In the presence of all the members, it is assumed that the chiefs of the present Batavian and Ceylonian returning ships will be present, and each, according to his rank, is listed below.
After deliberation on the latest order received from the Fatherland, in view (praise God) of the current peacetime of their Honorable Great Estimates, the Lords Plenipotentiaries of October 9, 1697,29 and the completed letter from the High Government of the Indies of February 2 of that year,30 regarding the shipping and departure of the ships from here to the fatherland: Thus, for the benefit of the E.Compe. with unanimous consent it was approved and resolved that William of Flanders, to whom their Highnesses at Batavia had been pleased to delegate the order and command over the repatriating ships, the Ghent and Carthage, the same in accordance with this their Honor. Great Eighth order will also have and maintain, both over the present returning Ceylon ships, the Leck, IJsselmonde and the Berckel, since no higher minister than a skipper had seen to it, as well as over the ships the Boor and the Sandloper, which from Batavia as well as the Schellach and the Blois, which were expected from Ceylon every day: in the event of these last four before next Saturday, a day or two not included, if God's weather and wind permitting so, the first five will have to continue their journey to the homeland: but otherwise, in the event the said remaining Batavians will embark and the Ceylon or any of them within the aforementioned. stipulated time here still showed up, and that they could also be sailing in a day or eight at the longest, then in such case the first five Batavian and Ceylon ships mentioned above would have to wait after the last one arrived, in order to continue the voyage from here under the flag of the aforementioned William the Flemish to the port of our homeland, including, in accordance with the instructions of the High Indian Government for the chiefs of the aforementioned ships, the Ghent and Carthage, were also given, and according to which the respective ship's captains must regulate them: And furthermore, according to the said order of the high government of the Indies, the nearest and most capable of the present skippers was appointed to fly the vice-commander's flag, the skipper of Carthage, Servaas Golswaart.33 Then, since none of these ships were sailing at home before the Chamber of Delft, which are usually accustomed to fly the flag of the rear admiral at night, it was also considered good not to dispose of this in this case, but to leave it to the broad fleet council, if necessary, to make the proper arrangements for the voyage: Well understood, however, that Upon the death of the aforementioned commanding skipper, de Vlamingh, according to the aforementioned letter from Her Highness in Batavia, the second skipper of the ship Ghent, Willem van Tessel,34 should not only act in command on municipal soil, but also in command of both ships, the Ghent and the Carthago, and similarly also of those with which the same might be conjoined here at the Cape of Good Hope, just as stated in the aforementioned order of the aforementioned Willem de Vlamingh.35

Nae gehouden deliberatie over de jonxte onfangen ordre uijt Patria, vermits (God lof) de jegenwoordige vredenstijden van haer Ede.Groot Achtb. de Heeren de gevolmagtigdens van den 9 October 169729 ende het opgevollichde aanschrijvens van de hooge Indisse regeringe van den 2e Februarij deses jaars30 aangaande het versenden en vertreck van de scheepen hier van daan nae het vaderland: Soo is voor den dient31 van de E.Compe. met eenparicheijt van stemmen goet gevonden ende geresolveert als dat Willem de Vlamingh32 aan de welcken haer hoogh Edlens. te Batavia het gesagh en commando over de repatrierende bodems, de Gent en Carthago , hadden gelieven te defereren, het selve ingevolge dese haer Ede. Groot Achtb. ordre ook sal hebben en behouden, soo over de praesente retournerende Ceijlonsse scheepen, de Leck , IJsselmonde en de Berckel , vermits geen hoger minister als een schipper daer over het gesagh hadde, als ook over de bodems de Boor en de Sandloper , de welcke van Batavia mitsgaders de Schellach en de Blois , die van Ceijlon alle dagen verwacht werden: ingevalle dese vier laaste voor aanstaande Saterdach, een dach a twee onbegrepen, als wanneer Gods weer en wind sulcx toelatende, de vijf eerste haer reijse nae het vaderland sullen moeten vervolgen: maer sullen andersints ingevalle de geseijde resterende Batavisse nascheepen ende de Ceijlonsse offte eenige van dien binnen de voors. gestipuleerde tijt alhier noch opdaeghden, en dat de selve in een dach off acht ten langhsten mede conde zeijlvaerdich sijn, soo sullen in sodanigen geval de vijff voors. eerste Batavisse en Ceijlonsse scheepen nae de laaste g’arriveerde als dan moeten wachten, omme met die neffens haer in staat van reijsvorderinge gebracht sijnde, geconjungeert de reijse onder de vlagge van den genoemde Willem de Vlamingh tot de havenen onses vaderlants incluijs, van hier te vervolgen en dat ingevolge de instructie van de Hooge Indisse Regeringh voor de opperhooffden van de voors. scheepen, de Gent ende Carthago , mede gegeven, en waer nae de respective scheepsopperhooffden haer sullen moeten reguleren: En is ook wijders achtervolgens de geseijde ordre van de hooge Indisse-regeringe uijt de naaste en bequaemste van de aanwesende schippers tot het voeren van de vice-commandeursvlagge aangestelt den schipper van Carthago , Servaas Golswaart.33 Dan, vermits geen van dese scheepen voor de Camer van Delft was te huijs varende, die ordinair gewoon sijn de schout bij nagts vlagge te voeren, Soo is ook goet gevonden daer aff bij desen niet te disponeren, maer dat aan den breede vlootsraad, des van noode sijnde, te verblijven, omme daervan de behoorlijcke schickinge op de reijse te doen: Wel ver-staande, nochtans, dat bij het overleijden van den genoemde commanderent schipper, de Vlamingh, achtervolgens het meeraengehaalde aanschrijvens van haer hoogh Edlens. te Batavia, den tweede schipper op het schip de Gent , Willem van Tessel,34 als dan niet alleen in het commando op gemte. bodem sal moeten optreden, maer ook in het gesagh over beijde de scheepen, de Gent en de Carthago , en van gelijcken ook over die geene, daer de selve alhier aan Cabo de Goede Hoop mede soude mogen geconjungeert sijn, even als dat bij de voors. ordre van den meergenoemde Willem de Vlamingh is geseght.35
