When it was brought to the attention of the Commander that some people were able to sell off their goods (for clothing and compensation) for half price, or even less, which would be a barbaric and usurious extravagance, it was decided to counter this by issuing the following placard of interdiction, word by word, as follows.
As it has come to our attention, among other things, that there are people who do not hesitate to completely and ungodly take their property from the common people here (requiring it for clothing and necessary compensation) for half price, yes, even less, to extort and buy it, which is not only an abominable usury, but also tends to drain the common people completely and readily and to always keep them so naked and exposed that they would never again get or keep a clot on their body, so to prevent this, it is hereby expressly interdicated and forbidden that no one from now on will again claim such not to commit any extortion or jealousy (naturally touched upon above) to buy off the common man, be it for half or whole money, especially not to always accept strong drink through guilt, as we understand that innkeepers, besides having enough profit, mainly from the people of incoming ships, whoever is found to do otherwise, will not only forfeit the property purchased, but in addition also fall under an amendment of 10 Ra. As often as it is found to be the case, it will be objected to here. However, if anyone alleges any serious wrongdoing, this will be reported to the Commander and Council, so that they can be dealt with with discretion, according to the general article. However, guilt due to strong drink or any kind of fraud will not be considered in the slightest, as we consider this to be most useful for the prevention of debauchery and for the good of the public.
For sufficient reasons, and under the aforementioned penalty of forfeiture of the rifle, it is also prohibited that no one, neither from here nor from the ships, will be allowed to shoot in the country or anywhere else: for poultry or otherwise, as two guns belonging to the King's Company are being kept there on purpose, and therefore only one of the ministers of the King's Company, having in mind that, according to custom, it can be purchased from the King's Company for their own money, at the King's discretion, so that the guns are not overly inspected by so many shooters. This is also because the King's Company only allows this because it has the right to do so and bears heavy burdens in this place.
For reasons and considerations contained in our resolution of the 9th of December, it is hereby expressly forbidden, in accordance with that resolution, to all and sundry here in the country, whosoever it may be, to purchase any strong liquor from the incoming ships, whether by chance or otherwise, under whatever pretext, on penalty of confiscation and a fine of 10 ral. for each voyage if any man is seized. Therefore, the tax authorities and the commanders of this fortress are ordered to take strict account of all the aforementioned, so that our orders may be maintained for the benefit of the Holy Roman Empire, provided that The exchequer shall receive 1/3 of the fines, and the governor shall receive 1/4 of each remaining real, the remainder to be applied to the poor.
And so that no one would have to excuse themselves for ignorance, this was publicly read out and posted in a suitable location.

Bij den Commandeur voorgedragen wordende hoe hem ter ooren gecomen is dat sommige het gemeene volcq hare goederen (tot cledinge ende verschooninge op reeckeningh crijgende) voor halff gelt ende oock wel minder weten aff te coopen ‘t welcke een barbarische ende woeckerachtige uijtsuijperije soude sijn, soo is goetgevonden tot weeringe van ‘t selve daer tegen t’ emaneren navolgende placcaet van interdictie op de penen daerinne begreepen ende luijdende van woorde te woorde als volcht.
Alsoo ons tot leetwesen onder anderen ter ooren compt datter luijden sijn die haer niet en schroomen gansch godtlooslijck den gemeenen man alhier haer goet (op reecke. crijgende tot cledingh ende nodige verschooninge) voor halff gelt, Ja oock wel minder af te troggelen ende copen, ‘t welcke niet alleen sij een abominable woecker: nemaer oock streckende om den gemeenen volcqe gansch ende gaer uijt te suijpen ende altijts soo naeckt ende bloot te houden dat de selve nemmermeer voor de coude een cleet aen ‘t lijf souden crijgen offte behouden, soo wort tot voorcominge van dien bij desen wel expresselijck g’interdiceert ende verboden dat sich niemant voortaen en vervordere meer soodanige uijtsuijperij te plegen nochte ijtwes (van nature hier vooren aengeroert) den gemeenen man af te copen, ‘t sij voor half of heel gelt, insonderheijt oocq niet altoos over schult van stercken dranck aen te nemen, alsoo wij verstaen de herbergiersters buijten dien proffijt genoegh sijn hebbende voornamentlijck van ‘t volcq der aencomende schepen, soo wie dan desen ter contrarie bevonden wort, sal niet alleen verbeuren ‘t gecochte goet: maer daerenboven oock vervallen in een amende van 10 Ra. van 8en soo dickmaels als bevonden sal worden hier tegen gepexeert te sijn: maer soo ijmant eenige deuchdelijcke schult hadde te pretenderen, sullen ‘t selve den Commandeur ende Raet aengeven omme daerinne met discretie gedisponeert te worden naer luijt van den generalen articulbrieff, doch schult van stercken dranck offte eenige quanselerije sal geensints in consideratie genomen worden, alsoo wij sulcx tot preventie van debouche ende ten besten van ‘t gemeen alsoo ten hooghsten dienstich bevinden te behooren.
Soo is oock om suffichante redenen op pene voorsz ende verbeurte van ‘t schietgeweer mede verboden dat niemant soo wel hier van lant als oocq van de schepen meer sullen mogen in ‘t lant of ergens gaen schieten: om gevogelte of andersints alsoo daer twee wiltschutten van d’ E. Compe. gegagieert expres gehouden worden ende derhalven ijmant van de hier bescheijden Comps. ministers ijts van doen hebbende ‘t selve nae gewoonte voor haer gelt civil genoegh van d’ E. Compe. cunnen copen, op dat het wilt door soo veele schieters niet al te schouw gemaeckt worde, ende oock reden is dat d’ E. Compe. sulcx alleen toecompt vermits haer daer toe hebbende recht ende swaer dragende lasten te deser plaetse.
Om redenen ende consideratien in onse resolutie van den 9en December passo. vervaedt, wort bij desen in conformite van dien aen allen ende een ijgelijck hier aen lant wie het oock soude mogen wesen mede wel expresselijck verboden eenigen stercken dranck van de aencomende schepen te copen, reuijlen offte andersints te becomen onder wat pretext het oock mochte wesen, op pene van confiscatie ende een boete van 10 Ral. telcken reijse te verbeuren als ijmant daer op sal g’attrapeert worden, derhalven den fiscus en de geweldiger deser fortresse gelast sijn op alle het verhaelde nau reguard te nemen ten eijnde onse beveelen ten dienste van d’ E. Compe. streckende mogen werden gemainteneert, mits sullende genieten den fiscus 1/3 van de boeten, ende den geweldiger van ijder resterende reael een quart, ‘t vordere t’ appliceren voor den armen.
Ende opdat sich niemant soude hebben te verschoonen op oncunde, soo is desen publicquelijck affgelesen ende ter behoorlijcker plaetse aengeplackt.311
