheepstimmerluijden bij haarluijden daar van opgegevene specificatie deswegen komen te eisschen, bestaande principalijk in veele swaare knies, balken en ijserwerken, met seclus[ie] van alle verdere swarigheden en toevallen die een sodaane en gants desolaaten bodem seekerlijk onderworpen is en in de Saldanhabhaij , alwaar de vereijste reparatie en timmeringe om redenen daer bij aangehaald nootsaeckelijk moetende geschieden, en niet elders, sekerlijk soude konnen overkomen, of dat zijluijden, bij gebreeke der gezeijde vereijst werdende materialen, den genoemde bodem zijn afkeurende: waer benevens door zijn EdIe. ook nog vertoond sijnde sekere beëedigde verclaringe bij des E.Comps. baashoutcapper en eenige sijner oudste onderhebbende werkluyden, mede leggende onder dato den 19n Augusti vermeld, waar bij dan al mede consteerde hoe datter egeen noch sodanig hout in Comps. bosschen uijtte vinden was, dat tot knies of balken in sulke een swaaren bodem kan werden gebruijkt, noch te pas komen, sulks wijders op het een en ander nauwkeurig aanschouwen genomen zijnde, mitsgs. ook als dat het voor ons niet wel raadsaam was, soo een gantsch kostelijke reparatie, waer toe soo veel tijds en werkluijden benodigd zijn, eijgen authoriteijt en sonder voorgaande daer toe bekomen speciale last, ‘t zij van de Heeren onse Majores of van de Hooge Indisse regeringe, te ondernemen, Soo is dan de saak, rijpelijck overwogen sijnde, eenpaarlijk verstaan en geresolveert, niet buijten de vereijschte en verwacht werdende ordre, eenige reparatie van consideratie aan den genoemde bodem te leggen, maar daar mede liever soo lange te supercedeeren tot dat de gezeijde eerste ordre uijt het vaderland of van Batavia sal ingekomen zijn, om ons preciselijk als dan daar na te connen reguleeren, En dat ook immiddens den meergeseijden bodem, soo om denselven voor roovers, als anders, in de Saldanhabhaij niet al te seer te hazardeeren, als ook mede het overige volk dat daer op niet benodigd heeft, nae India te versenden, bij bequaam wêer herrewaarts aan sal werden gestuurt om op de secuurste plaatse van deese rheede soo lange te ankeren, mitsgs. dat eenelijk tot beheering van deselve daar op sullen verblijven 24 a 25 loontrekkers, daer onder de officieren begreepen.
Verder ook in overleg gebragt sijnde also ultmo. deses maands de Generaale verpachtinge van ‘s lands inkomen alhier staat te geschieden, of ook eenige veranderinge in de respective pachtconditien behooren te werden gedaan, En waar op van gelijken ook behoorlijk aanschouw genomen zijnde, Soo is mede verstaan de verpachtinge op de oude voet voor ditmaal noch alsoo te laten geschieden, uijtgenomen dat in de pachtconditien van de brandewijnen sal influeeren dat de pachter gehouden sal zijn, alle zijn brandewijnen, die hij verkoopt, bij d’ E.Compe. te moeten haalen, sonder eenige brandewijnen noch verdere sterke dranken van de schepen of vreemde natien, noch ook geen Caabse brandewijnen van eenige deser ingesetenen te mogen coopen, of dezelve bij des E.Comps. kelders ontbreekende, dat als dan, alvorens bij de overigheijt alhier daar toe sal hebben geobtineert gehad speciaal consent, op poene hij contrarie doende, en soo menigmaal daar op sal werden achterhaald, tellekens sal vervallen in een boete van duijsend guldn. waar van d’ eene helfte sal werden g’appliceert voor de E.Compe., ende de andre helfte voor den fiscaal.
En dat ook tot voorkominge van alle fraude, en ten eijnde Comps. brandewijnen en verdere sterke dranken in haar vertiering niet verhinderd of verkort, maar in tegendeel te meer mogten gesleeten en geconsumeert werden, een iegelijk deser ingesetenen, soo Comps. dienaaren als vrijluijden bij placcate sal werden geinterdiceert egeene brandewijnen of andere sterkedranken123 van Caabse wijnen gemaakt of gebrand, voortaen meer in groote of kleijne quantiteijt alhier nae de Caab of binnen deese Casteele af te voeren, noch te brengen, om op enigerhande maniere aldaar te vercoopen of uijtventen, op de verbeurtte van gelijke boete van ƒ1000 te verdeelen als vooren.124
Mitsgaders dat het alleen tappen van de Caabse moutbieren voor de selve somma als in de laatste pacht heeft gedaan over het aanstaande jaar aan den brouwer Rutgert Mensing bij forme van accoort sal werden overgedaan, ter oorsaake mede van zijne gedaane verdere presentatie dat belooft heeft uijt geen derhanden hoofden aan zijn voors. pachtpenningen te sullen nog mogen corten, en sijn bieren ook sodanig en goed te sullen brouwen, om te betoonen dat de respective tappers zijn bieren tot noch toe niet hebben uijtgevent gehad, als deselve bij hem van tijd tot tijd aan haerln. waaren gelevert.125
